L’idea di scrivere un libro a più mani nasce sostanzialmente da
due considerazioni che sono l’esito dell’effetto congiunto della
pandemia da Covid-19 e della, forse ancor più grave, crisi climatica:
due fenomeni complessi, apparentemente disgiunti, che stanno
condizionando pesantemente le nostre vite e che sono destinati a far
sentire a lungo i loro effetti sul piano biologico, sociale, economico
ed ecologico.
Dunque, la prima considerazione discende dalla consapevolezza che
uomo, natura e società sono un tutt’uno e che la concezione classica
(meccanicistica) della scienza basata sullo studio analitico delle
parti, per quanto importante e tuttora valida, non è in grado, da
sola, di capire e di gestire i problemi complessi, di natura sistemica,
che affliggono la nostra società. Un problema non da poco perché il
cambiamento del modello di interpretazione della realtà implica una
revisione profonda del nostro modo abituale di osservare il mondo
e di prendere le decisioni.
La seconda considerazione riguarda la constatazione dell’incapacità
degli attuali servizi territoriali di far fronte ai nuovi bisogni di
prevenzione e di cura e la conseguente necessità di avviare con
urgenza un radicale cambiamento nel modo di intendere e di
promuovere la salute e di garantire cure efficaci per tutti.
Sulla base di questi presupposti, abbiamo cercato quindi di
spiegare in poche parole e con qualche semplice esempio in che
cosa consiste la visione sistemica e come essa richieda un diverso
metodo di approccio ai problemi che caratterizzano il nostro tempo,
in particolare per quanto riguarda i temi relativi alla salute, alla
prevenzione e alla Primary Health Care.

L’idea di scrivere un libro a più mani nasce sostanzialmente da

“Siamo partiti dal presupposto che scopo della medicina è la difesa della salute, di tutti e di ciascuno: perciò i soggetti del si- stema non possono essere che i cittadini, oggi troppo spesso considerati invece come oggetto passivo della società consumistica anche in questo settore vitale. [...] Questa responsabilizzazione dei cittadini nella ge- stione dei servizi... è insomma l’essenza stessa della democrazia...” (1).
Questo è quanto scriveva oltre quarant’an- ni fa Alessandro Seppilli intravvedendo quel- lo che avrebbe dovuto essere il funziona- mento di un Servizio Sanitario Nazionale (SSN) basato sui principi di “rispetto della dignità e della libertà della persona uma- na... eguaglianza dei cittadini nei confronti del servizio... garantendo la partecipazione dei cittadini” (2).
Con l’obiettivo di analizzare l’evoluzione del concetto e delle pratiche di “partecipazione dei cittadini” a livello nazionale e interna-

Organizza eventi finalizzati alla conoscenza e alla sensibilizzazione nei confronti
di queste patologie. Opera nelle scuole per la prevenzione primaria
3. Il volontariato è un importante interprete di disagio sociale e
sofferenza, di bisogni e di aspettative. È riuscito molto spesso a
leggere e rendere esplicite condizioni che altrimenti sarebbero
rimaste nascoste o trascurate; è capace di partire realmente da
bisogni ed esigenze, per andare in direzione di interventi mirati
espressamente a cercare di ridurre situazioni di disagio.

l’ospedale e inaugurato il
17/02/2012 è stato il primo
grande passo ed è avvenuto
grazie alla volontà delle due
parti .

del disturbo, possono essere necessari livelli assistenziali differenti

Evidenziano inoltre come la fase di passaggio tra i diversi livelli assistenziali
rappresenti un momento di rischio elevato per il paziente, e che pertanto sia
una delle fasi che richiedono maggiore attenzione

La necessità di un coordinamento stabile dei diversi interventi e delle
diverse strutture è sottolineata in letteratura come elemento essenziale in
tutte le fasi del percorso

La trasferibilità nell’organizzazione dei servizi italiana deve tenere conto
