The DDA has formed a panel to review suggestions for the Delhi Master Plan 2041.
In a meeting held on September 14, 2021, the Delhi Development Authority (DDA) established a panel to
review the objections and suggestions received on the draught Master Plan for Delhi-2041. The
Authority anticipates receiving final approval for the MPD-2041 by December 2021. Previously, the DDA
had extended the deadline for public feedback on the Delhi Master Plan 2041 until August 23, 2021,
after a number of civil rights organisations began to highlight the lack of child and women-friendly
provisions in the MPD 2041 draught.
The Delhi Commission for the Protection of Child Rights (DCPCR) had previously recommended certain
additions to the Delhi master plan 2041, pointing out that it lacked gender-inclusivity and child-friendly
provisions, for example.
The panel suggested that the Delhi master plan take into account the importance of children, who make
up 30% of the national capital's current population (around 30% of Delhi's population consists of
children aged 0-18) and set aside 30% of the planned area in 18 zones of the city to create infrastructure
facilities catering to this segment.
2. It also suggested that the Delhi Master Plan 2041 direct offices to provide facilities such as feeding
rooms and crèches in order to increase women's participation in the Delhi workforce.
Anurag Kundu, Chairperson of the DCPCR, stated that there was a need to plan for the future because
"existing government efforts to ensure implementation of child rights were hampered by non-
availability of land." The chairperson added that the Delhi master plan should try to make parenting
easier through better planning.
Meanwhile, the DDA intends to make changes to its land pooling policy, which was announced in 2018.
The DDA stated that it would soon finalise the recommendations based on public feedback and present
them at the Authority's September 2021 meeting. Once approved, it will be forwarded to the union
Housing and Urban Affairs Ministry for final approval, according to a DDA official. The land pooling policy
aims to meet the national capital's growing housing demand by providing nearly 17 lakh units in 95
urbanised villages.

capital city. After submitting the Master Plan for Delhi (MPD) 2041 for approval to the Union Ministry of
Housing and Urban Affairs, the Delhi Development Authority (DDA) has now made the draught public,
inviting comments and suggestions. The DDA gave preliminary approval to the MPD 2041 in April 2021,
which will serve as the blueprint for the capital city's future development for the next two decades.
Remember that the DDA, the primary agency in charge of providing housing in Delhi, hopes to notify the
MPD-2041 by December 2021.
According to the draught plan, the MPD will focus on providing a greener environment, cleaning the
Yamuna river, economic focus on areas such as IT, service sector, and hospitality, enhanced mobility by
promoting cleaner fuels, addressing poor housing needs, and revitalising the city's heritage fabric.
According to the plan, "the government has increased the focus on urban development by embarking on
a comprehensive programme for planned urban development in 2041, designed to bring about a
transformative change in people's lives through an inclusive, participatory, and sustainable approach."
The MPD 2041 is a strategic enabling plan with the underlying core principles of sustainability,
inclusivity, and equity. The master plan's ultimate goal is to develop India's capital in such a way that it
not only provides a high standard of living for its citizens, but also elevates Delhi's economic and social
standing to that of world-class cities.
"By 204I, the vision is to foster a sustainable, liveable, and vibrant Delhi." Several policies and standards
have been put in place to accomplish this. Indeed, we have included some of them, such as green
development areas (policy for development in green belt areas), walkability, transit-oriented
development, unauthorised colony norms, and so on. DDA vice-chairman Anurag Jain recently stated,

3. Under Section 7 of the DDA Act, 1957, the DDA has been tasked with developing master plans for Delhi.
According to Section 11-A of the law, a master plan must be updated every 20 years. However, the plan
must be approved by the centre before it can be implemented. The DDA has so far created three master
plans: MPD 1962, MPD 2001, and MPD 2021. The MPD 2041, if approved, will be the city's fourth master
plan.
The DDA has approved the Delhi Master Plan 2041.
By September 2021, the draught Delhi Master Plan 2041 is expected to be submitted to the Housing
Ministry for approval.
April 15, 2021: On April 13, 2021, the Delhi Development Authority (DDA) approved the draught Master
Plan of Delhi (MPD) 2041. The draught master plan, according to a statement issued by the development
body, will focus on rental and small format housing and will promote new formats such as serviced
apartments, condominiums, hostels, student housing, worker housing, and so on. The emphasis is in line
with the Pradhan Mantri Awas Yojana-Urban (PMAY-U) scheme, which already includes a rental housing
portal. The rental housing scheme would go into effect once the ministry received notification of the
MPD-2041.
Previously, in March 2021, the Delhi Development Authority (DDA) stated that the Delhi's Master Plan
for 2041 (MPD 2041) was complete and that the Authority intended to implement it as soon as the MPD
2021's term expired. The development body stated in a statement issued on March 26, 2021, that the
draught plan would be sent to the Housing Ministry for approval by September 30, 2021, after being
presented to the Authority in April and inviting public comments and suggestions.
The two-volume MPD 2041, which focuses on the economy, environment, public spaces, heritage,
mobility, and infrastructure in different sectors, also includes spatial development strategies to guide
the type and intensity of development in different parts of the national capital through land pooling and
transit-oriented development (TOD) policies.
"The MPD 2041 is a'strategic' and 'enabling' framework to guide the city's future growth, and it builds
on the lessons learned from the previous plans of 1962, 2001, and 2021." TOD and land policies, for
example, have been prepared to facilitate Delhi's growth and future development. A 'Green
Development Area Policy' has also been developed and made public in order to facilitate green
development in the LDRA area and green belt." In a statement, the DDA stated.
In addition to suggestions from Delhi residents, nearly 70 agencies and over 150 departments were
involved in the preparation of the MPD 2041. Through its "proactive and forward-looking nature," which
accounts for current, emerging, and anticipated drivers of urban development, the GIS-based master
plan focuses on three broad areas of sustainability, inclusivity, and equity. The draught plan mentions a
blue-green infrastructure, cycling infrastructure, pedestrian walking circuits, spaces for yoga, active
sports, open air exhibitions, museums, and other amenities to assist the Indian capital in providing
better physical and social infrastructure. It also intends to address the issues raised by unlicensed
colonies.

development," said Delhi Lieutenant Governor (L-G) Anil Baijal in a tweet following the first meeting of
the MPD 2041 advisory council on March 26, 2021.
Earlier in March 2021, Baijal stated at the CII's Delhi State Annual Session and Business Conference that
the Delhi Master Plan 2041 proposed a suitable regime of incentives and disincentives to promote non-
polluting and clean industries, including information technology and financial services. The L-G also
stated in a tweet following the event that "building a sustainable, green, inclusive, and resilient
economy was the way forward to capitalise on Delhi's untapped economic potential."
