The budget proposal is said is be invested heavily on competitive grants for recruiting, training, evaluating and compensating teachers and principals.They want to shrink the amount of teacher-quality funding given out by formula and to make a handful of smaller teacher programs that will have intense and hard congressional defenders.
This plan is important to know about because it will affect all of us as college students and students everywhere. It will affect the way our schools are run, how much money our schools will get, and how the teachers will teach in a classroom.The plan would include a Teacher and Leader Innovation Fund with $950 million which will support and find ways to promote educators and provide incentives to take on challenging school assignments. This will boost the amount of challenge in classrooms and will allow teachers to do more in the classroom.This budget altogether would add $530.5 million in federal teacher spending. This would allow teachers a lot of leeway and would give them more to work with.Some budget tables have said that states will see an overall decline in funding through formula programs is the lawmakers approve Obama’s plan as it is.
There are many different good and bad things about this proposal that Obama has made. Many teachers and principals are against it because the plan is pinpointing teachers as the main reason for student failure and that is a problem to them because they don’t agree with it. Their opinion is that they help out as much as they can and give as much as they can to their students, there are other things outside of school such as their life at home that is influencing the way they work. Other people don’t agree with that and think that it’s the right thing to do and schools need this to boost the success rate and to help students achieve.
This plan will also affect the students majorly. There are three main categories in which the students will be affected: their work ethic, their achievement in the classroom, and their presence in the classroom. If the schools lose money than the students will have nothing interesting or engaging to work on and they will lose their interest in trying. If they lose interest and don’t try then their overall achievement will suffer. If their success in the classroom is suffering then why would they even want to show up to class? This will then cause the student population to suffer.
There will be an impact on all schools in all states if this bill goes through. Either the schools will get the money they need to buy better materials and to be able to challenge their students in the classroom or, like the budget tables predict, the states will show a decrease in federal funding causing a lot of trouble. Without the money the schools will struggle causing the schools to suffer both physically and the students’ grades and improvement will suffer.
The ARRA wanted States to make improvements in supporting rigorous standards and assessments, improving teacher equity and effectiveness, using data to improve instruction, and turning around low-performing schools.Race to the Top was made for States to develop innovative plans to make major reforms regarding the four improvement plans.The President’s request is intended to build on the achievements brought on by the ARRA, support the reauthorization of the ESEA (Elementary and Secondary Education ACT), and to accomplish the President’s goal of college graduates in 2020.The Administrations wants $50.7 billion in discretionary appropriations for the Department of Education, which is an increase of $4.5 billion from the 2010 appropriations act.
The plan says to put all new teacher-quality funding into the Teacher Incentive Fund which would more than double it to $900 million.It will give federal officials much leeway for setting priorities for the competition.Mr. Hirsch of the New Teacher Center wonders how it will help teachers change what they are doing every day. The message and information may be miscommunicated when traveling to different people.
At the end of it all, we need to realize that the teachers are doing their part in society and they aren’t getting recognized for it. Teachers are to blame for the lesser achievement of students when they do everything in their power to help them. Students struggle because of home issues or some issues not pertaining to school, yet when deciding who to blame for their problems, it is always brought back on the teachers. Change needs to come, and not by trying to change the teachers but by awarding the teachers for trying their hardest to deal with the many issues they are faced with every day of their lives.
