The local team developed an economic modelling tool for ICT Stimulus Packages that shows the GDP and employment impact of various ICT incentives Influenced Government, Ecosystem and IT NGO. They used the tool in workshops, wrote a whitepapers, and held many Executive Meetings/Rountables Increase BB and PC Penetration in Turkey to Create new employment opportunities in IT industry and IT supported industries 5% increase in BB Penetration lead to 0.2-0.3% increase in employment (ITIF 2009) Grow economy (GDP) by direct (Corporate tax, Social Security Tax, Sales VAT) and indirect incomes (Operational Efficiency, export) Increase Teachers’ PC Ownership to Support classroom eLearning programs Local Content Creation by Teachers thru Community Generated Content for Education portal provided by MoNE Make a progress in achieving 21st Century Skills in Education Support SMBs’ in Turkey (which constitutes 98% of companies, 77% employment) in their e-Transformation efforts Last week Ministry of Industry and Trade announced 10 M USD fund for SMB’s ICT purchases (in terms of interest payments for the 24 months interest of $50K ICT investment, which makes the magnitude of the support as $100M) Last Thursday Minister of Education announced that they are working on making teachers own NBs with very affordable prices thru subsidies. And TODAY Government announced deduction of VAT from 18% to 8% on computers for three months. Thanks to Afsar Akal our digital inclusion BDM (who worked as an economic modeller for World Bank and UNDP in the past), we have driven an economic modelling tool for ICT Stimulus Packages that shows the GDP and employment impact of various ICT incentives (i.e. tax deduction, cash rebates, USF fund utilisation). By utilising this tool and support of Frank Martinez and Aysegul Ildeniz, we influenced the government, ecosystem and NGO’s.
Flood IT Deliver 100K PC with BB in 100 Days (to Train/skill Students) The program was launched by the chief minister fixing a target of 100,000 PCs in 100 days . The program got off the ground with 13,000 PC booking on the first day. The 30 mins speech of Mr. Mody (which we will circulate shortly) is full of emphasis on broadband as necessary infrastructure and echoing the 511 Messages. The 0% finance is offered to all K12 and Higher education students @8 Mn across Gujarat. The 0% finance is offered through Gujarat’s cooperative societies and 900 branches across the state with special discounts of Broadband from BSNL.

So what do we want of government? As Craig says, there are really only 3 things that a government can do to ensure the success of their country in the future Invest in 21 st century education ( right targets and curriculum, teachers trained to use today’s tools, one to one education Invest in research, encourage it through tax policy, immigration policy and investment Create the right environment Ensure that all have access to the internet and modern tools Use tax and investment to encourage new ideas and ensure that SMEs are as efficient as possible through new technology
