Alternative Learning System
The Alternative Learning System (ALS) is a free education program implemented by
the Department of Education (DepEd) under the Bureau of Alternative Learning System
which benefits those who cannot afford formal schooling and follows whatever is their
available schedule. The program provides a viable alternative to the existing formal
education instruction, encompassing both the non-formal and informal sources of
knowledge and skills.
Objective
ALS aims to open more educational opportunities for Filipino citizens of different
interests, capabilities of demographic characteristics, socioeconomic origins and status
as well as addressing the needs of marginalized groups.
The program cuts the time needed to finish high school, hence, significantly cuts the
expenses as well. Aside from giving hope to the less fortunate, it also provides
opportunities to Out-of-School Youths (OSY) and adults elementary and secondary
school drop-outs; industry-based workers; housewives; maids; factory workers; drivers;
members of cultural minorities; indigenous people and the disabled/physically
challenged.
Training for instructional managers and coordinators are also provided by the program
and supports the learners accreditation and equivalency (A&E) review.
How Does It Work
In ALS, students have to attend 10 months of school or 800 hours in the classroom.
Then their performance are then assessed.
Since ALS is a module-based learning system, students come in on a set time and
choose a module to read. A quiz is given after each module to test their learning.
Instead of teachers, facilitators are always present to answer any questions and
sometimes lecturers would discuss a certain module. After several months, the students
will take the Accreditation and Equivalency Test (AET). If they pass the test, they will be
given a high school diploma and can now enroll in college.
ALS and A&E Test
The ALS Accreditation and Equivalency ALS A&E test aims to offer learners two
learning achievements at two learning levels-- Elementary and Secondary.
It is a paper and pencil-based test, using multiple choice and composition writing. The
test items are based on the learning competencies of the five learning strands of the
ALS Curriculum.
A first year high school dropout, boxing champion, Manny Pacquiao took and passed
the (AET) under the ALS program. He was presented a high school diploma, making
eligible to pursue college. He was then named as the DepEd's Ambassador for the ALS
2. and People’s Champ for Education. According to Education Secretary, Jesli Lapus,
"Manny is an excellent model for all out-of-school children, youth and adults who are
determined to learn and are able to gain functional literacy skills outside of formal
schooling."
Open University
The Open University (also commonly referred to by its initialism OU) is a distance
learning and research university founded by Royal Charter in the United Kingdom. The
university is funded by a combination of student fees, contract income, and allocations
for teaching and research by the higher education funding bodies in each of the four
countries of the UK (England, Scotland, Wales and Northern Ireland). It is notable for
having an open entry policy, i.e. students' previous academic achievements are not
taken into account for entry to most undergraduate courses. The majority of the OU's
undergraduate students are based in the United Kingdom and principally study off-
campus, but many of its courses (both undergraduate and postgraduate) can be studied
off-campus anywhere in the world. There are a number of full-time postgraduate
research students based on the 48 hectare university campus where they use the OU
facilities for research, as well as more than 1000 members of academic and research
staff and over 2500 administrative, operational and support staff.
The OU was established in 1969 and the first students enrolled in January 1971. The
University administration is based at Walton Hall, Milton Keynes in Buckinghamshire,
but has regional centres in each of its thirteen regions around the United Kingdom. It
also has offices and regional examination centres in most other European countries.
The University awards undergraduate and postgraduate degrees, as well as non-degree
qualifications such as diplomas and certificates, or continuing education units.
With more than 250,000 students enrolled, including around 32,000 aged under 25 and
more than 50,000 overseas students, it is the largest academic institution in the United
Kingdom (and one of the largest in Europe) by student number, and qualifies as one of
the world's largest universities. Since it was founded, more than 1.5 million students
have studied its courses. It was rated top university in England and Wales for student
satisfaction in the 2005 and 2006 United Kingdom government national student
satisfaction survey, and second in the 2007 survey.Out of 132 universities and colleges,
the OU was ranked 43rd in the Times Higher Education Table of Excellence in 2008,
between the University of Reading and University of the Arts London; it was rated highly
in specific subjects such as art history, sociology (below Oxford and Cambridge) and
development studies. It was ranked overall as a nationally top forty, and globally top five
hundred university by the Academic Ranking of World Universities in 2011, as well as
being ranked 247 for citations of its academics.
3. The Open University is also one of only three United Kingdom higher education
institutions to gain accreditation in the United States of America by the Middle States
Commission on Higher Education, an institutional accrediting agency, recognized by the
United States Secretary of Education and the Council for Higher Education
Accreditation.
Distance Learning
Distance learning includes both formal courses that may be part of a university level
program of study and courses that are taken for personal enrichment. In addition,
continuing education courses for professionals are often available on various distance
learning platforms.
At present, online distance learning is being met with a great deal of acceptance and
even acclaim by students, education authorities, and employers alike. It allows for
virtual contact between students and educators, as well as between fellow students,
and the best online distance learning programs include extensive online libraries as well
as archives of lectures and discussions for constant review. For the most part, online
distance learning has replaced older correspondence courses that relied on written
material and audio or video media to present lectures and other instructional programs.
Academic, technical and trade programs are now available via distance learning, and
these encompass every level from instruction that is aimed at obtaining a technical
certificate to intensive post doctoral study. Subjects offered include everything from
automotive and appliance repair to post-doctorate finance programs. Non-degree
programs include language training, as well as personal enrichment courses that cover
everything from sushi preparation to advanced graphic art and photography.
Distance learning is both a substitute for and an addition to traditional methods of
education, and it is found everywhere from the home and the classroom to the
executive office and the boardroom. Virtual communication with actual educators is a
convenient and efficient reality thanks to the Internet and modern communication
devices.
