DCC has been in a staffing crisis since for
six years due to poor retention rates and
prison expansion. The purpose of this
research is to identify whether or not
privatization and reengineering of DCC will
resolve staffing issues.

performance of prison staff?
6. Definitions
All of the terms and conditions used in this
proposal are presented in a manner
consistent with their generally accepted
definition or context.
7. Hypothesis
If DCC was privatized and reengineered in
a manner that was favorable to the
comfort of its employees retention rates
would improve dramatically.
8. Rationale
Currently DCC employs approximately five
hundred employees. These employees are
unmotivated, resistant to change, and
despise innovation.

9. Rationale
This research will investigate the ability of
a private corrections firm to assume
responsibility for the operations of DCC.
10. Rationale
This will include the replacement of the
existing staff and complete redesign of
DCC to enable safe and efficient inmate
management.
12. Methodology
The research conduct will be qualitative in
nature and will examine empirical data of
private correctional agencies and their
public counterparts.
