- Helping put water laws into practiceBuilding on the adoption of new water laws byKazakhstan in 2003, Armenia in 2007 and Uzbekistanin 2009, GWP Central Asia and Caucasus (CACENA)pressed on to help put laws into practice. This requirespersistence to change attitudes and behaviour – of thenational and local authorities responsible for water, theenvironment, energy, agriculture and basins, and ofparliamentarians. GWP CACENAcontinued to put forward GWP knowledge resources tobuild the capacity of national and internationalagencies involved in water issues. In 2010, tenworkshops and training sessions were organised by theregion's Country Water Partnerships. The main targetgroups were water practitioners in newly-establishedwater councils.Domestic wastewater made safe foragriculture in ArmeniaSince December 2009, GWP Armenia and its Partnershave been deeply involved in solving householdwastewater treatment problems. As a result of long-timelobbying, in 2010 funds from the United NationsDevelopment Programme Global Environment Facility(UNDP/GEF) were granted to address wastewatertreatment in Parakar, Armenia, where it was a seriousproblem.Wastewater from this community of 10,000 peopledegrades land and pollutes underground water. GWPArmenia found an innovative way – a householdwastewater lagoon – to deal with the problem andtrained stakeholders to operate and maintain it. GWPalso helped set up a scheme to collect wastewatertreatment charges from householders and charge feesfor using the treated wastewater for irrigation. Thesepayments will cover operation and maintenance costs.
