The Dubai Jebel Ali Free Zone – Dream Team

9. They all said – IMPOSSIBLE!!!
When the late Ruler of Dubai – His Highness Sheikh Rashid Al Maktoum
Vice President of the UAE suggested the construction of the
World’s Largest Manmade Port – Jebel Ali, everyone thought that this was going to end up as a
White Elephant Project especially as Dubai already had a perfectly good Port – Port Rashid.
Regardless the construction of the Jebel Ali Port & supporting Free Zone went ahead at a cost in
excess of USD $2.5 Billion. A Management Team was put together and the Port was launched followed by the
Free Zone in 1985. Those early days were a struggle as we had lots of opposition and when
His Highness – Sheikh Mohammed Bin Rashid took over after his father passed away things began to move quickly.
Selling a 67 Berth Deep Water Port – and a place where you didn’t need a local sponsor was unheard of
In the Middle East – including NO TAX – Whatsoever.
Well as they say THE REST IS HISTORY

To offset the massive outflow of Daily Hard Currency
Leaving Nigeria everyday – Estimated to be USD $5 Million
The former President agreed to provide a Business
Free Zone Resort that could compete with Middle East
Duty Free Pricing.
The Tinapa Business Resort was conceived and constructed
At a cost in excess of USD $480 Million.
Due to Government changes and lack of commitment the
Tax Free Incentives were greatly diluted resulting in the
Project running into difficulties.
The Project has now been taken over by AMCON who are
Working out ways to re-establish the original
Tax Free Concept.
DSI Ltd provided Consultancy Services to both the State
And Federal Government – Ongoing.
15. ADEN FREE ZONE
YEMEN
Under the auspices of the Yemen
Prime Ministers office and an EU Aid
Support Contract we spent two years
on ground in ADEN assisting the
Yemen Free Zones Authority and
inputting Yemen Ports Authority to
establish a Commercial FTZ at the
Gateway and Cross roads between
Arabia and Africa where passing Trade
exceeds over 1 Billion freight tons per
year.
The EU Funded the Aden FTZ
Programme for a two year period 2002
thru 2004. Tony Restall was Chief of
Party interfacing between all the
Government agencies and Ministries in
Yemen.
During this period PSA pulled out of
the Aden Port Concession Agreement
and War Risk Insurance was applied on
vessels calling Aden Port.
