Recovery Through Retrofit identified homeowners’ lack of access to information, financing and skilled workers as the key barriers that have prevented a strong nationwide home energy retrofitmarket from growing. The report also laid out several recommendations aimed at breaking down these barriers. 1. A household whose annual income does not exceed the established
poverty level or the State Median Income for the Commonwealth of
Virginia as defined by current federal program guidelines.
2. A household with an occupant who has received cash assistance
payments (SSI) under Title IV or XVI of the Social Security Act at anytime
during the 12-month period preceding the determination of eligibility for
weatherization assistance.
3. A household residing in a property which has not been previously
weatherized.

4. WEATHERIZATION
The Commonwealth of Virginia administers the Virginia Weatherization
Assistance
Program (WAP) through the Department of Housing and Community
Development (DHCD). The WAP helps low-income families reduce their home
heating and utility costs by weatherizing their homes and installing measures
(products and materials) such as insulation and weather-stripping that will make
their homes more energy efficient.
6. The Indoor Plumbing Rehabilitation (IPR) program
provides zero percent interest, subsidized loans in
eligible localities for the installation of indoor plumbing
to owners of substandard housing where indoor
plumbing does not exist or where the existing waste
water disposal systems have failed. Loan repayments
are determined by the homeowner’s ability to make
payments.
8. EMERGENCY HOME REPAIR PROGRAM
The Emergency Home Repair Program (EHRP) provides funds to remove
urgent, emergency health and safety hazards. It also addresses physical
accessibility barriers for low-income Virginians. The program provides
funding to local administrators to undertake physical repairs that improve
housing conditions. Eligible repairs can include plumbing, structural,
electrical, roofing, as well as installation of wheelchair ramps and other
accessibility modifications.

based service that was
