Watch 4. Evidenziata l'impossibilita' da parte italiana di farsi carico dei migranti
attualmente a bordo dell'imbarcazione. Disponibilita' delle autorita' tedesche a
valutare la possibilita' di offrire un porto di sbarco in Germania.
Testo Come da indicazioni per le vie brevi, ho avuto questo pomeriggio un
colloquio con il Sottosegretario Helmut Teichmann di questo Ministero
dell'Interno per sensibilizzarlo in merito alle implicazioni delle attivita' di
salvataggio della nave Sea Watch 4 al largo delle coste libiche e
dell'intenzione, manifestata dall'equipaggio, di dirigersi verso le coste
italiane per sbarcare oltre duecento migranti. A tale proposito, ho
evidenziato le difficolta' pratiche e le implicazioni politiche di tale decisione,
che non tiene alcun conto delle chiare indicazioni promananti dalla Guardia
costiera italiana al riguardo. Ho, in particolare, segnalato che le navi
traghetto italiane adibite alla quarantena dei migranti sono attualmente al
limite delle proprie capacita' di accoglienza e che non vi e' al momento
alcuna possibilita' di noleggiare ulteriori imbarcazioni a questo scopo. Ho
peraltro evocato al mio interlocutore il delicato dibattito politico ed
istituzionale attualmente in corso in Italia tra Governo e Regione Sicilia in
merito al trasferimento altrove dei migranti gia' presenti sull'isola, indotto
2. anche dalla significativa percentuale di migranti sbarcati nelle ultime
settimane, risultati affetti da COVID-19.
Alla luce delle criticita' evidenziate, ho ribadito l'impossibilita' per l'Italia di
permettere lo sbarco dei migranti a bordo della Sea Watch 4 e auspicato
che la Germania possa farsi carico degli stessi rilevando come la dimensione
e la struttura della nave Sea Watch 4 permettano la navigazione fino a un
porto tedesco.
Il Sottosegretario, perfettamente a conoscenza della questione, ha indicato
di aver appena avuto un contatto con il Ministero dell'Interno maltese che
aveva lamentato l'intenzione della nave di dirigersi verso Malta. Egli ha
convenuto che la Sea Watch 4 e' perfettamente in grado di navigare verso
un porto tedesco in condizioni di sicurezza e, assicurando che si fara' latore
del nostro messaggio presso il Ministro Seehofer, ha anticipato la
disponibilita' da parte tedesca a valutare la possibilita' di offrire un porto
tedesco di sbarco (Amburgo o Cuxhaven) alla Sea Watch 4. A tale
proposito, egli ha indicato l'importanza che a una eventuale proposta di
porto di sbarco da parte tedesca si affianchi una linea di fermezza da parte
delle autorita' italiane (e maltesi), in quanto uno sbarco dei migranti in uno
dei due Paesi complicherebbe le prospettive di trasferimento in Germania
dei migranti, che a quel punto dovrebbero essere trasferiti per via aerea. Si
tratterebbe di un'operazione "difficilmente realizzabile" (presumo per via
dell'attuale contesto pandemico, ma Teichmann non ha elaborato in
proposito).
Il Sottosegretario ha, in conclusione, ribadito l'impegno a tramettere
immediatamente al Ministro Seehofer la nostra richiesta e a tenerci
aggiornati in merito agli sviluppi della questione.
