Consequent upon his selection to the post of Deputy Director of
Administration(DDA) on deputation basis in Prasar Bharati, Sh. Rajesh Kumar,
Section Officer, M/o Information & Broadcasting was relieved from his parent
Office vide Office Order No.471/2011 issued through file No.A-3/2/2007-Admn.II
dated 29.12.2011 and appointed as DDA in Prasar Bharati w.e.f. 30.12.2011
(A/N) for a period of one year.
2. Subsequently the period of deputation of Sh. Rajesh Kumar, DDA has
been extended upto 30.06.2014 on the basis of the ‘NOC’ received from the
M/o Information & Broadcasting. As the selection of new DDAs is under
process and it is expected that selected personnel will be available in Prasar
Bharati within a period of 3-4 months, it is requested that M/o Information &

Broadcasting may please issue cadre clearance/NOC for extension of
deputation term of Sh. Rajesh Kumar for another six months.
3. The willingness of Shri Rajesh Kumar for extension of his deputation term
is enclosed herewith.

Sub: Filling up of the vacant security posts in Prasar Bharati through
special drive – reg.
Please refer to DG:AIR’s letter No.3/1/2013-S.VI/177 dated
19.05.2014 regarding data on sanctioned strength and vacancy position of
Security Guards of AIR installations.
2. The figure furnished by DG:AIR shows that the total sanctioned
strength of Security Guards at AIR Installations is 1619. Further, among
them 1197 posts are vacant out of which 1176 posts are live posts.
However, as per the Recruitment Rules published in the Gazette of India
vide Notification No.10/9/2001-PPC dated 11.03.2002, the sanctioned
strength of Security Guard is 1130 posts.
3. It is therefore requested that reconciliation in the matter may be
done and the exact/actual vacancy position of Security Guards which is to
be filled up, certifying that the posts are live posts, may be furnished to this
Secretariat within 15 days of issue of this letter.

24. Return from leave
(1) A Government servant on leave shall not return to duty before the
expiry of the period of leave granted to him unless he is permitted to do so
by the authority which granted him leave.
(2) Notwithstanding anything contained in sub-rule (1), a Government
servant on leave preparatory to retirement shall be precluded from
returning to duty, save with the consent of the authority competent to
appoint him to the post from which he proceeded on leave preparatory to
retirement.
(3)(a) A Government servant who has taken leave on medical certificate
may not return to duty until he has produced a medical certificate of fitness
in Form 5.

Sub: Security of employees and premises in Prasar Bharati
Secretariat.
Security of employees and premises is of paramount importance for
Prasar Bharati. Security, however, is everyone’s concern. Unless all
employees are aware of their surroundings and know how to react in
various lift threatening/dangerous situations, it is not feasible for a handful
of security guards to handle all situations.
2. Therefore, it has been decided that the following measures need to
be put in place in Prasar Bharati Secretariat and implemented with
immediate effect:
(i) All personnel of Prasar Bharati Secretariat will display their
Identity Cards, especially while entering and leaving office
premises.
(ii) All visitors, including the employees of All India Radio and
Doordarshan be requested to sit in Reception area till such
time the officer whom they are to visit conveys permission

for the visitor to enter. A visitor pass will be issued only
after such permission is accorded by the officer concerned.
In case of visitors to the officers of the rank of DDG and
above, respective Sr. PPS/PPS/PS/Personal
Assistant/Steno will convey such permission in writing,
prior to the appointment with the officer.
(iii) Officers of the rank of Director and above will grant written
permission for offices to be opened on holidays and
permission for specific employees to attend.

(iv) Keys to office doors will be deposited in Key Box
maintained at the Reception and collected by employees
themselves. Security Guards will not be responsible for
opening and closing of office rooms.
(v) Employees shall be responsible for the security of their
personal belongings during and after office hours.
(vi) Any item being brought in or taken out from the Stores will
be issued with Gate Pass duly signed by the concerned
Deputy Director/Section Officer mentioning the details of
the packages brought in or taken out and the reasons
thereto. No stores will be taken out without any proper gate
pass.
(vii) Employees are advised to switch off computer and lights
prior to leaving the office and lock their offices and deposit
keys with Security Guard as it may result in short circuit
and fire hazard.

3. All employees from Addl. Director General level and below are
required to register themselves and log in/out on a daily basis in biometric
Machines installed in premises. This will enable consolidated details of
persons who are within the building at the point of time.

Terms and Conditions :-
i) Nature of duties:- The duties will centre around
generating focused content, by way of write-ups, that will be
disseminated across multiple platforms, putting forward Prasar
Bharati’s points of view of matters relevant to the organization. She
may be required to generate content of within-organization
dissemination as well, viz, internal communication, based on the
requirements of the executive and expected to collate and
aggregate- from across multiple platforms- news developments of
importance and relevance for Prasar Bharati, and deliver them in
brief, quickly consumable digital briefs.
ii) Remuneration/Fee:- The monthly Salary/Fee would be
Rs. 30,000 per month initially for the contract period of 3-6 months.
iii) Supervision:- She will work under the Supervision of
ADG(A).
iv) Tenure:- The contract will be initially on trial basis for a
period of three months to six months under close supervision, lor
as decided.
v) Working hours:- The working hours will be decided
by ADG(A) as per established and extant norms in place for part-
time contractuals.

vi) Termination of Contract:- The contract could be
terminated by either side by giving one months notice or one
months pay in lieu hereof without assigning any reason.
vii) She will not have any claim or right whatsoever for extension
of contract or for regular appointment or to any seniority in Prasar
Bharati under any circumstances.
viii) No TA/DA would be admissible to her for joining this
assignment or on its completion.

I take this opportunity to thank you with gratitude for permitting
deputation of Sh. Imtiyaz Ahmed Kamal, Section Officer, CSS cadre of the
Ministry of Culture initially for a period of one year and extenable upto 3
years, from 15.02.2013 in Prasar Bharati. His initial period of deputation of
one year was ending on 14.02.2014. This Office vide letter dated
30.01.2014 requested your Ministry to provide cadre clearance/NOC for
extension of his deputation by two more years beyond 14.02.2014. In this
regard, the willingness of Sh. Kamal was also enclosed for doing the
needful. However, your Ministry vide letter dated 03.04.2014 has informed
that ‘the competent authority has not agreed to further extend the period of
deputaiton of Sh. Kamal’ and requested to relieve him immediately.
2. I would like to inform you that Prasar Bharati is facing acute
shortages of DDA level officers and relieving him at this juncture will further
aggrevate the situation.
3. In view of the above, may I request you to kindly intervene in the
matter and get his deputation extended for a further period of two years for

continuity of the initiative on innumberable HR issues taken up by Prasar
Bharati.

Sub: Inventorisation of all the assets of AIR & Doordarshan – reg.
A meeting was held with Chief Engineer (CCW) and other Officers of
CCW with ADG(IR & Estates), PB Sectt on 19.03.2014 at 11.00 hrs to
13.00 hrs. The CCW Officers were asked for presentation made by them in
regard to digilisation of land records.
2. During the discussion/presentation in the meeting, the following
points had been brought to the notice by the Chief Engineer, CCW:
(i) The information furnished by the Directorates/Stations/Kendra
of AIR & Doordarshan has been found incomplete in following
aspects:
(a) The copy of the Legal documents of all the land
holdings has not been forwarded to Chief Engineer,
CCW, AIR
(b) There is a discrepancy in the land under occupation
as reported by the concerned ADGs and the land as
recorded in the documents (lease deed/handing
taking over documents) submitted.

(c) The land holdings in Delhi have been surveyed by
the Chief Engineer, CCW and the same is also
attached as Annexure – B.
3. A copy of the list of holding of DD & AIR as compiled by CCW is
enclosed for your kind perusal. DG:AIR and DG:Doordarshan is, therefore,
requested to:
(a) Authenticate the list prepared by CE, CCW w.r.t. the land
holdings.
(b) Direct all the Regional ADGs and concerned wings (who are
the custodians of land holdings in their respective zones) to
furnish the inventory report of all the assets alongwith
-: 2 :-
the copy of the legal documents of all land holdings, existing areas of land
and the area as per the legal document to the Chief Engineer (Civil), CCW,
AIR, New Delhi under intimation to this Secretariat so that the digitalisation
of the assets could be finalised for onward transmission to the Ministry.
4. DG:AIR and DG: Doordarshan is also requested to clarify the
reasons for variation of land holdings vis-à-vis land document recorded
land holding by Delhi are and digital survey are actually under possession.

the ISTM, from 24.02.2014 to 04.04.2014. In this circumstance, Sh. S. K.

dereliction of duty. He is, therefore, advised in his own interest to

misdemeanours can rightly be treated as unbecoming conduct,
attracting the provisions of Rule 3 (1) (iii) of the CCS (Conduct)
