U mnogim segmentima organizacija države i pravila društvenog upravljanja izopačena su i služe dijelovima političkih elita, nepotrebnim birokracijama, posrednicima umjesto građanima. Neki politolozi nazivaju ih klijentelističkom Hrvatskom. Današnja politička pravila funkcioniraju u korist društvene manjine.
Istraživanje čiji su rezultati prezentirani govore da moramo građanima dati snagu i šansu jer postoji jasna društena većina koja traži promjene. Ta se nesporna većina ne može dovoljno jasno oglasiti u političkom sustavu niti artikulirati svoja očekivanja na način koji bi imao refleksiju u političkom, pravnom i gospodarskom sustavu.
