2. Commencement Mission Statement
Commencement at Washington State University represents
the culmination of a student’s academic achievement. It is a time
for celebration and reflection for students, families, faculty, and
staff. It brings together the campus community to share the joy
of the accomplished goals of our students.
The commencement ceremony at Washington State
University serves a dual purpose: to mark a point of achievement,
thus completing a chapter in the lives of students and those
who support them; and to encourage continued pursuit of
learning, personal fulfillment and engagement with their local
and worldwide communities.

4. This community built Washington State University Tri-Cities. Today, we proudly send off the Class of 2015 with high hopes that these
graduates will, in turn, use their newly proven knowledge and collegial spirit to make a difference in our region.
It was on May 10, 1989, that the state Legislature formally established WSU Tri-Cities as one of four campuses that make up the
Washington State University system. Along with WSU Vancouver and WSU Spokane, WSU Tri-Cities is celebrating its 25th anniversary of
providing access to higher education and enhancing economic development as part of a land-grant, comprehensive research university.
During planning discussions in the mid-1980s, community advocates ensured the transformation of what was then the Tri-Cities
University Center, a consortium of five universities in a one-building campus. With a foundation of 43 years of graduate programs for
Hanford engineers, WSU Tri-Cities immediately added junior- and senior-level courses and a mixture of graduate degrees in academic
areas from business to the liberal arts.
Local business and community leaders rallied again about 10 years ago, requesting that the state Legislature increase higher education
opportunities in our area. In fall 2007, WSU Tri-Cities began offering freshman and sophomore courses to become a full four-year
institution. An entrepreneurial spirit and innovative approach allow our urban campus to provide the type of student experiences usually
found at private colleges, such as connections with doctoral teaching scholars and opportunities to lead.
Amazing things are accomplished when community partners and WSU Tri-Cities come together, turning our collective vision toward
student success and the greater needs of the region. Now, as we complete our first quarter-century, WSU Tri-Cities invites you to join in
our commitment to dynamic student engagement, dynamic research experience and dynamic community engagement.

5. Dr. H. Keith Moo-Young became
chancellor of Washington State
University Tri-Cities in June 2013.
Chancellor Moo-Young previously
served as dean of the College of
Engineering, Computer Science
and Technology at California State
University, Los Angeles. Before that,
he served at Villanova University in
Pennsylvania as the associate dean of
research and graduate studies.
Chancellor Moo-Young earned his Ph.D. and his master’s
degree in civil and environmental engineering from
Rensselaer Polytechnic Institute, a leading technological
university in New York. He also holds an executive master’s
degree in technology management from the University
of Pennsylvania.
Chancellor Moo-Young started his career in higher
education at Morgan State University in Baltimore, where
he earned a bachelor’s degree in civil engineering.
Dr. Elson S. Floyd, the 10th
president
of Washington State University, is a
nationally known academic leader.
Before taking the helm at WSU on
May 21, 2007, he was president of
the four-campus University of Missouri
system for four years and, before
that, president of Western Michigan
University in Kalamazoo for more than
four years. He also held administrative
posts at the University of North Carolina at Chapel Hill
and at Eastern Washington University, and was executive
director of the Washington State Higher Education
Coordinating Board.
A native of North Carolina, Dr. Floyd holds a bachelor
of arts degree in political science and speech, a master
of education degree in adult education and a doctor of
philosophy degree in higher and adult education, all from
the University of North Carolina at Chapel Hill.
Dr. Floyd received the 2005 Communicator of the Year
Award from the Mid-Missouri Chapter of the Public
Relations Society of America and the 2004 James C.
Kirkpatrick Award for public service from the Northwest
Missouri Press Association. Among his other honors are the
2004 Distinguished Alumnus Award from the University of
North Carolina at Chapel Hill and the Distinguished
Alumnus Award from Dr. Floyd’s high school, Darlington
School, in Georgia.

6. Dr. Michael Mays was named vice
chancellor for Academic Affairs in April
2014. He joined WSU Tri-Cities in August
2012 as the assistant vice chancellor
for the College of Arts and Sciences.
He served at the University of Southern
Mississippi from 1993 to 2012 as a
professor of English and an academic
leader.
Dr. Mays earned his Ph.D. in English
from the University of Washington. His research and teaching
interests include modern and contemporary Irish and English
literature. His books include Nation States: The Cultures of Irish
Nationalism, World War I and the Cultures of Modernity, and the
textbook Global Crossroads: A World Literature Reader.
Beatriz Schweitzer is the Community
Outreach Director for Schweitzer
Engineering Laboratories, Inc., a
multinational company headquartered
in Pullman, Washington. In this role,
she is responsible for developing and
promoting relationships for SEL and the
communities it serves. Before residing
in Pullman, Schweitzer set and held a
number of sales records for SEL Mexico.
Achieving record sales has been an ongoing passion for
Schweitzer. While honing her skills at a small Mexican
company, she played a pivotal role in transforming the
company into a nationwide sales leader. As a regional sales
manager for a Mexican subsidiary of a multinational company,
she was the first manager to meet the company’s regional
sales goal.
Ms. Schweitzer has always taken an interest in contributing
to her community. After marrying Edmund O. Schweitzer, III,
president and founder of SEL, she became active in various
organizations on the Palouse, such as United Way of Pullman,
Palouse Care Network, Washington Idaho Symphony and the
Girl Scouts. She enjoys traveling the world, but feels incredibly
happy and fortunate to call Pullman home.
Hans Vogel is the directorate operations
manager within the Neutron Sciences
Directorate at the Oak Ridge National
Laboratory. In this position, he leads the
implementation and ensures the correct
operation of management systems,
operations, safety, compliance and
performance assessments across the
entire directorate.
He is responsible for the reviews and
assessments of the impacts of various proposed laboratory
initiatives on the ability to conduct safe, effective and efficient
research and operations for approximately 750 persons, and
$247 million of business volume within the directorate.

Vogel has more than 20 years of progressive experience
working in technical, operations, management and project
capacities in the U.S. Department of Energy National

Mr. Vogel is currently a certified project management

has a bachelor’s of science in chemical engineering from
the University of Nevada-Reno and a master’s of science in
environmental engineering from Washington State University.

The University Mace, a traditional symbol of
authority, will lead the faculty processional
today. The mace is carried by Tim Baker.
The WSU Tri-Cities Mace was designed
and crafted by David Fassler of the
WSU Tri-Cities Integrated Academic
Technologies department. The
28-inch long mace was carved from
a walnut tree that had grown on his
property in Pasco. Walnut was chosen
to represent the strength and stability
our campus gets from the greater
Tri-Cities community. On the head
of the mace, there are gold and silver
medallions on each of the five sides:
one engraved with the WSU seal, one
engraved with a WSU Tri-Cities seal and
three others are engraved with the six
colleges on the WSU Tri-Cities campus.
G O N F A L O N S
Relatively new to the pageantry of commencement is
the use of colorful banners, called gonfalons, which
represent the university’s colleges. Gonfalons have
been used since medieval times as symbols of state.
They originated in the republics of Italy. Each banner
displays colors traditionally associated with its academic
discipline. The gonfalons lead the processional and each
is carried by a student selected for the honor by their
college.

The academic regalia worn in the commencement ceremony has a
rich history based on long-standing tradition and historic significance.
Current academic dress is the result of an evolution of the robes worn
by medieval students who were usually clerics in the church’s schools
and monasteries. Over the centuries, British and Commonwealth
universities have retained the earlier custom where holders of doctoral
degrees wear scarlet gowns and round bonnets. In the United States,
a standard code of more subdued dress prevails, with academic attire
composed of a cap, gown and hood.
CAPS AND GOWNS
Gowns for bachelor’s and master’s degrees are always black with no
trim. Baccalaureate gowns have straight sleeves, while master’s gowns
have long, pointed sleeves with the forearm seen through a slit at
the elbow of the sleeves. Distinctive features of the doctoral gown
in the United States are velvet facings, three horizontal, velvet bars
adorn each bell-shaped sleeve. Both the gown and trim are usually
black. The tassel on the cap indicates, by color, the college or school
conferring the degree. The most common cap worn at graduation
ceremonies in the United States is the mortarboard, named for its flat
top, which has a black tassel fastened to the cap’s middle point and
worn on the right. After receiving a degree, the graduate moves the
tassel from right to left.
HOODS
Candidates for advanced degrees wear the academic hood, a
traditional garment signifying high scholarly achievement. The colors
evidenced on the section of the hood situated around the neck
represent the wearer’s major academic discipline. The section that
hangs across the back and between the shoulders is lined with the
official color, or colors, of the college or school conferring the degree.
The doctoral hood hangs farther down the back than the master’s
hood.
