Grain entrapments pose a serious safety risk, resulting in hundreds of deaths and injuries over the past several decades. To promote safety during grain bin operations, Nationwide Insurance is collaborating with agricultural leaders to launch an annual safety contest during Grain Bin Safety Week. The contest provides grain rescue tubes and training to fire departments to help first responders save lives in the event of a grain entrapment. Nationwide hopes such initiatives can bring more attention to grain bin safety and help prevent future accidents and fatalities.

Critical infrastructure refers to cyber and physical systems and assets that the United Stated highly depends to the extent that their destruction or incapacity would have a significant and adverse effect on the physical and economic security or the public health of the United States and Safety of the Americans (Homeland Security, n.d). The identified sector is the Food and Agriculture Sector. The largest percentage of this sector is under private ownership and comprises slightly above 2 million farms, 935,000 restaurants and more two hundred thousand facilities that manufacture, process and store food. This sector is important because it gives to approximately one-fifth of the economy. Dependencies upon by many other sectors including water and wastewater systems, chemical, energy, and transportation systems.
The assets of the sector are important to a mixture of the government and private industry. It is important to the private industry as the industry owns that largest portion of the sector and disruption of the sector affects the revenues of the private industry. It is important to the government as it significantly contributes to the performance of the American economy and public health. The subsectors in this sector are agricultural and food processing product distribution, supply, regulatory, oversight and industry organizations, agricultural and food supporting facilities, agricultural and food product storage, agricultural food product transportation, and processing, packaging and production.
Criticality of the Sector
This sector is a critical asset as the interruption of its operations has the potential to adversely affect the United States economy and public health. In addition, the sector contributes to approximately 20 percent of the United States economic activities. The sector is a critical asset to the United States as a fifth of the American agricultural products is exported to other countries which contribute to the growth of the economy and in creating a positive trade balance. For instance, exportation of agricultural products created a positive trade balance of approximately $40 billion in 2013 (Department of Homeland Security, 2015). The sector is important to the economy of the nation as it employs thousands of American citizens who work in stores selling groceries, restaurants, supermarkets, institutional food selling facilities and other food outlets. The sector also has a positive contribution to the humanitarian actions in the world and significantly plays a role on food security as the country provides food aid during disasters and to poverty-stricken areas around the world.

Business leaders are warning that the Government's decision to not class farms as high risk sectors could lead to complacency among farmers about safety.
The Government has revealed what it defined as "high risk sectors" as those which had seen 25 fatalities for every 100,000 workers since 2008.
It also included industries with 25 serious injuries per 1000 workers or where there was a risk of a catastrophic event causing multiple deaths.
Industries which are deemed "high risk" will have to have health and safety representatives even where there are fewer than 20 workers, while those which escape the definition will not.
The definition means most farms will not be defined as high-risk, soavoiding the requirement to have such a representative.
Information from Workplace Relations Minister Michael Woodhouse shows sheep, beef and grain farming has a fatality rate of 12 per 100,000 workers while dairy is 16 fatalities per 100,000.
The Business Leaders' Health and Safety Forum immediately branded the decision as disappointing, and would send the "wrong message" to the industry.
"It sends a signal that everything is okay in the farming sector - and that the industry can continue on with business as usual.
"That's just not true. Farming is a dangerous industry to work in and the industry needs to own that problem and change its practices," Francois Barton, the forum's executive director, said.
Barton said the definition excluded farms from only the requirements around representation, and they would still be required to comply with other requirements.
"However, telling farmers they work in a low-risk industry can only undermine the agricultural sector's motivation to change in response to the new law.
"We risk facing a situation where other high-risk industries, like forestry and construction, are taking ownership and making improvements and farming gets left behind.
As the Health and Safety Reform Bill entered the committee stage in Parliament yesterday, Woodhouse released a list of 57 industries of workplaces which will require health and safety representatives where there are fewer than 20 workers.
How farms would be treated under the new legislation has been a major point of contention, with reports of a threat of backlash among National's backbench MPs.
Worksafe New Zealand says there have been 108 fatalities in agriculture since the start of 2010, including 12 so far in 2015.
Quad bike deaths account for just under a quarter of the fatalities over this period.
Woodhouse acknowledged that the rules meant that the "majority" of farms would not require health and safety repres.

As the Health and Safety Reform Bill entered the committee stage in Parliament yesterday, Woodhouse released a list of 57 industries of workplaces which will require health and safety representatives where there are fewer than 20 workers.
How farms would be treated under the new legislation has been a major point of contention, with reports of a threat of backlash among National's backbench MPs.
Worksafe New Zealand says there have been 108 fatalities in agriculture since the start of 2010, including 12 so far in 2015.
