Students or violent subversive: they are not the same?Alexis López Tapia
This document discusses the role of ideological vanguards in political processes and social movements. It argues that vanguards determine the course of events long before their ideas become publicly manifest. Those who follow the vanguards' path reproduce their discourses and behaviors, consciously or unconsciously advancing the goals set out by the vanguards. In Chile, anti-systemic vanguards have long determined that radicalization through "urban violence" would drive the country's horizontal revolutionary process. The document states that from a political science perspective, there is little substantive difference between students who disrupt traffic and more violent actors - they are all advancing the same revolutionary goals through different degrees and means of violence.

The document discusses intellectual property (IP) developed at universities, including who owns it, how to protect it, and when faculty should publish research results. It notes that under the Bayh-Dole Act, universities typically own IP from federally-funded research. University policy determines ownership of other IP based on factors like use of resources. Faculty must disclose inventions to the university's technology transfer office (TTO) which pursues protection/licensing and shares royalties. Publishing research too early can jeopardize patent rights if it constitutes prior art.
Act 150 aims to promote technology transfer from universities to industry in Puerto Rico.
