The Washington, DC Chapter of Concerns of Police Survivors (C.O.P.S.) was established in November 1998 to provide support for families of law enforcement officers killed in the line of duty. The chapter is actively involved in community outreach, fundraising, and organizing events to honor the memory of fallen officers, as well as assist survivors. Upcoming events include a Christmas dinner and a tree lighting ceremony, and the chapter encourages participation through volunteer opportunities and donations.

SPECIAL ANNOUNCEMENT:
November 8th is the anniversary of the Washington, DC Chapter of C.O.P.S.--a short history!
In November, 1998, a group of survivors from the Washington, DC area came together to form what would become the
Washington, DC Chapter of Concerns of Police Survivors.
The need for a chapter of our own emerged in 1997. Three Metropolitan Police Department (MPD) officers were killed
in three months. Two of the officers were murdered three weeks apart, in February, and the third in April. By the time National
Police Week arrived in May, the MPD family, the survivors of the slain officers, and the entire metropolitan area was in a state of
shock. When Shirley Gibson, mother of Master Patrol Officer Brian Gibson, received a C.O.P.S. brochure about a retreat for
parents, she knew it was absolutely necessary that she and her husband attend. At the retreat, they met parents from all over the
country who understood the pain of losing a child in law enforcement. They also learned how C.O.P.S. reaches out to the entire
family, including spouses, children, parents, siblings, police partners and co-workers. They wanted every other survivor of an
officer killed in the District metropolitan area to know what C.O.P.S. would do to help.
Several months later, Shirley and her daughter Terrica met Oliver and Cynthia Smith. Their son, Oliver Wendell Smith,
Jr., had been killed barely three weeks after Brian. Following the seminars offered by C.O.P.S. during National Police Week
1998, the parents began inquiries about forming a DC Chapter. After being joined by another parent, Mary McGee (mother of
James McGee, Jr.), MPD Officer Ken Roden and MPD Reserve Officer Rob Baechtel, and his wife, Barbara, and contacting other
survivors, the Washington, DC Chapter of C.O.P.S. was born. We were granted a charter by National C.O.P.S. in November,
1998.
The DC Chapter is committed to reaching out and providing support to local and federal survivors in Washington, DC.
The chapter has been warmly accepted by law enforcement agencies throughout the city. We will always be grateful to National
C.O.P.S. for this wonderful opportunity to bring the benefits of the organization to the Nation's capital.
YOU can help our Chapter and participate in the events and programs that support our survivors. The Chapter responds
after all LOD deaths to support the surviving families, co-workers, and agencies. It will offer support as long as needed to all
survivors and is available 24 hours a day, 7 days per week, 365 days a year. All of our board members are volunteers and
survivor parents, spouses, children, siblings, co-workers, and others. We are a tax exempt 501(c)(3) charity and we survive solely
on donations of citizens and businesses and are always looking for support.

Washington, DC Chapter of C.O.P.S. Christmas Dinner Party is scheduled for Saturday,
December 12, 2015 at 6:00PM to 9:00PM. Dinner will be served at 6:20PM. It will be held at the Fraternal
Order of Police, DC Lodge #1 Banquet Hall, 711 4th Street, NW, Washington, DC 20001. It will be a
catered buffet dinner. Reservations are required in order to have a good headcount for the event. Send

attached dinner flyer via USPS mail. It is well known that parking is always an issue with any event in the
District; the FOP has a parking facility at the concrete parking pad/lot at "the top of the hill" which is north
of H Street, NW on 2nd Street, NW, no real address, but you can probably GPS the address as 900 2nd
Street, NW and it will take you to the driveway. The event is open to DC Chapter survivors and families
(children are most welcome too). An invitation to the event is attached. You are asked to RSVP the
dinner NOT LATER THAN November 27, 2015 so we can order the number of meals necessary.
C.O.P.S./MPD Christmas Tree lighting ceremony at MPD HQ, Henry J. Daly Building, 300

Law Enforcement Appreciation Day (L.E.A.D.): L.E.A.D. was celebrated for the first time on
January 9, 2015 -- it is a new initiative introduced by National C.OP.S. Look for information about what
our Chapter might be doing for the next celebration in January 2016. If you have any ideas for any special

Also, orders are now being accepted for the 2015 Christmas ornament and last year’s 2014
ornament. (SEE IMAGES OF THE ORNAMENTS AT THE END OF THIS NEWSLETTER.) These
ornaments are expected to become collector items with a new one issued each year.
The 2015 ornament is a replica of the famous Pulitzer Prize winning photograph taken in 1957 by
William C. Beall, of the Washington Daily News. Mr. Beall named the photo Faith and Confidence. The
police officer in the photo is Maurice J. Cullinane who spotted a little boy, Allan Weaver, 2-years old, had
just stepped off of the curb to dart into the street during a parade. This photograph appeared in Life
magazine and reprinted around the world. It is used as the logo for the DC Police Boys Club. A life-size
statue was erected in front of the courthouse in Jonesboro, Ga. Officer Cullinane rose through the ranks and
became a well-known and accomplished Chief of Police of the Washington, DC, Metropolitan Police
Department during some of the most turbulent years in DC. The photograph continues to be one of the most
favorites of many police officers. In January, 2015 Mark Mew, Chief of Police of the Anchorage Police
Department posted an article stating his daughter had just purchase a copy of this photo and it now hangs in
his office. He compares the title of the photo with what’s taking place in America today and the continued

There are no paid employees on the Project's Board of Directors. If you like these ornaments and/or the
cause, please support the Project.
Chapter Bylaws and National SOP 3.0: our revised Chapter Bylaws has been completed and will be
discussed at the next Chapter meeting on November 21 (come prepared with any questions you might have
on the revised Bylaws and have your vote count on adopting them). The National SOP 3.0 is expected soon.
Fundraising: We are a non-profit organization. We must always make sure that the way we
spend our money is consistent with a 501(c)(3) organization, our mission statement, the donor’s intent, and
what we advertise as the reason for our fundraising. For example, if we hold a fishing tournament and tell
people “we raise money to send our survivors to C.O.P.S.' Hands-On Programs, then we’d better make sure
that is where those funds go. Reminder from National C.O.P.S. concerning the subject of fundraising: It is
important to keep in mind that C.O.P.S. DOES NOT raise funds for other organizations. It is National
C.O.P.S.' position that we do not participate in raising funds for non-C.O.P.S. events, Memorial Walls or
competing organizations. National C.O.P.S. also does not solicit our survivors. It is our belief that
survivors have already paid "too high a price". This is why we do not charge a survivor to attend a Hands-
On Program. It is not appropriate for chapters to be sending out mailings for events where funds are raised
for other organizations. This is essentially allowing another group to use our membership list for
solicitation. You can certainly offer to place information in a newsletter going out or on a table where you

have other materials on display, allowing survivors to choose what, if any, information they may want to
take. The only exception to this policy is if there were a fundraising partnership with C.O.P.S., such as, a
motorcycle charity ride, a raffle, golf tournament, etc. where your chapter would receive a percentage of the
proceeds. All advertising/ literature would state that the C.O.P.S. chapter is one of the charities of choice.
In other words, if the event being held benefits both your chapter and another organization, that is different.

to be considered to receive financial reimbursement from the Chapter. The necessary approval form is

enough help, the tree decorating work can be done in about 1 hour.

enough help, removing and packing the tree decorations can be done in about 1 hour.
