The document introduces the International Classification of Functioning, Disability and Health for Children and Youth (ICF-CY), which provides a common language and framework to describe health and health-related issues in children and youth. It aims to understand and study health-related states, establish a common language, permit comparison of data, and provide a systematic coding system. The ICF-CY can be used by various sectors to document characteristics of health and functioning in children and youth. It includes components on body functions and structures, activities and participation, and environmental factors.

2. Introduction of ICF-CY
What is ICF ?
common language and terminology.
Framework for the description of health and health related
problems including functions and structures of the body,
activity limitations and participation restrictions
manifested in infancy, childhood and adolescence and
relevant environmental factors.
3. Need for ICF
Medical classification of diagnosis alone (ICD-10) not
sufficient.
A version or coding system that could be used universally for
children and youth in the health, education and social
sectors.
Provides the foundations for country level disability data.
Is important for health planning and management.
4. Aims of ICF
To understand and study health related states.
To establish a common language.
To permit comparison of data.
To provide a systematic coding system.
To be used by clinicians, educators, policy-makers, family members,
consumers , government sectors , insurance company and researchers to
document characteristics of health and functioning in children and youth.
5. Applications of ICF
as a statistical tool – in the collection and recording of data (e.g. in population
studies and surveys or in management information systems);
as a research tool – to measure outcomes, quality of life or environmental factors;
as a clinical tool – in needs assessment, matching treatments , rehabilitation and
outcome evaluation;
as a social policy tool – in social security planning, compensation systems and
policy design and implementation;
as an educational tool – in curriculum design and to raise awareness and
undertake social action.
6. ICF components
ICF has two parts, each with two components:
Part 1. Functioning and Disability
Body Functions and Structures and related impairment.
Activities and Participation and their related restrictions and
limitations.
Part 2. Contextual Factors
Environmental Factors
Personal Factors.
