Uit de jaarrekening leren we dat de vzw opnieuw aanknoopt met positieve resultaten.
Een analyse van de post geldbeleggingen leert ons dat volgens de jaarrekening op 31/12/2015 ruim 2 miljoen euro op termijnrekeningen geparkeerd staat.

Het grootste deel kwam van het federale niveau (6,9 miljoen euro). In 2014 werden volgens de jaarrekening ‘slechts’ 6,4 miljoen euro federale subsidies gegeven. De toename is dus substantieel.

Ik zal in mijn presentatie onderbouwd met cijfermateriaal aangeven hoe we hier zijn gekomen. Toen de CBvS op 18 november aangaf dat de wisselkoers aangepast zou worden, kwam dit voor velen in de samenleving als een shock, terwijl enkelingen triomfatelijk verklaarden dat ze dit al hadden zien aankomen.
In mijn deelpresentatie met als titel “Oorzaak en Gevolg” zal ik laten zien dat devaluatie onvermijdelijk was en mogelijk al eerder had moeten komen. Deze statement zal ik waarmaken door het verloop van de inkomsten en uitgaven van de Staat, de Staatsschuld en de verandering van de goud en deviezen reserve naast mekaar te leggen. Samen met het vertrouwen zijn dit de bouwstenen van een solide wisselkoers. Daar veel over dit onderwerp gesproken wordt is de bedoeling van mijn presentatie om feiten te presenteren, waardoor de discussie straks meer diepgang krijgt.
Ik zal de presentatie starten met de Staatsfinancien. Uit de Financiele Nota gepresenteerd in september 2015 haal ik de volgende cijfers over ons overheidsapparaat. Ofschoon niet helemaal leesbaar wil ik bij deze slide toch wijzen op de vele mesen die dit jaar in dienst zijn genomen.
De vorige slide is hier opgeschoond waardoor een en ander duidelijker leesbaar is. Hier wordt de omvang van de Overheid afgezet tegen de overheidsuitgaven aan salarissen in SRD miljoenen. Duidelijk is dat jaarlijks meer mensen in dienst worden genomen en het apparaat alsmaar aanzwelt. Tov 2011 bedraagt de toename van aantal mensen op de loonrol van de Staat 18%. Door het steeds groter worden van dit apparaat valt het te begrijpen dat de uitgaven aan dit apparaat ook verder toenemen. Alleen: een ruime schatting laat zien dat deze uitgaven met circa 30% zijn toegenomen, veel meer dus dan de toename in omvang. Deze snelle berekening doet vermoeden dat enkele salarissen veel harder drukken op de uitgaven. De Overheid is inderdaad te log, maar het zijn de zeer hoge salarissen van enkelingen die het geheel ondragelijk maken. Cijfers hierover zijn echter niet openbaar.
De alsmaar toenemende uitgaven van de Overheid mn door de toename van het apparaat overstijgen na 2011 de overheidsontvangsten. De ontvangsten zijn dus structureel lager dan de uitgaven. Dit financieringstekort wordt opgevangen door te lenen.
De leningen worden in het begin vooral internationaal aangegaan, maar de laatste maanden wordt vooral veel lokaal geleend mn bij het algemeen bankwezen en nu bij de centrale bank
Kijk maar naar de weekstaat van CBvS van 25 sept.
Hier wordt ingezoomed op de weekstaat van de CBvS dd 25 september 2015. Deze balans is het bewijs van de omvangrijke geldschepping.
Ofschoon formeel niet in strijd met de Bankwet heeft deze monetaire financiering ernstige gevolgen. Zo stijgt de Staatsschuld naar boven de SRD 7,5 miljard wat neerkomt op circa 45% van het BBP. De extra liquiditeit probeert de CB vervolgens af te romen door kasreserve afspraken met de algemene banken verder aan te scherpen. De schuld per persoon bedraagt nu SRD 15.000!
Waar sinds 2013 al de regeling voor aanhouden van 50% van de vreemde valuta deposito’s bestond wordt die voor de SRD rekeningen in november opgeschroefd van 30% naar 35 %.
Deze maatregel alleen blijkt niet voldoende om het vertrouwen te herstellen en al snel komt de SRD steeds verder onder druk. De waarde hiervan op de parrallelle markt neemt steeds verder af en dat ondanks constante valuta interventies van de CB.
Het vertrouwen is weg door: dalende groei (tegenvallende resultaten in de mijnbouw), sterke stijging van de schulden en vooral niet te vergeten de steeds verdere daling van de monetaire reserve. We weten dan ook reeds geruime tijd dat deze reserves zijn gedaald tot onder het kritieke punt.
En terwijl de markt een pakket van samenhangende maatregelen verwacht om de Overheid weer gezond te maken……. Kondigt de CB op 18 november een devaluatie aan van circa 20%. Ofschoon deze maatregel niet onverwacht was, denk maar aan de kritieke staat van de monetaire reserve, valt de devaluatie samen met het moment van prijsverhogingen voor nutsvoorzieningen.
Ondanks de herhaalde waarschuwingen v mn d VES aan d Staat om een verantwoord financieel beleid te voeren werd op enkele fronten gedaan alsof een onvermijdelijke devaluatie slechts “kletspraat” zou zijn. Nu is de devaluatie (voor de 2-de keer binnen 5 jaar) een feit. Onze koopkracht is hierdoor opnieuw flink achteruit gegaan. Het besteedbaar inkomen komt nog verder onder druk door de hoger prijzen voor electriciteit en water.
Hoe had dit anders gekund. Ik zei net als dat de markt in afwachting was op een samenhangend pakket van maatregelen om de Staatshuishouding weer gezond te maken. Het begint allemaal met terugkeer v vertrouwen. Stem de uitgaven af op de inkomsten en vooral: waar wordt precies aan uit gegeven en hoeveel. Wordt dit verantwoord? De mon reserve is in een korte tijd ontzettend gedaald. De omvang doet vermoeden dat er kapitaal vlucht plaatsvindt. Controleer de handel in vreemde valuta. Wij zijn bekend met de vele illegale geldwisselaars die de dollars opkopen tegen hoge prijzen en daarmee de SRD breken. Indien toch geleend moet worden doe dit als last ressort en doe dit internationaal, daar deze gekoppeld zijn aan strakke monitoring en dollars komen het land binnen ivm lokaal lenen. Uiteindelijk moet het mes in de salarissen beginnend bij de vele benoemingen die nepotisme vermoeden. Dit drukt ontzettend op de begroting. Noodzakelijke nvesteringen om de ontwikkeling ter hand te nemen kunnen nu niet worden gepleegd. Alleen hiermee kan de productie omhoog wat weer positief werkt op werkgelegenheid en deviezengenerering.
Tot slot moet ipv minder juist meer geld gaan naar het hoger onderwijs, alleen zo kan een kenniseconomie worden gerealiseerd op weg naar duurzame ontwikkeling en zelf een duurzame toekomst. Ik wil eindigen met de volgende boodschap: de munt mag dan wel gedevalueerd zijn, maar laten wij onze toekomst niet devalueren!
