OFFICE OF THE GOVERNOR
STATE OF MONTANA
December 22, 2015
Rasta Douglas-Walid
Contractors Information Bureau (CIB)
PO BOX 1002
Kalispell, MT 59904
Dear Rasta:
As Governor, I have made it a priority to ensure that Montana is one of the best places in the country
for businesses. An important component of that work is making sure there is on-going engagement,
assistance and support from the private sector to identify both challenges to and opportunities for
growth in Montana’s various industries.
To that end, in April of last year, alongside Main Street Montana Project’s Co-Chairs Bill Johnstone,
CEO of D.A. Davidson Companies, and Larry Simkins, CEO of the Washington Companies, I released
the Main Street Montana Plan. The goal of the Plan is to create a dynamic public-private partnership to
implement strategies to drive Montana’s economy forward. Enclosed is a copy of the Main Street
Montana Project Plan. You may also find additional information at
www.mainstreetmontanaproject.com.
As you will see in the Plan, an essential component is the establishment of Key Industry Networks
(KINs). Each KIN is to be comprised of leading businesspersons within that sector from throughout the
state. We’ll leverage the expertise of these business leaders to take important steps to further improve
Montana’s business climate.
I asked Dick Anderson of Anderson Construction, and Greg and Brad McCall of McCall
Developments to co-chair the Housing and Construction KIN. One of their responsibilities was to
identify owners, founders and operators of housing and construction businesses across Montana and
recommend to me potential members for this KIN.
I am delighted with the list of the names that they have provided me and I am particularly
pleased that you were on that list. I would like to personally invite you to serve as a member of
the Housing and Construction Key Industry Network.
As a member of the KIN, you will be tasked with identifying specific actions and policies that, if taken
or implemented, would be most beneficial to the success of housing and construction businesses in
Montana. The Main Street Plan is based on five Pillars, and within each of those Pillars are related
goals, objectives and tasks. Another priority for your KIN will be to prioritize
the goals and objectives in the Plan, as well as identifying other issues relevant to housing and
construction that may not have been included.

The work of the Housing and Construction KIN will be supported by Jim Molloy, Senior Advisor to
the Governor, who is coordinating the Main Street Plan, and Stacy Collette, Operations Manager for
Montana Department of Commerce Housing Division. In order to take the KIN’s recommendations
into consideration during the Governor’s planning for the upcoming budget and legislature, you would
be asked to attend 3 meetings of the KIN over the course of the next 3 months, with the possibility of
some phone conferences and other activity in addition to those in-person meetings.
The co-chairs have set the first meeting date as January 28, from 11am – 4pm. The two subsequent
meetings will be scheduled soon. All meetings will be held in Helena at the Montana Department of
Commerce, 301 South Park, 2nd
floor conference room:
I would appreciate your response to this request by January 8, 2016. If you have questions, you may
contact Jim Molloy (jmolloy@mt.gov; 406-444-5503), or either of the Co-Chairs, Dick Anderson
(dick@daconstruction.com; 406-441-3530) and Greg or Brad McCall (greg@mccalldevelopment.com;
brad@mccalldevelopment.com; 406-651-5354). If you are willing to serve, please send an email to
Stacy Collette at scollette@mt.gov or call her at 406-841-2826.
Thank you for your consideration of this invitation. I hope you will join us in our efforts to grow
business, improve wages, and expand Montana’s economy.
Sincerely,
STEVE BULLOCK
Governor
C: Dick Anderson
Brad & Greg McCall
