Transparency and Accountability in Ggovernance in IndiaDr Lendy Spires
Civil society organisations (CSOs), consisting of non-state, non-political, citizen initiatives, often with a focus on the needs of specific groups among the poor (such as the Scheduled Castes), have been active in India for many years. One root for this activism can be traced to developments after the Emergency of 1974-75 when fundamental rights were suspended for a brief period. Civil society, in a spontaneous but un-coordinated reaction, stood up for the defence of fundamental rights against the Emergency and worked to overthrow the government that imposed the emergency in the elections that followed Introduction 1
A major issue that has engaged civil society attention is corruption. India ranks low on the Transparency International Index. Many believe that corruption is now deep rooted in Indian society and is the main obstacle to economic growth. There is talk of a ‘criminal-politician’ nexus; many elected representatives have been accused of serious crimes. Since then it has blossomed in many ways. 2 Over the last ten years, civil society organisations have demanded transparency—understood as timely access to reliable and relevant information—as a prerequisite to accountability in governance. Civil society has also begun to demand that its views be considered in the formulation of policies and programmes, in the implementation of programmes, and in social audit, especially of those programs meant for the poor.
Institutions to fight corruption—the Central Vigilance Commission, the Lok Ayuktas—have been set up. Civil society has made considerable gains in this area. For example, by taking recourse to the courts and winning its case, civil society has now made it mandatory for anyone standing for election to declare their assets and disclose if any criminal cases are pending against them. It is a big step forward, but there is still much to be done in the area of electoral reforms.

This Research Study titled effectiveness Of INEC communication awareness Strategies in the 2023 general elections. A study of the South South residents of Nigeria. Effective communication strategy is important for the conduct and management of electoral process. Information, education and communication are effective tools for behavoural change especially in the efforts to reduce voter, apathy, violence and increase participation in the electoral process. The objectives of the study was to determine the level of INEC’s communication message raised awareness on voter registration. It was also to determine the extent to which INEC’s communications raised awareness regarding the identification of polling units and also to reveal the assessment or extent to which INEC’s communications raised awareness on how to cast the ballots. The survey research method was adopted for the study while questionnaire was used as data collection instrument. The 8,356,603 residents of the six 6 states capitals of the South south states were used as the population from where a sample size of 460 was drawn using the Taro Tamene formula. The purposive sampling technique was used for the study while simple percentage were employed in analyzing the collected data. Based on the analysis of data, finding revealed that INEC’s communicate messages raised the awareness of the people in the area of voter registration. INEC’s communication messages were not clear enough to the respondents in the area of knowledge of polling units identification. INEC’s communication. Messages were not clear to the respondent in the area of how to cast ballots. Based on the findings, the study recommended that INEC should sustain the communication messages in the area of voter registration and be more consistent about it. Another recommendation is that INEC’s communication messages be made more understandable increase knowledge on how to vote and reduce the trend of huge void votes during election. 2. The Reforms Through Citizen Participation and Government
Accountability project is an ICT-based campaign that seeks to
entrench the principles of good governance by demanding
accountability and rule of law in Kenya. These problems are
detrimental to the economy and it is the masses who bear the
brunt of the problems above.
The kind of transformation that Kenyans want is predicated in
the Constitution of Kenya, 2010, (CoK 2010), which is the
culmination of twenty years of agitation for reform for
transparency and accountability. Since its inception in 1992 the
KHRC has advocated for constitutional reforms and was at the
forefront of the designing of the human rights-based and people-
centred CoK 2010.

3. Goal: HURINETs and particularly their youth
membership have improved understanding of and
commitment to building a human rights state and
society
Objective 1: To engage citizens in dialogue and
establishing the rule of law in the context of
democratic governance to ensure a decline in human
rights violations.

through monitoring service delivery at county level in
the devolved government

4. The particular areas of concern are education, water
sector reforms and livelihoods. It is expected that
through these campaigns, Kenyan public from across
the board will be able to demand for services,
accountability and make decisions to vote for leaders
who can help the country move or otherwise vote out
corrupt and unprogressive leaders. Thus the project
will contribute to citizen participation and citizen
empowerment.

5. The primary beneficiaries of this project are the 10
selected Human Rights Networks (HURINETS)
out of the 27 groups that the KHRC works with on
the ground who will benefit directly from capacity
building in technology through both skills transfer
and equipping.

6. Secondary Target groups
The secondary target groups with whom the
networks work is the youth and especially
university students, women, survivors of past
injustices and influential leaders of the society
including the local administration and other
stakeholders/interest groups working in the target
regions.

7. The increasing widespread use of mobile phones in
even the remotest areas of Kenya provides an
opportunity to engage communities in knowing and
claiming their rights and for monitoring human rights
abuses and Government actions.
In order to manage the information that the KHRC and
the HURINETs generate, we plan to install a
Management Information System fitted with an
intranet for the purposes of information sharing
internally and also among the HURINETS as well as
affording the KHRC a remote mechanism to monitor
the activities of the HURINETS.

8. The KHRC planed to tap into the potential of Information
Communication Technologies (ICTs) to increase citizen
participation, monitor human rights violations, monitor the
electoral processes, monitor government fulfilment of promises,
carry out campaigns and also inform and educate its
constituents and the public on various human rights and
governance issues.
Working with the HURINETs by building their capacity in ICTs to
enable them take advantage of existing social networking
platforms to monitor government performance as well as social
organising and mobilisation.
The rationale for engaging various networks and community
groups is to facilitate the creation of a vibrant social movement
that would ensure a future where this country is free of human
rights abuses.
