Mr. Gagnon was the Business Intelligence Architect for Elections Canada from January 2015 to present. His primary roles were to assist with an agency-wide information management and business intelligence solution to report on the status of operational systems and integrate data to detect trends during electoral events. He delivered a functional data mart for the 2015 General Election and recommendations for a long-term BI architecture.

Electoral Integrity Program Data Mart
The Electoral IntegrityProgram(EIP) DataMart (DM) has beencreatedtoserve the reportingneeds
of three businessgroupsforthe 2015 General Election:
1. The Electoral IntegrityOffice (EIO) requiresareportingsolutiontodemonstrate the meritsof
a holisticviewof the organizationsoperationstomonitoranddetectemergingpatterns
whichmay onlyemerge fromviewinginformationaggregatedandoverlaidfrommultiple
operational sectors.
2. The National Registerof Electors(NRoE) E-Registrationbusinessunitrequiresasolutionto
monitoroperationsof E‑ Registrationduringanelection.
3. The Alternative VotingMethods(AVM) businessunitrequiresasolutiontomonitor
operationsof the Special VotingRulesSystem(SVRS) duringanelection.
In particular,the commonrequirementfromeachbusinessunitistobe enable non-technical
businessuserstoperformdataexplorationandanalysisof theirdata,andpresentresultsina
graphical mannerquickly,easily,accurately,andina formreadilysharable andaccessibleto
management.
To thisend,EIO isleadingaprojectto create a small DataMart at EC as part of its overall strategyfor
preparingforthe 2015 general election. ThisDataMart mustbe designed,constructed,testedand
implementedinanaggressive eightmonthwindow tobe readyfora potential federal electionas
earlyas March 2015.
An additional objective of thisprojectistoprovide informationwhichwillinformlongtermstrategic

of an electoral event. The EGD maintains various cartographic products and reports to
better serve the electoral process. A team of geography specialist are responsible for the

In 2015, ElectionsCanadahas migratedfromthe HRIS humanresourcessolutiontoanew PWGSC-
managedPeopleSoftsolutioncalledMyGCHR.
The plannedapproachfor reportingwastouse the existingHRreportingtool – Crystal Reports – to
continue generatingHRreportsusingdenormalizedXMLextractsprovidedbyPWGSCfromthe My
