1. SoP for First 72 hours
from
Announcement of Elections

2. Office of the Chief Electoral Officer, Jharkhand
Duration of MCC
• Comes into operation with immediate effect after
announcement of election schedule by ECI.
• Remains enforceable from date of announcement of
election till Due Constitution Notification
constituting the new House(s) concerned is issued
by the Commission.

Immediate Enforcement (1/5)
• No deletion or correction of entries in electoral roll shall be done.
• The DEOs have to take immediate action to remove/stop any
advertisement, in the print/electronic media, showing the
achievements of the Government.
• All references of Ministers, Politicians or political parties available on
central/state Government's official website, shall be removed.
• Deployment of Election Expenditure Monitoring Committee (DEMC)
• To ensure that FS, VST, VVT and Accounting teams are functional.
• Seizure report by surveillance teams, flying squads, income tax, police
or excise dept entered daily in ESMS.

Immediate Enforcement (2/5)
• To ensure that GPRS is fitted in all FS/SST vehicles and the Flying Squads
shall attend both the MCC cases and expenditure related cases within ½
an hour of receipt of complaint.
• Daily Law & Order Report to be sent.
• Activation of 24x7 complaint monitoring control room and call center.
• Advertisement at the cost of public exchequer prohibited
• Dissemination of information for Awareness of Voters and Political
Parties
• Activation of MCMC

• DEOs shall write to all printing presses in their districts regarding
requirements u/s 127 of RPA 1951
• Prohibitory Orders u/s 144 CrPC shall be issued banning the carrying of
licensed arm.
• Issue of license for arms is prohibited.
• The expenses incurred by the Political Parties shall be observed from the
date of announcement of election till completion of election
• To file FIR in appropriate cases, as detected by FS, SST or EO.

6. Office of the Chief Electoral Officer, Jharkhand
• To supervise complaint monitoring system and ensure that every complaint
is enquired within 24 hours of its receipt.
• To arrange meeting with banks (i) for facilitation in opening bank account by
candidates and issuing cheque books/(ii) for sending suspicious transaction
report exceeding Rs.10 Lakh (iii) Procedure to be followed for ATM Vans as
per guideline of Ministry Finance dtd. 20.2.2013 (Annexure-G2)
• To arrange a meeting with political parties in the district for instructions
regarding election expenditure and notification of rates of different items of
election campaign expenditure and get consensus on rates, with their
signature.

7. Office of the Chief Electoral Officer, Jharkhand
• To publicize in local language about the checking measures
against movement of cash during election.
• Complete ban on use of Govt. aircraft/helicopter by political
functionaries.
• All IT applications including official website and social media shall
be operational with the announcement of election.

8. Office of the Chief Electoral Officer, Jharkhand
Enforcement within 24 hours from announcement
• Defacement of Government Property - All wall writing,
posters/papers or defacement in any other form, cutout/hoardings,
banners, flags etc., on Government property shall be removed .
• Misuse of Official Vehicle by any political party, candidate or any
other person connected with election is prohibited.
• On commercial vehicles display of flag/sticker shall not be permitted
unless such vehicle is a vehicle validly used for election campaign.
• In Private vehicles, subject to provisions of Motor Vehicle Act, if
flags & sticker aim to solicit for any particular party / section 171H
of IPC would be attracted.

Enforcement within 48 hours from announcement
• Defacement of Public Property and misuse of public
space - All unauthorized political advertisement, in the form of
wall writing/posters/papers of defacement in any other form,
cutout/hoardings, banners flags etc. at public property and in
public space like railway station, Bus stands, Airports, railway
Bridges, Roadways, Govt. Buses, Electric/Telephone poles ,
municipal/local bodies' buildings etc., shall be removed

Enforcement within 72 hours from announcement
• Defacement of Private Property.
• Obtaining List of Development/construction related activities.
(i) List of works which have already been started on ground.
(ii) List of fresh works which have not started
• Physical verification of PS done for confirming AMF,
appointment of nodal officer for amenities at PS.
• Vulnerable and critical PS identified.
