Introduction
Decision making
• Forget about mandatory yellow cards for now, they are rare and
fairly easy to recognize
• Things you have to know immediately:
• Is it a Minor or Major foul?
• Who has possession at the time of the foul?
• Who committed the foul? (team color and number)
• Is a scoring play imminent?
• Is self start allowed?
• The next slide is a simple memory aid

Introduction
Advantage rule
outside the Advantage Flag Area
(held whistle)
• Used when the team in possession is fouled, but the player can
maintain quality possession of the ball and in the opinion of the
umpire stopping play would penalize the non-offending team
• The umpire will shout “advantage” and hold up a straight arm in
the direction of play

Introduction
Advantage Rule
inside the Advantage Flag Area
• The Advantage Flag is a held whistle for a major foul committed by
the defense when the attacking team is on a ‘scoring play’ in
within the Advantage Flag Area (AFA)
• The AFA includes the Marking Area (MA) playing area behind goal
starting from the ends of the Goal Line Extended until the end line
• The umpire raises a yellow flag to signify the held whistle untill the
scoring play ends
• While raising the flay, the umpire also shouts ‘flag’

Introduction
Advantage Rule
inside the Advantage Flag Area
• Scoring play is when the attacking team is making a continuous
attempt to go to the goal and score
• Scoring play is over when:
• A shot is taken
• The attack fails or stops their continuous attempt to score a
goal
• The attack makes a foul
• The attack loses possession of the ball
• The defense commits another foul that requires the play to
be stopped, such as ‘shooting space’. Or causes the attack to
lose their advantage

Introduction
Following an Advantage Flag
• If the attack makes a shot on goal, the advantage is ‘complete’ and
the umpire lowers the flag
• If a shot on goal is successful, the goal counts
• If a shot is wide, saved or deflected, play continues
• If the scoring play ends without a shot on goal and no advantage
was gained, the umpire will call the foul and a free position will be
awared to the player who was fouled.
• The offender will move 4 m behind the fouled player
• If scoring play ends because of a foul by the attack, a throw will be
set up

Introduction
Making the call
• What does BOOS stand for when making the call?
• B – Ball: Who had the ball when the foul was committed?
• O – Offense: What offense was committed? (minor / major)
• O – Offender: Who committed the offense? (Team & number)
• S – Scoring play: Is there a scoring play happening?

Introduction
Making the call
• Trust your gut!
• Whistle loudly
• Everybody needs to be able to hear you, including the 4th
umpire and both goalies (with helmets that ‘muffle’ sounds)
• Always use the appropriate signals:
• Stand still when making calls and signals
• Make slow, clear and big signals
• For direction of play
• For offenses, depending on the foul committed
• For direction of play (2nd time if needed)

Introduction
Making the call
• What if a foul has been committed by a non playing member of
the team?
• The official will use the captain of the team or the closest
player to the substitution area
• What if the official can’t see or remember the number of the
offending player?
• The official will use the closest team member
• You can always ask the other officials for help using a
Official’s Time Out. But try not to use this unless really
necessary

Introduction
Setting up the foul / restart
• Stand tall!
• Even if you feel not so confident, looking it is half the job done
• Be clear when you speak to players
• Keep your instruction short and to the point:
• “Red #17, first inside hash mark, Blue #9 - 4m behind,
clear the fan”
• Point with your hand where you want players to go
• Self start:
• If self start is not allowed say “On my whistle”
• If self start is allowed, players may restart themselves
• Give them 2 – 3 seconds to self start, if they do not self
start, you can restart play with your whistle

Introduction
Setting up the foul / restart - minor fouls in the MA
• Player who was fouled gets the ball on the MA-line (not a
hash), at a spot nearest to and in line with the foul.
• The player who fouled will move 4 meter next to the
player with the ball, relative to their field position at the
time of the foul.
• For example: if they were standing left next to their
opponent, you set them up left to the player who is
awarded the ball.
• All other players move 4 meter away from the ball
• Whistle start

Setting up the foul / restart - major fouls in the MA by defense
• Attacking player who was fouled gets the ball on the
nearest hash mark in line with the foul.
• This cannot be the Third Hash. The Third Hash is only
used to place other players 4 meters away from the ball.
• When the foul occurred between the Second Hash mark
and the GLE, the foul will be set up on the Second Hash.
• Defensive player who fouled is moved 4 meters behind
the player with the ball.
• All other players clear the MA and move 4 meters away
from the ball.
• Whistle start

Introduction
Setting up the foul / restart - fouls in goal circle
• Minor fouls are set up at the MA at a spot in line of the
foul. The offending player will move 4 meters next to the
player with ball, except if this was the goalie. They can
stay in the goal circle
• Major foul by attack: ball is awarded at a spot on the MA
closest in line to the spot of the foul. Fouling player
moves 4 meter behind ball.
• Major foul by defense: ball will be awarded on hash mark
in line with spot of the foul. Fouling player moves 4
meters behind ball, regardless if the fouling player was a
defensive (field) player of the goalie.
• Whistle start

Setting up the foul / restart - fouls in AFA behind GLE
• Minor fouls are set up at the dot. Player who fouled will
be moved 4 meters next to the ball, in line with the goal.
• Major fouls are set up at the dot. Player who fouled will
be moved 4 meters behind the ball, in line with the goal.
• In case of an advantage flag and a subsequent foul, the

Setting up the foul / restart - Three Seconds violation
• Minor fouls are set up at the spot of the foul, the Set up is described
in rule 20.B.4.a, with the exception that the Free Position is set at the
hash mark nearest to the spot of the ball; AND The offending player
moves 4m behind the player awarded the FP on a hash
• EXCEPTION If the violation of three seconds is called when the
ball is outside of the AFA, the nearest player from the offending
team will move 4m behind the player taking the Free Position
Play will resume on a whistle if Foul occurred in AFA

Setting up the foul / restart - Shooting Space exception
IF the whistle is blown for a shooting space violation between:
• The moment the shot has been released AND
• A goal is scored; the goal will count; OR
• The goalkeeper saves the shot while in the Goal-Circle, or the
shot hits the post, the goalkeeper is given possession of the
ball inside the goal-circle and play is restarted on the whistle.
In all other scenarios, Shooting Space Free Position is administered. (ie:
when a shot goes wide = free position)
A goal is not scored if the official rules the shot or follow-through as
dangerous.
