A "report" by the New York State Dept. of Health, under the oversight of Dr. Howard Zucker. The report summarizes a litany of studies, half-truths, lies and innuendo that support Zucker's "feeling" that fracking may not be safe for those who live near it. He has no solid science, but he somehow concludes it may not be safe. Zucker and DEC Commission Joe Martens together colluded to try and protect Cuomo from the decision to ban fracking. It didn't work. It's Cuomo's (political) decision.
