1. HRM FUNCTIONS
The Human Resource Management function
entails effective organization and
administration of HRM services in accordance
with existing Human Resources policies, rules
and regulations in the Civil Service with a view
of ensuring that civil servants are properly
facilitated for effective performance and
productivity. This entails:-

• Recruitments, selection and placement
• Training and development of staff
• Career progression
• HR planning
• Communication
• Discipline
• Remuneration and staff welfare
• Human Resource records management.
• Performance contracting and Appraisal.
• Safety, security and work environment.
3. DISCPLINE CASES
• The disciplinary process in the county
Assembly shall be governed by the principles
of natural justice which require that, any
officer charged with any offence is given an
opportunity to defend himself or herself
before an impartial adjudicator.
4. Cont.
• Further ,discipline cases shall be dealt with as
soon as possible after the occurrence.
The principles will be guided by
Kenya Constitution 2010
Employment Act 2007
PSC Act.2012
Discipline Manual –PSCK.
County HR manual.
5. Discipline case
• MISCONDUCT
• Lateness
• Absent from duty without permission
• Absent from duty for seven (7) consecutive working days or more
without permission (Desertion)
• Disobeying work-related instructions from superiors
• Smoking in forbidden areas
• Reporting for duty while under influence of illicit drugs / alcohol
• Consumption of alcohol at the work place
• Neglect of duty hence endangering other persons and NCCA
Property.
• Neglect/failure to perform duties and causes damage to other
persons NCCA property
6. Cont.
• Damage, misuse, misappropriation of Assembly property
• Unjustifiable assault on other workers
• Contravention of the HR policy where penalty is not
specified
• Not wearing designated clothing at the designated times
• Breach of Standards of service-kissing in the corridors.
• Breach of rules on official secrets / confidentiality with
slight injury to Parliament reputation
• Breach of rules on confidentiality with serious injury to
reputation of Parliament
• Sexual Harassment
• Rape
7. Charges against offences committed
• Stoppage of salary
• Stoppage of promotion
• With holding increment
• Demotion of the rank
• Removal of benefits-i.e. security, car
• Suspension.
• Interdiction
• Dismissal from the service
• Retire in the public interest
8. Cont.
• Deferment of the increment.
• Transfer you to another section/department
• Severe reprimand (deduct salary for two
months).
