1. Grazie signor presidente.
Al contrario degli ultimi miei interventi, che sono stati di ambito più prettamente tecnico, vorrei,
in questo caso, soffermarmi su un aspetto più effimero ma forse ancor più importante di tante
tecnicalità. Grazie all’assessore per averci esposto così chiaramente la struttura del
consuntivo per l’anno passato.
Spero mi perdonerete una breve digressione.
La mancanza di risorse e l’eccesso di limiti rende più fantasiosi e flessibili. Ricordo che
mentre la Svizzera ha avuto quasi 5 secoli di pace e stabilità ed è riuscita a creare solo
l’orologio a cucù, noi negli ultimi 5 secoli abbiamo avuto alcune delle più importanti guerre
europee eppure abbiamo avuto le invenzioni di Leonardo, Volta, Marconi, Meucci, Fermi e
tantissimi altri.
Partiamo dal contesto: siamo nella fase, speriamo, finale di una crisi durata 7 anni, durante la
quale abbiamo visto sensibili diminuzioni di molti mercati con le relative conseguenze sulle
aziende del territorio e sulle famiglie. Siamo in una fase dirimente nel contesto più ampio del
nostro essere cittadini italiani ma soprattutto europei, in una fase in cui stiamo a livello di
eurozona cercando di capire cosa vorremo essere da grandi.
C’è un prezzo, per il privilegio di essere cittadini europei. Il Patto di stabilità, spesso usato per
criticare la mancanza di visionarietà di progetti di lungo termine o per porre in una mesta
prospettiva di manutenzione le attività passate, è uno dei paletti che l’Europa mette alla
gestione della cosa pubblica. E se non abbiamo avuto la possibilità di influenzarne nascita e
forma, tantomeno possiamo aspettarci di cambiarne le realtà con la semplice critica: siamo,
nella prospettiva, troppo piccoli. Le energie e risorse sono, nella nostra realtà, limitate e
preziose, da investire dove possiamo fare la differenza.
La crisi ha poi rallentato molto il mercato immobiliare, è difficile vedere palazzi nuovi. Questo
diventa ancor più evidente nel momento in cui, proprio a consuntivo, vediamo che gli oneri di
urbanizzazione, in questi ultimi anni sono diminuiti sensibilmente, fino a diventare cifre
irrisorie.
In questo contesto critico, ritengo quindi molto positivo il consuntivo presentato, perchè
traccia le linee di una amministrazione cittadina che nonostante le avversità e i paletti posti da
tutti i livelli amministrativi al di sopra di essa, riesce comunque ad offrire servizi di alto livello,
riesce comunque a stare al passo con i tempi, riesce comunque a non far pesare tutte le
difficoltà sulla cittadinanza. E riesce a farlo perchè valorizza le risorse che ha al suo interno in
tutti i modi possibili, dalle associazioni alle consulte. In quest’ottica, si pone come una
amministrazione flessibile e moderna che sa ed ha ben chiari i limiti entro i quali muoversi ed
oltre i quali appoggiarsi agli antichi eppure sempre attuali concetti di sussidiarietà.
Anzi, visto che siamo reduci da vari consigli nei quali, sotto varie vesti, abbiamo discusso di
aspetti economici, questa valutazione viene ulteriormente migliorata, considerando
l’eliminazione per quest’anno degli interessi passivi sui mutui, che abbiamo estinto
nonostante il patto di stabilità.
