This document describes Energy Savings Performance Contracting (ESPC), a program that allows building owners to pay for energy upgrade projects using the guaranteed utility savings generated by the upgrades. The Washington State Department of Enterprise Services pre-qualifies Energy Services Companies (ESCOs) to conduct energy audits, identify potential upgrades, install equipment, and monitor savings. ESCOs guarantee energy savings and maximum project costs. ESPC allows building owners to finance upgrades with low interest loans and take advantage of utility incentives, with no requirement to select the lowest bidder. The ESCO acts as a single point of accountability throughout the process.
