It is with great pleasure that I write this letter of recommendation for Gregory Rogers, of Explosive
Services Inc.
I have known Mr. Rogers for since 2005, when he was the Blasting Consultant for the Weeksville-
West Project on MT Highway 200. At that time, I was the Geotechnical Manager for the Missoula
District of Montana Department of Transportation and had responsibility of the Geotechnical issues
related to this Project and otherprojects discussed below.
The Weeksville-West Project included 13,049 meters of pre-split 234,000 Cubic Meters of
Production Blasting, The structural geology of this project combined with the adjacent existing
Highway 200, MRL Railroad Mainline and the Clark Fork River provided some of the most difficult
highway rock cut blasting conditions in the State of Montana.
Mr. Rogers was able to perform his professionalservices with great aplomb under these adverse
geologic conditions and adversarial working relationship between the sub-contractors responsible for
the rock excavation. The adversarial working relationship was due to poor co-ordination and
cooperative efforts between the two sub-contractors.Mr. Rogers demonstrated great patience and
ability to effectively handle conflict, and provided initiative, flexibility, willingness to accept
responsibility, and provided a great level of commitment under these working conditions.
The Weeksville Project rock slope excavation was successfully completed greatly due to Mr. Rogers
expertise in controlled blast design, blasting safety, ground vibration and air blast control and the
control of rock mitigation through his assistance in Blast Design with homes, an active highway, an
active railroad and river adjacent to the blast areas.
Mr. Rogers was also instrumental in successfully completing a rock slope scaling project on Highway
135 between St. Regis and Paradise Montana,while engaged with the Weeksville Project. This
project involved removal of 250 cubic yards of unstable rock from a portion of a 200-foot high rock
cut using pry bars and air jacking while attached to a rope harness.This scaling project was
conducted safely and successfully with minimal impact to traffic on Highway 135.
Mr. Rogers was the Blasting Consultant for the South Ravalli to Medicine Tree Project on US-93
Highway near St Ignatius, Montana.This project involved production blasting of a rock cut adjacent
to Highway-93 and blasting under a main Electrical Transmission Line between Montana and Idaho.
Mr. Rogers worked with the blasting sub-contractorin the blast design,reviewed submitted blast
plans, provided comments and observations regarding the adequacy of the blasting contractors blast
plans and insured that there was no impact to the safety of the traveling public. He was also
responsible for monitoring ground vibration and air-blast limits for the blasting operation.
The rock cut excavation was completed successfully with minimal impact to travel on US-93
Highway traffic and no impact to the overhead transmission lines.
At the time of my retirement from the Montana Department of Transportation,Mr. Rogers was the
Blasting Consultant for the Lakeside and Libby Rock Slope Mitigation Projects and the Whitefish
Mountain Road Projects on the Missoula District. According to discussions with the current
Geotechnical Manager, the required blasting operations on these projects were completed safely and
successfully.This was accomplished in large part due to Mr. Rogers's professional demeanor,
knowledge and ability to successfully work with the contractors and MDT personnelinvolved in the
projects.
