Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

It is important because culture can help or hinder a company's success. Some key aspects of Netflix's culture that help it achieve results include hiring smartly so every position has stars, focusing on attitude over just aptitude, and having a strict policy against peacocks, whiners, and jerks.

4. Контрабанда сигарет в Україні – прогнози 2009 року
після великого підвищення акцизів з 1.05.2009
Прогнози тютюнової індустрії :
«Через 2-3 місяці після набуття чинності закону одна третина
ринку тютюну в Україні буде заміщена нелегальною продукцією».
«Втрата 40% легального тютюнового ринку України»
«Майже 50% тютюнового ринку країни буде захоплено дешевою
контрабандною та незаконно виготовленою продукцією».
Реальність. У 2009 році кількість оподаткованих сигарет зменшилася на
13 млрд. штук, або на 10%. Представники тютюнової індустрії наприкінці
2009 року кажуть, що контрабанда і контрафакт займають 10% ринку.
Національне репрезентативне опитування GATS (кінець 2009 –
початок 2010 року) курців просили показати пачку сигарет з кишені.
Пачки з російськими або молдовськими попередженнями показали
лише 1,5% опитаних, тобто контрабанда В Україну складала 1 млрд.
сигарет.
5. Оцінки обсягу контрабанди сигарет
Опитування GATS (2009-2010) – лише 1,5% курців показали пачки з неукраїнськими
попередженнями.
Міжнародний податковий та інвестиційний центр (International Tax & Investment Center – ITIC) у
жовтні 2011 року випустив звіт «Аналіз оподаткування та цінової доступності тютюнових
виробів в Україні»: нелегальний ринок сигарет – 3-3,5% від загального обсягу споживання.
Оцінки тютюнової індустрії споживання нелегальних сигарет в Україні (методика невідома):
• 2011 рік (JTI) – 4%
• Жовтень 2011 (Imperial Tobacco) – 4,2%
• Початок 2012 (BAT)– 4,3%

15. Держава зменшила ставки акцизу на дорогі сигарети, але
виробники все одно підвищили ціну цих сигарет
• З 1 січня 2013 року, згідно Закону №5503, змінено ставки акцизу на тютюнові вироби. Законом
підвищено мінімальну специфічну ставку акцизу на сигарети з фільтром до 4,35 гривень за
пачку, і, враховуючи ПДВ, мінімальний податок на пачку сигарет становитиме біля 5,50
гривень. Якщо тютюнові компанії зберегли б незмінною свою ціну виробництва та реалізації,
ціна на дешеві сигарети мала б зрости не більше ніж на 80 копійок за пачку. В той же час,
законом вдвічі зменшено адвалерну ставку акцизу: з 25% до 12%. Фактично це означає
зменшення акцизу на сигарети ціною вище 11 гривень за пачку. Наприклад, на сигарети
«Мальборо», які коштували 13 гривень, акциз зменшено на 37 копійок за пачку.
• На сайті податкових органів http://sts.gov.ua/dovidniki--reestri--perelik/pereliki-/53949.html
розміщено інформацію про максимальні роздрібні ціни на тютюнові вироби, які діятимуть на
сигарети, вироблені з січня 2013 року, тобто вже з врахуванням нових ставок акцизу. Ці ціни
встановлюються самими тютюновими компаніями. Виявилося, що на багато марок (Прилуки,
Прима срібна, Ватра преміум, тощо) ціни підвищено на 1 гривню за пачку, тобто на більшу
величину, ніж потребують нові податки.
• Логічно було б припустити, що дорогі марки стануть трохи дешевше, бо акцизи на них
зменшилися. Наприклад, ціна пачки сигарети марок Мальборо і Кент мала б зменшитися з 13
гривень до 12,5 гривень за пачку. Насправді ціна на ці сигарети зросла до 14 гривень.
Розрахунки показують, що тютюнові компанії підвищили безподаткову ціну цих марок більш
ніж на 1 гривню. Якщо б адвалерну ставку не було зменшено, ціна зросла б так само, але
зазначена 1 гривня пішла б у державний бюджет, а зараз ця гривня поповнить прибутки
тютюнових акціонерів.
16. Порівняння трьох законопроектів, внесених
у Верховну Раду у 2012 році
№ 11285 (врешті ухвалений як Закон 5503) - підвищити специфічні ставки акцизу
майже на 50%, мінімальну ставку – на 18%; зменшивши адвалерну ставка вдвічі (з
25% до 12%). Ціна на дешеві сигарети з фільтром (≤7 гривень) мала зрости на 80
копійок за пачку, на сигарети середньої ціни з 9 до 9,3 гривень за пачку, а на дорогі
(≥11 гривень) сигарети акциз зменшується.
Мінімальне зменшення рівня куріння, не буде зростання реальних доходів бюджету.
№ 10687 – індексація специфічних ставок на 9%.
Зростання цін: на дешеві сигарети з фільтром – на 35 коп. за пачку, на середні і дорогі
сигарети – на 25 коп. за пачку.
Ніякого впливу на рівні куріння; не буде зростання реальних доходів бюджету.
№ 10712 – підвищити специфічну ставку на 17,5%, адвалерну – на 40%.
Ціна на дешеві сигарети з фільтром (7 гривень) зросла б до 10 гривень за пачку, на
сигарети середньої ціни з 11 до 13,5 гривень за пачку.
Зменшення споживання тютюнових виробів на 6%.
Зростання доходів бюджету до 22 млрд. гривень навіть при зменшенні кількості
оподаткованих сигарет до 70 млрд. штук (у 2012 році було оподатковано 85 млрд.
сигарет і бюджет отримав 16,6 млрд. гривень).
17. Пропозиції на 2013 рік
Підвищити ставки акцизу:
мінімальний специфічний акциз
На сигарети з фільтром – з 4,35 грн до 6 грн на пачку
На сигарети без фільтру – з 1,91 грн до 3,5 грн на пачку
Адвалерний акциз – з 12% до 30%
Ціни на сигарети мають зрости:
На сигарети без фільтру – з 4 до 6 грн. за пачку
На дешеві сигарети з фільтром – з 6,5-8 грн до 8,5-10 грн.
На Winston - з 11 до 14 грн. за пачку
На Marlboro – з 14 до 18 грн. за пачку.
В середньому ціни зростуть на 30%, що має призвести до
зменшення споживання сигарет приблизно на 10%.
18. Прогноз надходжень до бюджету
Чинні ставки акцизу:
Якщо реалізація сигарет зменшиться з 85 млрд. до 78 млрд.
сигарет (а за перший податковий місяць вона вже
зменшилася на 3 млрд. сигарет), то доходи становитимуть
16,6 млрд. гривень, стільки ж скільки і в 2012 році.
Запропоновані ставки акцизу:
Якщо реалізація сигарет зменшиться з 85
млрд. до 68 млрд. сигарет, то доходи
становитимуть 23 млрд. гривень.
