Transformation is a USCIS initiative to move
the application for immigration benefits and
the adjudication of cases from a paper-based
to an electronic process, allowing the agency to
better meet the needs of USCIS customers, legal
representatives, and employees.
This account-based electronic system reduces the
need to store millions of historical paper records
and virtually eliminates the burdensome process of
adjudicating paper benefits. It also sets the stage
for more effective electronic sharing of information
between government agencies.
USCIS ELIS is a Web-based system created to
streamline the application process for immigration
benefits that:
• Allows USCIS customers and their legal
representatives to create an account and file
benefit requests online;
• Provides more accurate and secure customer
service; and
• Allows USCIS to process cases in an efficient,
consistent and secure environment.
