AEC Guidebook 2019
Present Guide is a detailed handbook covering all aspects of services
offered by the AIFC Expat Centre (AEC) for foreign business partners and
employees of the AIFC Bodies and Participants. It has been developed and
compiled under the national legislation of the Republic of Kazakhstan and
the AIFC Acts, to manage the services obtained.
The Guide provides a comprehensive list of services, including the
following details for each service:
• Definition and Description;
• Application process;
• Documents required to be submitted;
• Timeframe.

soft-landing services:

The Client must comply with the following requirements when applying for
a service in the AEC:
A legal entity should be registered/recognised under the Acting Law of the AIFC when
applying for visa related services;
AIFC Bodies and Participants should apply for issuance/extension/renewal/
cancellation/category change of Kazakhstan visas ONLY through the AEC;
AIFC Bodies and Participants must provide information on foreign employees to the
AIFC Authority for keeping records under the Constitutional Statute of the Republic of
Kazakhstan “On the Astana International Financial Centre”;
All required documents should be handed in as specified in this Guide;
All information provided on the applications submitted will be treated with
confidentiality;
The information provided by the Client must be reliable and accurate to avoid any delays
or errors. The AEC will not be responsible for any errors on documents due to the
provision of inaccurate information;
The Client must comply with the national legislation and the Acting Law of the AIFC;
All the conditions and requirements specified in this Guide can be supplemented and
changed under the national legislation, as well as the AIFC Acts, which govern the
provision of the AEC services;
All official documents issued out of the Republic of Kazakhstan are to be legalized or
apostilled in accordance with the International standards (a list of countries required
apostille stamp is specified in Annex 2);
All AEC services, including government and non-government, are subjected to the
payment of the state, consular and service fees accordingly.

HOW TO PREPARE AND COMPLETE YOUR APPLICATION
Preparing your application:
• Applicant’s passport must have 3
months validity before the visa is
expired.
• All copies of passport should be
clear and in colour.
• All photos submitted with the
application should be with a white
background (size: 3.5 cm x 4.5 cm).
• Some documents must be
apostilled/legalized or translated
and notarized if required.
Completing your application:
1. Contact the AEC’s Front Office and
they will provide you with the
application form or you can download
from http://www.xpataifc.kz.
2. Complete the form, attach the required
documents and provide all package to
the AEC Front Office.
3. Fees will be collected before the service
being processed. Payment can be
conducted by Bank Transfer,
Debit/Credit Card or via payment
terminal at the AEC.
TO HIRE FOREIGN EMPLOYEES, THE EMPLOYER (AIFC PARTICIPANT)
MUST OBSERVE THE FOLLOWING CONDITIONS:
Keeping records of foreign employees attracted by the AIFC Bodies and Participants.
Under article 8 of the Constitutional Statute of the Republic of Kazakhstan
“On the Astana International Financial Centre”, the AIFC Authority must keep records
of the foreign labour attracted by the AIFC Bodies and Participants.
Required documents to be submitted to the AEC:
Within 14 calendar days (after the arrival of foreign employee to Kazakhstan as a holder
of C3 work visa or registration), the employer and foreign employee shall provide the
AEC with:
• Completed logging form;
• Clear copy of passport of the foreign employee.
The form is filled out by the foreign employee personally, or in printed form.
When filling out in printed form, a foreign employee prints out the completed form
and validates it with his handwritten signature.
The Employer also validates the form with a handwritten signature of the authorized
person.
In case of a change in the data previously submitted, the foreign employee shall notify
the AIFC Authority thereof in writing within 14 calendar days after such changes.

• Foreign nationals enter and leave the
Republic of Kazakhstan through the
checkpoints on the State border with valid
passports and visas (if required, please see
Annex 1 and Annex 3);
• The visa expires at least 3 months before
the expiry date of the passport;
• The permitted period of stay for foreign
nationals in the Republic of Kazakhstan ends
after the expiration of the validity of the visa or
registration (please see Annex 1 and Annex 4);
• Registration of foreign nationals of
countries exempt from visa requirements is
carried out for a visa-free stay period (please
see Annex 4);
• Foreign nationals are not allowed to
conduct activities in the AIFC without a
corresponding visa category or registration;
• The host party and foreign national are
responsible for compliance with the terms and
procedures of entry, stay and leave the
Republic of Kazakhstan.
Please keep in mind,
that failure to comply with the
visa and migration regulations
of the Republic of Kazakhstan
will lead to administrative
prosecution under the
Administrative Code of the
Republic of Kazakhstan.

Visas are issued
based on an invitation

All required documents for
visa related services are
submitted by the host
party only.
Documents to be submitted to the AEC:
• Certificate of registration of a legal entity or
branch/representative offices by the Acting
Law of the AIFC (once a year);
• Order of the legal entity on the appointment
of its representative for the delivery of
documents/power of attorney, along with a
copy of the identity document of the
representative/authorized person (once a
year);
• Power of attorney for the first head of the
branch/representative offices issued by the
headquarter (apostilled/legalized copy and
its certified translation into Kazakh or
Russian with a notary stamp);
• Order (decision, protocol, resolution) on
appointing the CEO or the acting CEO;
• Minutes of the General Meeting of
Shareholders on the election of members of
the Board of Directors;
• Invitation form;
• Clear copy of passport;
• Consent form;
• Document confirming the payment of state
fee (Annex 5);
• Additional documents may be required
depending on the visa category.
Visa is issued:
in the Embassies/Consulates of the Republic of Kazakhstan;
at international airports of Kazakhstan (Almaty and Nur-Sultan cities);
in Nur-Sultan city through the AEC.

a. BUSINESS VISA FOR SHORT-TERM STAY
B1/B3 single-entry business visa invitation
For a short stay in the Republic of Kazakhstan, foreign business partners
may obtain single-entry business visas of the following categories:
B1 - for participation in conference, forum, exhibition, concert, and
other cultural or scientific events;
Validity: up to 90 days / Permitted term of stay: up to 60
days.
B3 - for negotiating and signing contracts/agreements, visiting as
Founder or Board of Director.
Validity: up to 90 days / Permitted term of stay: up to 30
days.
Visa is issued based on the invitation letter arranged by the host
party.
Nationals of visa waiver countries set in Annex 3 can arrive and stay in
Kazakhstan visa-free for short-term business purposes.
Documents to be submitted to the AEC for an invitation:
• Completed invitation form (2 hard copies and a soft copy);
• Clear copy of passport;
• Completed consent form;
• Document confirming the payment of state fee (Annex 5).
The processing time is 5 business days.
An e-mail notification will be sent once the document is approved.

b. BUSINESS VISA FOR LONG-TERM STAY
B2/B3 multiple-entry business visa invitation
For a long stay in the Republic of Kazakhstan, foreign business partners may
obtain multiple-entry business visas of the following categories:
B2 - for installation, repair, maintenance of technical equipment, provision
of consulting or audit services;
Validity: up to 180 days / Permitted term of stay: up to 90 days in
total.
B3 - for Founder or Board of Director.
Validity: up to 1 year / Permitted term of stay: up to 30 days at
each entry.
Visa is issued based on the invitation letter arranged by the host party.
Documents to be submitted to the AEC for an invitation:
• Completed invitation form (2 hard copies and a soft copy);
• Clear copy of passport;
• Completed consent form;
• Document confirming the payment of state fee (Annex 5).
Additional documents for B2 visa:
• Expert/Consultant Engagement/Service Agreement (certified translation
into Kazakh or Russian with a notary stamp).
Additional documents for B3 visa:
• Notarized copy of the Minutes of the
General Meeting of Shareholders on the
election of members of the Board of
Directors (certified translation into
Kazakh or Russian with a notary stamp).
The processing time is 5 business days.
An e-mail notification will be sent once the
document is approved.

c. WORK VISA
C3 work visa invitation
Foreign employees of the AIFC Bodies and Participants obtain C3 multiple-entry work
visas.
Validity: for the term of the Labour Contract and an additional period up to 30
calendar days from the date of its expiration, BUT not exceeding 5 years.
Visa is issued based on the invitation letter arranged by the host party.
Documents to be submitted to the AEC for an invitation:
• Completed invitation form (2 hard copies and a soft copy);
• Clear copy of passport;
• Completed consent form;
• Document confirming the payment of state fee (Annex 5).
Additional documents for the first head of the foreign branch/representative office:
• Power of attorney for the first head of the branch/representative offices issued
by the headquarter (apostilled/legalized copy and its certified translation into
Kazakh or Russian with a notary stamp).
Additional documents for the first head of a legal entity:
• Order (decision, protocol, resolution) on appointing the CEO or the acting CEO
(certified translation into Kazakh or Russian with a notary stamp).
Additional documents for hired employees:
• Labour Contract (certified translation into Kazakh or Russian with a notary
stamp).
AIFC Bodies and Participants may employ foreign nationals and stateless
persons for the conduct of activities in the AIFC without obtaining work
permits for them.
Additional documents for family members:
• Marriage/birth/adoption certificates (apostilled/legalized copy and its certified
translation into Kazakh or Russian with a notary stamp).
The processing time is 5 business days.
An e-mail notification will be sent once the document is approved.
Invitation documents are submitted by the host party.

d. DEPENDENT VISA
Family members of foreign employees of
the AIFC Bodies and Participants obtain
C3 dependent visas.
Validity: for the term of work visa of the
Republic of Kazakhstan issued to the family
member-employee.
Visa is issued based on the invitation
letter arranged by the host party.
Documents to be submitted to the
AEC for an invitation:
• Completed invitation form (2 hard
copies and a soft copy);
• Clear copy of passport;
• Completed consent form;
• Copy of valid work visa of the Republic
of Kazakhstan issued to the family
member-employee;
• Marriage/birth/adoption certificates
(apostilled/legalized copy and its
certified translation into Kazakh or
Russian with a notary stamp);
• Document confirming the payment of
state fee (Annex 5).
The processing time is 5 business
days.
An e-mail notification will be sent once the
document is approved.

a. B1/B3 SINGLE-ENTRY BUSINESS VISA ISSUANCE
Required documents for B1/B3 visa issuance:
• Approved invitation;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport;
• Document confirming the payment of consular fee.
Additional documents may be requested by consul on a case-by-case basis.
Visa is issued based on the above-mentioned documents submitted by visa
applicant.
Single-entry business visas B1/B3 are not extended.
b. B2/B3 MULTIPLE-ENTRY BUSINESS VISA ISSUANCE
Required documents for B2/B3 visa issuance:
• Approved invitation;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport;
• Document confirming the payment of consular fee.
Additional documents for B2 visa:
• Expert/Consultant Engagement/Service Agreement (if requested).
Additional documents for B3 visa:
• Minutes of the General Meeting of Shareholders on the election of
members of the Board of Directors (if requested).
Additional documents may be requested by consul on a case-by-case basis.
Visa is issued based on the above-mentioned documents submitted by visa
applicant.
Multiple-entry business visas B2/B3 can be extended if necessary
[please see paragraphs 1.6 (a) and 1.6 (b)].

Required documents for B2 visa issuance:
• Official letter requesting for visa issuance from the host party;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport and its copy;
• Migration card (if applicable);
• Completed consent form;
• Expert/Consultant Engagement/Service Agreement (certified translation into
Kazakh or Russian with a notary stamp);
• Document confirming the payment of state fee (Annex 5).
The processing time is 5 business days.
An e-mail notification will be sent once the invitation is approved.
c. C3 WORK VISA ISSUANCE
Required documents for C3 visa issuance:
• Approved invitation;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport;
• Document confirming the payment of consular fee.
Additional documents for the first head of the foreign branch/representative office:

d. DEPENDENT VISA ISSUANCE
Required documents for dependent visa issuance:
• Approved invitation;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport;
• Copy of valid work visa of the Republic of Kazakhstan issued to the family
member-employee;
• Document confirming the payment of consular fee.
Additional documents for family members:
• Marriage/birth/adoption certificates.
Additional documents may be requested by consul on a case-by-case basis.
Visa is issued based on the above-mentioned documents submitted by visa
applicant.
* DEPENDENT VISA ISSUANCE IN THE AEC
Required documents for dependent visa issuance:
• Official letter requesting for visa issuance from the host party;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport and its copy;
• Migration card (if applicable);

Visa can be renewed in the following cases:
physical damage to the visa (leading to the impossibility of its further use);
loss of visa;
issuance of a new passport (if a visa holder with a valid visa applies for a new
passport).
a. B1/B3 SINGLE-ENTRY BUSINESS VISA RENEWAL
Documents to be submitted to the AEC for В1/В3 visa renewal:
• Notice of loss/application;
• For the further renewal of the visa, it is necessary to re-submit all the
required documents, specified in paragraphs 1.1 (a) or 1.2 (a).
An e-mail notification will be sent once the document is approved.
b. B2/B3 MULTIPLE-ENTRY BUSINESS VISA RENEWAL
Documents to be submitted to the AEC for В2/В3 visa renewal:
• Notice of loss/application;
• For the further renewal of the visa, it is necessary to re-submit all the
required documents, specified in paragraphs 1.1 (b) or 1.2 (b).
An e-mail notification will be sent once the document is approved.
c. C3 WORK/DEPENDENT VISA RENEWAL
Documents to be submitted to the AEC for C3 visa renewal:
• Notice of loss/application;
• For the further renewal of the visa, it is necessary to re-submit all the
required documents, specified in paragraphs 1.1 (c), 1.1 (d), 1.2 (c), or
1.2 (d).
An e-mail notification will be sent once the document is approved.

At the end of the term or termination of the Expert/Consultant
Engagement/Service Agreement or Labour Contract, the host party/employer
must apply for the cancellation of the valid visa of foreign expert/employee in
the AEC.
Documents to be submitted to the AEC for visa cancellation:
• Application;
• Passport;
• Consent form.
An e-mail notification will be sent once the document is approved.
In the case if a foreign national left the Republic of Kazakhstan upon the
termination of Expert/Consultant Engagement/Service Agreement or
Labour Contract, the host party/employer empowered to apply for the
cancellation of the valid business/work visa, including the dependent visa to
the Migration Authorities through the AEC.
Once the cancellation is accepted, the business/work visa, including the
dependent visa will be cancelled.
Afterward, the entry to the Republic of Kazakhstan under the
cancelled visa is impossible.

A visa can be changed depending on the purpose of stay of a foreign
national and if required.
a. VISA CATEGORY CHANGE FROM B3 TO C3
A visa can be changed from the business visa B3 to the work visa C3 at the AEC.
The change of the category is carried out by submitting documents for the work visa С3,
specified in paragraphs 1.2 (c) or 1.2 (d).
An e-mail notification will be sent once the document is approved.
b. VISA CATEGORY CHANGE FROM B2 TO C3
A visa can be changed from the business visa B2 to the work visa C3 at the AEC.
The change of the category is carried out by submitting documents for the work visa С3,
specified in paragraphs 1.2 (c) or 1.2 (d).
An e-mail notification will be sent once the document is approved.
c. VISA CATEGORY CHANGE FROM C3 TO B2
A visa can be changed from the work visa C3 to the business visa B2 at the AEC.
The change of the category is carried out by submitting documents for the business visa
B2, specified in paragraph 1.2 (b).
An e-mail notification will be sent once the document is approved.
d. VISA CATEGORY CHANGE FROM B3 TO B2
A visa can be changed from the business visa B3 to the business visa B2 at the AEC.
The change of the category is carried out by submitting documents for the business visa
B2, specified in paragraph 1.2 (b).
An e-mail notification will be sent once the document is approved.
e. DEPENDENT VISA CATEGORY CHANGE
To be eligible to work in the Republic of Kazakhstan, dependent visa holders may
change visa type to the work visa at the AEC.
The change of the category is carried out by submitting documents for the work visa C3,
specified in paragraph 1.2 (c).
An e-mail notification will be sent once the document is approved.

Visa can be extended in the following cases:
confirmation of the need to extend the period of stay in the
Republic of Kazakhstan, or
force majeure circumstances.
a. B2 MULTIPLE-ENTRY BUSINESS VISA EXTENSION
Holders of B2 business visas can apply for an extension of a visa only once.
The extension is carried out by issuing a single-entry B1 business visa with a permitted
term of stay 30 days only.
Documents to be submitted to the AEC for B2 visa extension:
• Official letter requesting for visa extension and registration from the host party;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport and its copy;
• Completed consent form;
• Document confirming the payment of state fee (Annex 5).
The processing time is 5 business days.
An e-mail notification will be sent once the document is approved.
b. B3 MULTIPLE-ENTRY BUSINESS VISA EXTENSION
B3 multiple-entry visa is extended by issuing a new visa (see paragraph 1.2 (b)).

c. C3 WORK/DEPENDENT EXTENSION VISA
C3 work visas could be extended by the request of the employer.
Documents to be submitted to the AEC for C3 visa extension:
• Official letter justifying reasons for the extension from the employer;
• Application for extension of stay and registration;
• Visa application form;
• Colour or black and white photograph (size: 3.5 cm x 4.5 cm);
• Passport and its copy;
• Completed consent form;
• Document confirming the payment of state fee (Annex 5).
Additional documents for the first head of the foreign branch/representative office:
• Power of attorney for the first head of the branch/representative offices issued
by the headquarter (apostilled/legalized copy and its certified translation into
Kazakh or Russian with a notary stamp).
Additional documents for the first head of a legal entity:
• Order (decision, protocol, resolution) on appointing the CEO or the acting CEO
(certified translation into Kazakh or Russian with a notary stamp).
Additional documents for hired employees:
• Labour Contract (certified translation into Kazakh or Russian with a notary
stamp).
Additional documents for family members:
• Marriage/birth/adoption certificates (apostilled/legalized copy and its
certified translation into Kazakh or Russian with a notary stamp).
The processing time is 5 business days.

2.1. PROCEDURE FOR PASSPORT REGISTRATION
Passport holders of countries exempt from visa requirements to visit Kazakhstan for a
short-term stay should register with the Migration Authorities after their arrival within
a defined time frame (Annex 4).
Registration for foreign consultants, experts, employees (only for the nationals of
EurAsEC countries) is carried out for the duration of the Expert/Consultant
Engagement/Service Agreement or Labour Contract.
The calculation of this term begins at 12:01 a.m. after crossing the State border of the
Republic of Kazakhstan.
Registration is not required for the following individuals:
Visa holders;
Diplomatic or service passport holders;
Children under 16 years old.
Documents to be submitted to the AEC for the registration of foreign
nationals:
• Completed application;
• Passport;
• Migration card (if applicable);
• Completed consent form.
As well as, the host party should notify the Migration Authorities within
3 calendar days:
• on arrival of foreign national;
• in case of any change of temporary homestay address in Kazakhstan.
Documents to be submitted to the AEC for the notification:
• Completed application;
• Clear copy of passport;
• Completed consent form.
The host party takes full responsibility for the compliance with terms of and conditions
for entry and stay of foreign nationals in Kazakhstan, including in the due time of:
• entry;
• stay permit/registration;
• leave.

3.1. PROCEDURE FOR OBTAINING IIN
Foreign nationals are obliged to register as a taxpayer by obtaining the
individual identification number (IIN) within 30 calendar days from the
arrival date for the following actions:
Opening a bank account in Kazakhstan;
Receiving an income that is not taxed at the source of payment in Kazakhstan;
Acquiring a property subjected to the property tax, vehicle tax, or land tax (real
estate, transport, land) in Kazakhstan;
Appointment of the first heads of legal entities of the Republic of Kazakhstan, as
well as the heads of branches and representative offices of the foreign legal
entities, etc.
Registration of taxpayers is carried out:
in the AEC.
The processing time is up to 3 business days.
An e-mail notification will be sent once the IIN is issued.
Documents to be submitted to the AEC for IIN issuance:
• Competed application;
• Clear copy of passport (certified translation into Kazakh or Russian with a notary
stamp);
• Notarized power of attorney for a representative (if necessary);
• Completed consent form.
Advisory and consulting services on tax reporting and revenue services are available
at the AEC.

4.1. PROCEDURE FOR OBTAINING EDS
Electronic digital signature (EDS) has the same status as handwritten signatures
(legal and enforceable). A wide range of e-government services can be received by EDS.

For an individual:
• Completed application;
• Clear copy of passport;
• IIN;
• Notarized power of attorney for a representative;
• Completed consent form.
For a legal entity:
• Completed application;
• Order (decision, protocol, resolution) on appointing the CEO or the acting CEO;
• Notarized power of attorney for a representative;
• Certificate of registration of a legal entity or branch/representative offices by
the Acting Law of the AIFC;
• Passport;
• Completed consent form.

5.1. PROCEDURE FOR OBTAINING DRIVING LICENSE
To drive and operate a vehicle in Kazakhstan, foreign national should obtain driving license
and register the vehicle license plate.
International driving licenses issued in the member states of the Vienna Convention on
Road Traffic are subjected to replacement into Kazakhstan driving license (a list of
countries allowed to replacement is listed in Annex 6).
Before applying for replacement/issuance of driving license, foreign national should be
registered as an individual tax payer and hold IIN.
Documents to be submitted to the AEC for issuance of driving license due to
its replacement:
• International driving license and its certified translation into Kazakh or Russian with
a notary stamp;
• Medical certificate form 083;
• IIN;
• Passport;
• Document confirming the payment of state fee (Annex 5);
Documents to be submitted to the AEC for issuance of driving license:
• Certificate on completion of driving courses in the Republic of Kazakhstan;
• Medical certificate form 083;
• IIN;
• Passport;
• Document confirming the payment of state fee (Annex 5);
The processing time is up to 1 business day.

• Acceptance and delivery certificate of the vehicle (certified translation into Kazakh
or Russian with a notary stamp);
• Vehicle registration certificate;

Documents to be submitted to the AEC for renewal of vehicle license plate:

• Certificate from District Department of Internal Affairs;
• Document confirming the payment of state fee.
For a legal entity:
• Order of the legal entity on the renewal of vehicle license plate due to its loss
(certified translation into Kazakh or Russian with a notary stamp);
• Notarized power of attorney for a representative;
• Certificate from District Department of Internal Affairs;
• Document confirming the payment of state fee, the payment for vehicle registration
certificate and vehicle license plate (Annex 5).
The processing time is up to 1 business day.

AEC Guidebook 2019 Present Guide is a detailed handbook covering all aspects of services offered by the AIFC Expat Centre (AEC) for foreign business partners and employees of the AIFC Bodies and Participants. It has been developed and compiled under the national legislation of the Republic of Kazakhstan and the AIFC Acts, to manage the services obtained. The Guide provides a comprehensive list of services, including the following details for each service: • Definition and Description; • Application process; • Documents required to be submitted; • Timeframe. AEC is one-stop shop intended in obtaining a wide range of formality & soft-landing services: • Visa & migration related services; • Tax & revenue related services; • EDS for e-government services; • Vehicle related services; • Support & consulting services. AEC Guidebook 2019 4 The Client must comply with the following requirements when applying for a service in the AEC: A legal entity should be registered/recognised under the Acting Law of the AIFC when applying for visa related services; AIFC Bodies and Participants should apply for issuance/extension/renewal/ cancellation/category change of Kazakhstan visas ONLY through the AEC; AIFC Bodies and Participants must provide information on foreign employees to the AIFC Authority for keeping records under the Constitutional Statute of the Republic of Kazakhstan “On the Astana International Financial Centre”; All required documents should be handed in as specified in this Guide; All information provided on the applications submitted will be treated with confidentiality; The information provided by the Client must be reliable and accurate to avoid any delays or errors. The AEC will not be responsible for any errors on documents due to the provision of inaccurate information; The Client must comply with the national legislation and the Acting Law of the AIFC; All the conditions and requirements specified in this Guide can be supplemented and changed under the national legislation, as well as the AIFC Acts, which govern the provision of the AEC services; All official documents issued out of the Republic of Kazakhstan are to be legalized or apostilled in accordance with the International standards (a list of countries required apostille stamp is specified in Annex 2); All AEC services, including government and non-government, are subjected to the payment of the state, consular and service fees accordingly. 3

AEC Guidebook 2019 5 HOW TO PREPARE AND COMPLETE YOUR APPLICATION Preparing your application: • Applicant’s passport must have 3 months validity before the visa is expired. • All copies of passport should be clear and in colour. • All photos submitted with the application should be with a white background (size: 3.5 cm x 4.5 cm). • Some documents must be apostilled/legalized or translated and notarized if required. Completing your application: 1. Contact the AEC’s Front Office and they will provide you with the application form or you can download from http://www.xpataifc.kz. 2. Complete the form, attach the required documents and provide all package to the AEC Front Office. 3. Fees will be collected before the service being processed. Payment can be conducted by Bank Transfer, Debit/Credit Card or via payment terminal at the AEC. TO HIRE FOREIGN EMPLOYEES, THE EMPLOYER (AIFC PARTICIPANT) MUST OBSERVE THE FOLLOWING CONDITIONS: Keeping records of foreign employees attracted by the AIFC Bodies and Participants. Under article 8 of the Constitutional Statute of the Republic of Kazakhstan “On the Astana International Financial Centre”, the AIFC Authority must keep records of the foreign labour attracted by the AIFC Bodies and Participants. Required documents to be submitted to the AEC: Within 14 calendar days (after the arrival of foreign employee to Kazakhstan as a holder of C3 work visa or registration), the employer and foreign employee shall provide the AEC with: • Completed logging form; • Clear copy of passport of the foreign employee. The form is filled out by the foreign employee personally, or in printed form. When filling out in printed form, a foreign employee prints out the completed form and validates it with his handwritten signature. The Employer also validates the form with a handwritten signature of the authorized person. In case of a change in the data previously submitted, the foreign employee shall notify the AIFC Authority thereof in writing within 14 calendar days after such changes. 4

AEC Guidebook 2019 7 • Foreign nationals enter and leave the Republic of Kazakhstan through the checkpoints on the State border with valid passports and visas (if required, please see Annex 1 and Annex 3); • The visa expires at least 3 months before the expiry date of the passport; • The permitted period of stay for foreign nationals in the Republic of Kazakhstan ends after the expiration of the validity of the visa or registration (please see Annex 1 and Annex 4); • Registration of foreign nationals of countries exempt from visa requirements is carried out for a visa-free stay period (please see Annex 4); • Foreign nationals are not allowed to conduct activities in the AIFC without a corresponding visa category or registration; • The host party and foreign national are responsible for compliance with the terms and procedures of entry, stay and leave the Republic of Kazakhstan. Please keep in mind, that failure to comply with the visa and migration regulations of the Republic of Kazakhstan will lead to administrative prosecution under the Administrative Code of the Republic of Kazakhstan. 6

AEC Guidebook 2019 8 Visas are issued based on an invitation arranged by host party not later than 5 business days and not sooner than 90 calendar days before the expected date of arrival of a foreign national to the Republic of Kazakhstan. All required documents for visa related services are submitted by the host party only. Documents to be submitted to the AEC: • Certificate of registration of a legal entity or branch/representative offices by the Acting Law of the AIFC (once a year); • Order of the legal entity on the appointment of its representative for the delivery of documents/power of attorney, along with a copy of the identity document of the representative/authorized person (once a year); • Power of attorney for the first head of the branch/representative offices issued by the headquarter (apostilled/legalized copy and its certified translation into Kazakh or Russian with a notary stamp); • Order (decision, protocol, resolution) on appointing the CEO or the acting CEO; • Minutes of the General Meeting of Shareholders on the election of members of the Board of Directors; • Invitation form; • Clear copy of passport; • Consent form; • Document confirming the payment of state fee (Annex 5); • Additional documents may be required depending on the visa category. Visa is issued: in the Embassies/Consulates of the Republic of Kazakhstan; at international airports of Kazakhstan (Almaty and Nur-Sultan cities); in Nur-Sultan city through the AEC. 7

BUSINESS VISA FOR SHORT-TERM STAY B1/B3 single-entry business visa invitation For a short stay in the Republic of Kazakhstan, foreign business partners may obtain single-entry business visas of the following categories: B1 - for participation in conference, forum, exhibition, concert, and other cultural or scientific events; Validity: up to 90 days / Permitted term of stay: up to 60 days. B3 - for negotiating and signing contracts/agreements, visiting as Founder or Board of Director. Validity: up to 90 days / Permitted term of stay: up to 30 days. Visa is issued based on the invitation letter arranged by the host party. Nationals of visa waiver countries set in Annex 3 can arrive and stay in Kazakhstan visa-free for short-term business purposes. Documents to be submitted to the AEC for an invitation: • Completed invitation form (2 hard copies and a soft copy); • Clear copy of passport; • Completed consent form; • Document confirming the payment of state fee (Annex 5). BUSINESS VISA FOR LONG-TERM STAY B2/B3 multiple-entry business visa invitation For a long stay in the Republic of Kazakhstan, foreign business partners may obtain multiple-entry business visas of the following categories: B2 - for installation, repair, maintenance of technical equipment, provision of consulting or audit services; Validity: up to 180 days / Permitted term of stay: up to 90 days in total. B3 - for Founder or Board of Director. Validity: up to 1 year / Permitted term of stay: up to 30 days at each entry. Visa is issued based on the invitation letter arranged by the host party. Documents to be submitted to the AEC for an invitation: • Completed invitation form (2 hard copies and a soft copy); • Clear copy of passport; • Completed consent form; • Document confirming the payment of state fee (Annex 5). Additional documents for B2 visa: • Expert/Consultant Engagement/Service Agreement (certified translation into Kazakh or Russian with a notary stamp). Additional documents for B3 visa: • Notarized copy of the Minutes of the General Meeting of Shareholders on the election of members of the Board of Directors (certified translation into Kazakh or Russian with a notary stamp). Validity: for the term of the Labour Contract and an additional period up to 30 calendar days from the date of its expiration, BUT not exceeding 5 years. Visa is issued based on the invitation letter arranged by the host party. Documents to be submitted to the AEC for an invitation: • Completed invitation form (2 hard copies and a soft copy); • Clear copy of passport; • Completed consent form; • Document confirming the payment of state fee (Annex 5). Additional documents for the first head of the foreign branch/representative office: • Power of attorney for the first head of the branch/representative offices issued by the headquarter (apostilled/legalized copy and its certified translation into Kazakh or Russian with a notary stamp). Additional documents for the first head of a legal entity: • Order (decision, protocol, resolution) on appointing the CEO or the acting CEO (certified translation into Kazakh or Russian with a notary stamp). Additional documents for hired employees: • Labour Contract (certified translation into Kazakh or Russian with a notary stamp). AIFC Bodies and Participants may employ foreign nationals and stateless persons for the conduct of activities in the AIFC without obtaining work permits for them. Additional documents for family members: • Marriage/birth/adoption certificates (apostilled/legalized copy and its certified translation into Kazakh or Russian with a notary stamp). AEC Guidebook 2019 17 Visa can be renewed in the following cases: physical damage to the visa (leading to the impossibility of its further use); loss of visa; issuance of a new passport (if a visa holder with a valid visa applies for a new passport). a. B1/B3 SINGLE-ENTRY BUSINESS VISA RENEWAL Documents to be submitted to the AEC for В1/В3 visa renewal: • Notice of loss/application; • For the further renewal of the visa, it is necessary to re-submit all the required documents, specified in paragraphs 1.1 (a) or 1.2 (a). An e-mail notification will be sent once the document is approved. b. B2/B3 MULTIPLE-ENTRY BUSINESS VISA RENEWAL Documents to be submitted to the AEC for В2/В3 visa renewal: • Notice of loss/application; • For the further renewal of the visa, it is necessary to re-submit all the required documents, specified in paragraphs 1.1 (b) or 1.2 (b). An e-mail notification will be sent once the document is approved. c. C3 WORK/DEPENDENT VISA RENEWAL Documents to be submitted to the AEC for C3 visa renewal: • Notice of loss/application; • For the further renewal of the visa, it is necessary to re-submit all the required documents, specified in paragraphs 1.1 (c), 1.1 (d), 1.2 (c), or 1.2 (d). An e-mail notification will be sent once the document is approved. 16

AEC Guidebook 2019 18 At the end of the term or termination of the Expert/Consultant Engagement/Service Agreement or Labour Contract, the host party/employer must apply for the cancellation of the valid visa of foreign expert/employee in the AEC. Documents to be submitted to the AEC for visa cancellation: • Application; • Passport; • Consent form. An e-mail notification will be sent once the document is approved. In the case if a foreign national left the Republic of Kazakhstan upon the termination of Expert/Consultant Engagement/Service Agreement or Labour Contract, the host party/employer empowered to apply for the cancellation of the valid business/work visa, including the dependent visa to the Migration Authorities through the AEC. Once the cancellation is accepted, the business/work visa, including the dependent visa will be cancelled. Afterward, the entry to the Republic of Kazakhstan under the cancelled visa is impossible.

VISA CATEGORY CHANGE FROM B3 TO C3 A visa can be changed from the business visa B3 to the work visa C3 at the AEC. The change of the category is carried out by submitting documents for the work visa С3, specified in paragraphs 1.2 (c) or 1.2 (d). An e-mail notification will be sent once the document is approved. b. VISA CATEGORY CHANGE FROM B2 TO C3 A visa can be changed from the business visa B2 to the work visa C3 at the AEC. The change of the category is carried out by submitting documents for the work visa С3, specified in paragraphs 1.2 (c) or 1.2 (d). An e-mail notification will be sent once the document is approved. c. VISA CATEGORY CHANGE FROM C3 TO B2 A visa can be changed from the work visa C3 to the business visa B2 at the AEC. The change of the category is carried out by submitting documents for the business visa B2, specified in paragraph 1.2 (b). An e-mail notification will be sent once the document is approved. d. VISA CATEGORY CHANGE FROM B3 TO B2 A visa can be changed from the business visa B3 to the business visa B2 at the AEC. The change of the category is carried out by submitting documents for the business visa B2, specified in paragraph 1.2 (b). An e-mail notification will be sent once the document is approved. e. DEPENDENT VISA CATEGORY CHANGE To be eligible to work in the Republic of Kazakhstan, dependent visa holders may change visa type to the work visa at the AEC. The change of the category is carried out by submitting documents for the work visa C3, specified in paragraph 1.2 (c). An e-mail notification will be sent once the document is approved. 18

B2 MULTIPLE-ENTRY BUSINESS VISA EXTENSION Holders of B2 business visas can apply for an extension of a visa only once. The extension is carried out by issuing a single-entry B1 business visa with a permitted term of stay 30 days only. Documents to be submitted to the AEC for B2 visa extension: • Official letter requesting for visa extension and registration from the host party; • Visa application form; • Colour or black and white photograph (size: 3.5 cm x 4.5 cm); • Passport and its copy; • Completed consent form; • Document confirming the payment of state fee (Annex 5). The processing time is 5 business days. An e-mail notification will be sent once the document is approved. b. B3 MULTIPLE-ENTRY BUSINESS VISA EXTENSION B3 multiple-entry visa is extended by issuing a new visa (see paragraph 1.2 (b)). An e-mail notification will be sent once the document is approved. 19

PROCEDURE FOR PASSPORT REGISTRATION Passport holders of countries exempt from visa requirements to visit Kazakhstan for a short-term stay should register with the Migration Authorities after their arrival within a defined time frame (Annex 4). Registration for foreign consultants, experts, employees (only for the nationals of EurAsEC countries) is carried out for the duration of the Expert/Consultant Engagement/Service Agreement or Labour Contract. The calculation of this term begins at 12:01 a.m. after crossing the State border of the Republic of Kazakhstan. Registration is not required for the following individuals: Visa holders; Diplomatic or service passport holders; Children under 16 years old. Documents to be submitted to the AEC for the registration of foreign nationals: • Completed application; • Passport; • Migration card (if applicable); • Completed consent form. As well as, the host party should notify the Migration Authorities within 3 calendar days: • on arrival of foreign national; • in case of any change of temporary homestay address in Kazakhstan. Documents to be submitted to the AEC for the notification: • Completed application; • Clear copy of passport; • Completed consent form. The host party takes full responsibility for the compliance with terms of and conditions for entry and stay of foreign nationals in Kazakhstan, including in the due time of: • entry; • stay permit/registration; • leave. 22

PROCEDURE FOR OBTAINING IIN Foreign nationals are obliged to register as a taxpayer by obtaining the individual identification number (IIN) within 30 calendar days from the arrival date for the following actions: Opening a bank account in Kazakhstan; Receiving an income that is not taxed at the source of payment in Kazakhstan; Acquiring a property subjected to the property tax, vehicle tax, or land tax (real estate, transport, land) in Kazakhstan; Appointment of the first heads of legal entities of the Republic of Kazakhstan, as well as the heads of branches and representative offices of the foreign legal entities, etc. Registration of taxpayers is carried out: in the AEC. The processing time is up to 3 business days. An e-mail notification will be sent once the IIN is issued. Documents to be submitted to the AEC for IIN issuance: • Competed application; • Clear copy of passport (certified translation into Kazakh or Russian with a notary stamp); • Notarized power of attorney for a representative (if necessary); • Completed consent form. Advisory and consulting services on tax reporting and revenue services are available at the AEC. 24

A wide range of e-government services can be received by EDS. Documents to be submitted to the AEC for EDS issuance: For an individual: • Completed application; • Clear copy of passport; • IIN; • Notarized power of attorney for a representative; • Completed consent form. For a legal entity: • Completed application; • Order (decision, protocol, resolution) on appointing the CEO or the acting CEO; • Notarized power of attorney for a representative; • Certificate of registration of a legal entity or branch/representative offices by the Acting Law of the AIFC; • Passport; • Completed consent form. 26

PROCEDURE FOR OBTAINING DRIVING LICENSE To drive and operate a vehicle in Kazakhstan, foreign national should obtain driving license and register the vehicle license plate. International driving licenses issued in the member states of the Vienna Convention on Road Traffic are subjected to replacement into Kazakhstan driving license (a list of countries allowed to replacement is listed in Annex 6). Before applying for replacement/issuance of driving license, foreign national should be registered as an individual tax payer and hold IIN. Documents to be submitted to the AEC for issuance of driving license due to its replacement: • International driving license and its certified translation into Kazakh or Russian with a notary stamp; • Medical certificate form 083; • IIN; • Passport; • Document confirming the payment of state fee (Annex 5); Documents to be submitted to the AEC for issuance of driving license: • Certificate on completion of driving courses in the Republic of Kazakhstan; • Medical certificate form 083; • IIN; • Passport; • Document confirming the payment of state fee (Annex 5); The processing time is up to 1 business day. The processing time is up to 1 business day. An e-mail notification will be sent once the vehicle is registered. 5.3. PROCEDURE FOR REMOVAL OF VEHICLE REGISTRATION Documents to be submitted to the AEC for removal of vehicle registration: For an individual: • IIN; • Passport; • Vehicle registration certificate; • Vehicle license plate. For a legal entity: • Order of the legal entity on the removal of vehicle registration (certified translation into Kazakh or Russian with a notary stamp); • Notarized power of attorney for a representative; • Order of appointment or Minutes of the General Meeting of Founders on the removal of vehicle registration (certified translation into Kazakh or Russian with a notary stamp); • Sales contract of the vehicle (certified translation into Kazakh or Russian with a notary stamp); • Acceptance and delivery certificate of the vehicle (certified translation into Kazakh or Russian with a notary stamp); • Vehicle registration certificate; • Vehicle license plate. The processing time is up to 1 business day. An e-mail notification will be sent once the vehicle is removed from the register. 29

For a legal entity: • Order of the legal entity on the issuance of the duplicate/replacement of the vehicle registration certificate (certified translation into Kazakh or Russian with a notary stamp); • Notarized power of attorney for a representative; • Document confirming the payment of state fee, the payment for vehicle registration certificate and vehicle license plate (Annex 5). The processing time is up to 1 business day. An e-mail notification will be sent once the vehicle registration certificate is issued. 5.5. PROCEDURE FOR RENEWAL OF LICENSE PLATES Documents to be submitted to the AEC for renewal of vehicle license plate: For an individual: • IIN; • Passport; • Certificate from District Department of Internal Affairs; • Document confirming the payment of state fee. For a legal entity: • Order of the legal entity on the renewal of vehicle license plate due to its loss (certified translation into Kazakh or Russian with a notary stamp); • Notarized power of attorney for a representative; • Certificate from District Department of Internal Affairs; • Document confirming the payment of state fee, the payment for vehicle registration certificate and vehicle license plate (Annex 5). The processing time is up to 1 business day. An e-mail notification will be sent once the license plate is issued. 30
