Roles and Missions of State and Local Maritime Law Enforcement PartnersNASBLA
Duane “Mike” Smith
There has been much discussion of the fact that no one agency can ensure the security of the nations waterways. In response to this, the US Coast Guard has expressed that security can best be achieved through layers and that one of those layers is its partnership with state and local law enforcement agencies. In response to this, the Coast Guard held a National Small Vessel Security Summit and drafted the Department of Homeland Security (DHS) Small Vessel Security Strategy (SVSS). The DHS strategy identified four strategic goals with the one of those goals being to enhance coordination, cooperation and communications between Federal, state, local and tribal partners. The strategy also provided an overview of the roles and responsibilities of the various partners. This presentation will further explore those roles and responsibilities, with an emphasis on the state and local level and provide recommendation on how to make the concept of partnering a reality.
