Solitamente il concetto di Città gemellate tende a mettere in risalto la condivisione di caratteristiche storiche, culturali o geografiche simili, nel nostro caso il Minimo Comun Denominatore che rappresenta la motivazione per un gemellaggio tra ‘Identità Culturali’ ed ‘Insiemi di Luoghi Diversi’, è il riconoscimento da parte dell’UNESCO proprio di quelle Diversità da preservare (e promuovere) come Patrimonio dell’Umanità.
Le affinità elettive comuni risultano essere la riscoperta dei valori dei Patrimoni locali, la riconsiderazione di politiche di conservazione, valorizzazione e promozione del patrimonio attraverso lo sviluppo della cooperazione e lo scambio operativo di best practice, potendo trarre beneficio con ‘l'impara facendo’ (learning by-doing) tra le ‘città sorelle’ all’interno del network creativo e produttivo.
