1. Fixation of Pay for fresh recruits
Entry pay in the revised pay structure for fresh recruits will be fixed as follows depending on
the grade pay of the post.

Annual increments
Annual increments shall be given on the 1st of July every year. Employees
completing
6 months and above in the scale as July 1 will be eligible for increment.
The amount of increment will be 3% of of total pay in the pay band plus Grade Pay. This
amount will be added to the current pay to get the new Pay of the employee.
Variable increment
Given for higher achievers in Gr. A Pay Band PB 3.
It will @ 4 % (instead of 3% for others). Not more than 20 % of the employees in the grade
will be given this 4%increment and others will be given 3% increment.
2. ๏ท In the case of promotion from one grade pay to another in the revised pay structure,
one increment equal to 3% of the sum of the pay in the pay band and the existing
grade pay will be computed and rounded off to the next multiple of 10. (Ref 2)
๏ท In the case of calculation of increments under the revised pay structure, paise should
be ignored, but any amount of a rupee or more should be rounded off to next multiple
of 10. (Ref 4)
๏ท The increment amount will be added to the existing pay in the pay band. The Grade
pay corresponding to the promotion post will be added to the pay in the pay band. If
the pay in the pay band after adding the increment is less than the minimum of the
higher pay band to which promotion is taking place, pay in the pay band will be
stepped to such minimum.
๏ท Fixation of pay on promotion under CCS (Revised Pay) Rules, 2008, an employee has
been promoted or upgraded to higher grade pay (MACP) have to submit an option
form within one month. (Ref 1& 2) A Railway Servant may give a revised option for
fixation within one month from the date of orders of any change of rules or some
unforeseen developments. (Ref 4)
๏ท Employee has an option to get his pay fixed in the higher post either from the date of
his promotion, or from date of his next increment. (Ref 1)
๏ท In case the railway servant opts to get his pay fixed from his date of next increment,
then , on the date of promotion, pay in the pay band shall continue unchanged, but the
grade pay of the higher post will be granted. Further refixation will be done on the
date of his next increment i.e. 1st July. On that day, he will be granted two
increments; one annual increment and the second on account of promotion. While
computing these two increments, basic pay prior to the date of promotion shall be
taken into account. To illustrate, if the basic pay prior to the date of promotion was
Rs.100, first increment would be computed on Rs.100 and the second on Rs.103.

๏ท In case the railway servant opts to get his pay fixed in the higher grade form the date
of his promotion, he shall get his first increment in the higher grade on the next 1st
July if he was promoted between 2nd July and 1st January. However, if he was
promoted between 2nd January and 30th June of a particular year, he shall get his
increment on 1st July of next year. (Ref 3)
๏ท Those who get their promotion between 2nd Jan and 30th June will get the additional
benefit of one annual increment in the ACP/Promotion year itself, if they opt to defer
their pay fixation for promotion to next grade to 1st July of the year at the loss of
fixation benefit from promotion month to July of that year. This onetime loss will be
very minimal while comparing long term benefit we get out of addition of one more
increment in the year. Anyway, this onetime loss has also been minimized to the extent
possible as the grade pay gets revised on the date of ACP/Promotion though the
employee defer increment to July. (Ref 2)
Fixation of Minimum Pay of Promotees withrespectto directly
recruited juniors
๏ท Sixth pay commission has recommended entry pay for employees directly recruited to
different posts based on Grade pay of the post. This will apply only to staff posted on
or after 1.1.2006.
3. ๏ท Hence pay of those Railway servants who were already in service on 1.1.2006 can
not be fixed with reference to the minimum entry pay prescribed for those who
joined the Railways as direct recruits on or after 1.1.2006.
๏ท Further Sixth pay commission has not prescribed minimum pay in the pay band for
the purpose of fixation of pay on promotion to any grade. Hence pay on promotion
will just be fixed by giving 3% increment in the old basic pay(Pay+GP). No stepping
up will be done to make it to the minimum entry pay fixed for direct recruits.
๏ท However, stepping up of pay of seniors can be permitted with reference to their
directly recruited juniors on the same seniority list who are recruited on or after
1.1.2006 and whose basic pay is more than that of the seniors, in the case of those
cadres which have an element of direct recruitment. Stepping up will be applicable
from the date junior direct recruit is actually drawing higher basic pay than the senior.
๏ท Stepping up of pay of the seniors shall not be applicable in cases where pay of direct
recruits has been fixed at a higher stage on account of grant of advance increments
etc. at the time of recruitment.

Stepping Up
๏ท When a senior employee draws lesser pay than his junior promoted after him his pay
maybe stepped up to the extent of pay of his junior from the date of promotion of
junior subject to following conditions.
1. Junior and Senior belongs to the same cadre and promotion posts are identical and in
the same cadre.
2. Scales of pay of lower and higher posts are identical.
3. Anomaly is a direct result of application of rules.
4. Junior was not drawing more pay than Senior in the lower post.
๏ท Even when stepping up has been done once and junior gets his pay stepped up pay of
senior may be stepped up again.
