2. Profile of Fire Disasters
•India loses about 24576 lives annually to fire according as per the Statistics for 2008 from- The Geneva
Association World Fire Statistics 2011
•Impact of fires on the Indian economy - Rs.1 Lac cr p.a. (0.8-1.0% of GDP)
•In 2010-11, as many as 22,187 fire related calls were reported resulting in the death of 447 persons and
injury to 2,613 persons across India.

3. Emerging Threats
Resurrection of Al-Qaeda has yet added another dimension to this threat. Jihadi terrorism by the way of ISIS has
increased exponentially in the recent times the ripple effect of which is 5being felt in India. These outfits want
to make India the epicenter of jihad. Vulnerability to disasters/emergencies of Chemical, Biological,
Radiological and Nuclear (CBRN) origin has exacerbated.

4. The Context (The Threat Perception)
Now Pakistan Army and ISI have made a strategic move to resurrect Al-Qaeda which had lost its relevance
because of rise of ISIS. Ayman al-Zawahiri, leader of Al Qaeda has longstanding links with LeT’s leader
Hafeez Saeed.
There is no doubt that the tape released on 5th September by Al-Qaeda was made in Zawahri’s hideout in Pakistan,
The ultimate objective of al-Qaeda is to meet its ideological goal -- Ghazwa-e-Hind; a final apocalyptic war
in which India will be conquered by a jihadi army.

5. This main aim of this fundamentalist organization is to derail the economic agenda of the Indian
Government since it exacerbates the plight of Muslims in India and creates an environment that permits
indoctrination and fundamentalism.
Rise of ISIS (Islamic State)
ISIS is already showing its ripple effect in India. Indian National Investigation Agency (NIA) has already
been alerted on its threat to India by the

6. It has been all egged that more than 300 youth has been recruited by Threek-e-Taliban of Pakistan and
In last few months, the top leadership of IM has been eliminated. These arrests have been a great success
for the Indian Intelligence and law enforcement agencies. These recent arrests have led to a belief in some
quarters that it is the end of IM in India. Such beliefs are at best naïve given that the top leaders are still
safe in Pakistan. It’s likely cooperation with Al Qaida or IS have a very serious portend for the country.
Intelligence Agencies have asked to keep a special watch on their activities.
Cyber Terrorism (Electronic Zehad)

7. A cyber terrorist may hack into National critical infrastructure in an attempt to cause grave harm such as
loss of life or significant economic damage. Such attacks are aimed at wreaking havoc on information
technology systems that are an integral part of public safety, traffic control, medical and emergency
services, and public works
Chemical Biological Radiation & Nuclear (CBRN) Terrorism
In the prevailing Scenario threat perception of CBRN terrorism is very high. As per reports from Federation of
American Scientists, Pakistan has the resources and capabilities for executing all these types of threats. Pakistan
has made open statements that in case of conflict escalation against India, Pakistan will use any weapon in its
arsenal. There is serious governance deficit in Pakistan. Now their joining hands with Al-Qaeda, this dimension
becomes more serious for covert use of these weapons. Al Qaeda has shown its keenness for acquiring biological
agents in the past. These are cheap, easy to produce and can be disseminated by water contamination, in highly
sensitive places like airport, metro and official buildings through central air conditioning system.
