Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Introduzione
L‟Asia Centrale è una macroregione dell‟Asia che geograficamente ha i suoi
confini: a est con la Cina (compresa anche la regione dello Sinkiang in Cina), a ovest
con il Mar Caspio, a sud con l‟Iran, l‟Afghanistan e il Pakistan, e a Nord il Kazakistan
ha un lunghissimo confine con la Russia. Parliamo del conosciuto Turkestan.
Secondo le Nazioni Unite, l‟Asia Centrale è la macroregione divisa in 5 stati:
Kazakistan (con capitale Astana), Kirghizistan (con capitale Biskek), Tagikistan (con
capitale Dusanbe), Turkmenistan (con capitale Asgabat) e Uzbekistan (con capitale
Tashkent). Tutte repubbliche ex-sovietiche, e tutte di cultura e lingua turca ad
eccezione di quelle Iraniche presenti nel Tagikistan. La religione è principalmente
l‟Islami
.
L‟interesse della Cina per l‟Asia Centrale non è nuovo. Già duemila anni fa l‟ex
“Impero di Mezzo” aveva stabilito legami stretti con la regione principalmente tramite
incontri commerciali lungo la leggendaria Via della Seta. Ci sono stati momenti di pace,
guerra, apertura, isolamento, commercio e cooperazione. Tradizionalmente, l‟impero
cinese veniva percepito come aspirante egemone e, a volte, come aggressore in Asia
Centrale e nel Nord-Est e Sud-Est Asiatico ed una parte significativa dell‟Asia Centrale
era un tempo parte integrante dell‟ordine mondiale sino-centrico. Specialmente nel XIII
secolo, sotto la guida di Gengis Khan, tutta l‟Asia Centrale – dalla Cina alla Persia – era
unita. Tuttavia, dopo il declino dell‟Impero Mongolo, la rinascita dell‟Islam e le
politiche isolazioniste della dinastia Ming nel diciassettesimo secolo, la Cina perse
gradualmente interesse nella regione. Come diretta conseguenza della diminuzione del
commercio lungo la Via della Seta alla fine del XIX e l‟inizio del XX secolo, la regione
centro-asiatica divenne sempre più isolata; isolamento che fu ulteriormente accentuato a
seguito della nascita dell‟URSS. Fu solo la dissoluzione dell‟Unione Sovietica a
permettere alla regione di aprire di nuovo le porte al mondo esternoii
.
La regione centro-asiatica è un spazio di opportunità, dove ci sono interessi
strategici ed energetici.
Le preoccupazioni iniziali della Repubblica Popolare Cinese legate soprattutto
alla sicurezza in Asia Centrale, ben presto si sono legati a interessi di natura economica;
queste ultime strettamente correlate alla necessità di favorire lo sviluppo delle regioni
interne come quella autonoma dello Xinjiang Uighur (cd. strategia «Go to West»), ed
alla strategia di diversificazione dell‟approvvigionamento di petrolio e di materie prime
in generale (dal 1990 la RPC `diventata importatore netto di petrolio).
La leadership cinese ha iniziato a corteggiare le repubbliche dell‟Asia Centrale
subito dopo la loro fondazione. Nel gennaio 1992, una delegazione di alto livello visitò

le neonate repubbliche ed in pochi giorni furono firmati una serie di accordi che
stabilivano legami diplomatici, prevenendo così ogni mossa da parte della dirigenza di
Taiwan. A partire dalla metà degli anni Novanta, funzionari cinesi hanno visitato a più
riprese le capitali di queste repubbliche promuovendo investimenti e cercando di
stimolare il commercio mediante l‟istituzione, nei confini, di zone di libero scambio.
Allo stesso tempo, Pechino ha iniziato ad investire nella diplomazia culturale e
nel suo programma di aiuti, inaugurando, con la partecipazione del presidente Hu Jintao
un Istituto Confucio pilota nell‟Uzbekistan, nel 2004; lanciando programmi per la
formazione di politici e funzionari dell‟Asia Centrale e promettendo costruzione di
infrastrutture per facilitare la viabilità tra la Cina e questi paesiiii
.
Anche gli Stati Uniti si sono interessati al nuovo scenario geopolítico dell‟Asia
Centrale (già nel 1996 Washington aveva stabilito piene relazioni con tutte le nuove
repubbliche), perciò Pechino ha deciso di non perdere tempo, agendo di recuperare un
ruolo importante in una regione sempre considerata una sorta di “retro-cortile”
dell‟Impero.
L’Asia Centrale, la nuova Via della Seta
Il crollo dell'Unione Sovietica ha causato anche il caduta delle economie locali.
Ma negli ultimi anni, Paesi come il Kazakistan, il Turkmenistan, e in misura minore
l‟Uzbekistan, hanno sperimentato un cambiamento nelle loro economie dove, per
esempio, il Kazakistan è diventato la capitale economica della regione, o il
Turkmenistan uno dei punti chiave in quanto all‟interesse di carattere energetico. La
fase post-sovietica dell‟Asia Centrala è stata caratterizzata dalla scoperta di nuovi
giacimenti. Possiamo considerare l‟Asia Centrale come la nuova “Via della Seta”.
Anche la crescita della popolazione è un fattore importante, si stima che la
popolazione supererà gli 80 millioni per la metà del XXI secolo.
Il sistema politico dell‟Asia Centrale risiede nella chiusura dei suoi sistemi
politici, autoritari e nazionalisti, fattori che favoriscono la Cina nel piano delle relazioni
internazionali con i paesi centro-asitici.
Però alla Cina non interessano solo le opportunità economiche cue l‟Asia
Centrale offre, ma anche la stabilità regionale. Le repubbliche più colpite sono il
Tagikistan e il Kirghizistan con un‟enorme massa di popolazione sbalzata a vivere al di
sotto dei livelli di sussistenzaiv
. La crescita demografica non è solo un vantaggio
di manodopera e riscossione delle imposte; è anche un problema regionale. La crescita

della popolazione acuisce i numerosi problemi ecologici (per esempio la scomparsa del
Lago d‟Aral ) e la generale scarsità di risorse idriche.
Uno dei principali problemi nella regione centro-asiatica è quella di carattere
politico che si concentra nella Valle di Fergana, dove si svolgono tutti i tipi di disordini
e proteste di massa. La forte presenza della dominata opposizione di carattere
fondamentalista islamico, sta diventando oggetto di preoccupazione soprattutto per
quanto riguarda la Cina e la sua provincia dello Xinjiang. Questo contatto diretto con le
repubbliche ex-sovietiche ha rianimato il nazionalismo degli Uiguri nella Repubblica
Popolare Cinese.
Pechino guarda all‟Asia Centrale da una duplice prospettiva: energetica e di
sicurezza. Dopo la Russia, la Cina è l‟attore internazionale più suscettibile di influire
sulla regione.
La penetrazione cinese a tutto campo si spiega alla luce delle considerazioni
strategiche che animano la politica centro-asiatica di Pechino. I cinesi infatti non si
muovono secondo una logica commerciale. Forti del supporto statale, le compagnie
nazionali non esitano a sottoscrivere accordi anche per i progetti dalla redditività più
incerta, evitati dalle compagnie occidentali. Il fine è quello di „prenotare‟ il più largo
numero di risorse in vista della costituzione di riserve nell‟ambito di un approccio di
lungo periodoiv
.
Per quanto riguarda la situazione politica, c‟è la minaccia delle rivoluzione delle
numerose minoranze etniche o dei fondamentalisti islamici in tutta l‟Asia Centrale. Da
questa preoccupazione comune nasce, dopo una serie di vertici, la Shanghai
Cooperation Organisation (SCO), istituzionalizzata nel 2001 dagli accordi siglati tra
Cina, Russia, Kazakstan, Kirghizistan e Tagikistan, che aveva tra gli obiettivi principali
il rafforzamento della cooperazione tra la Cina e i suoi vicini centro-asiatici in materia
di sicurezza. C‟è una stretta collaborazione anche nella lotta al terrorismo, estremismo e
separatismo e varie altre attività criminali di confineiii
.
La Shanghai Cooperation Organisation
Dopo la firma di una dichiarazione congiunta per l‟ammissione dell‟Uzbekistan
come nuovo membro nel 2001, viene fatta la redazione congiunta della Dichiarazione
della Shanghai Cooperation Organisation, un forum istituzionalizzato nella forma di
una organizzazione intergovernativa internazionale.

Nata con lo scopo di risolvere i contenziosi frontalieri, l‟intesa di Shanghai ha
progressivamente ampliato le proprie competenze. Sul piano della sicurezza
l‟Organizzazione fornisce un quadro per la cooperazione fra leintelligences nella
repressione dei gruppi clandestini estremisti (a tal fine è stato costituito un centro ad
hoc con sede a Taškent in Uzbekistan ) nonché per l‟organizzazione di manovre militari
congiunte di largo respiro4
.
Il problema è che all'interno dell‟organizzazione c‟è una vera competizione fra la
Cina e la Russia. Pechino, in particolare, vorrebbe sviluppare un mercato comune nella
regione, in linea con il suo desiderio di definire un equilibrio regionale.
L‟obiettivo della Carta della SCO parla di rafforzamento della fiducia reciproca,
dell‟amicizia e dei rapporti di buon vicinato; dello sviluppo di una effettiva
cooperazione negli affari politici ed economici, nel commercio, nel campo scientifico e
tecnologico, della cultura, dell‟energia, dei trasporti, della salvaguardia ambientale ed in
altri campi. Lavorare per il mantenimento della pace, della sicurezza e della stabilità
nella regione e promuovere la creazione di un nuovo ordine politico ed economico
internazionale basato sulla la giustizia e la ragione.
Fin dall‟inizio, lo SCO si è concentrato principalmente su questioni di sicurezza,
in primis sulla lotta al “terrorismo, estremismo e separatismo” diventando così la prima
organizzazione internazionale a sostenere esplicitamente la lotta contro i cosiddetti “tre
mali”: terrorismo, estremismo e separatismov
.
Il ruolo della Cina nell’Asia Centrale
La politica estera della Republica Popolare Cinese all‟indomani dei fatti di
Tian‟anmen è stata sostanzialmente difensiva e subordinata all‟imperativo di creare un
ambiente internazionale stabile per lo sviluppo del Paese. La Cina non voleva nessun
rischio di compromettere suo il futuro come grande potenza e per questo ha stabilito
rapporti di buon vicinato con i paesi vicinivi
.
Il ruolo della Cina nella macro-aerea è frutto di una paziente politica di relazioni
internazionali, prodotto della poderosa crescita economica. La fame energetica del
Paese opera sfruttando le ingenti liquidità possedute, attraverso investimenti diretti per
l‟acquisto di giacimenti centro-asiaticivii
. Per la Cina assicurarsi gli approvvigionamenti
di petrolio e diversificare le fonti energetiche è un elemento chiave della sicurezza
nazionaleviii
.

Però il governo di Pechino sta facendo, non solo, uso di investimenti economici,
ma anche di strumenti di soft power come la diplomazia culturale. Diciamo che sta
attuando un atteggiamento da grande potenza responsabile. La strategia cinese ha in
Asia Centrale una forte valenza di politica interna (per esempio, garantire la stabilità
dello Xinjiang).
-La Cina e il Kirghizistan:
Probabilmente, è la Cina la potenza più interessata al futuro politico del
Kirghizistan, considerato che la linea di demarcazione tra i due Paesi corre lungo la
sensibile provincia dello Xinjiangvii
.
Il peso economico dell Cina è l‟arma più potente di Pechino per controbilanciare
gli effetti della presenza militare degli Stati Uniti in questa regione.
Per il Kirghizistan la Cina è un partner strategico chiave nella sua politica estera,
un progetto che i cinesi vorrebbe accelerare per creare relazioni più strette. La strategia
economica della Cina per aumentare la propria presenza nel Paese cerca la stabilità del
suo vicino.
-La Cina e il Turkmenistan:
Pechino ha incrementato la sua presenza in Turkmenistan, per il semplice fatto
che questo Paese centro-asiato possiede rilevanti riserve di gas naturale. Circa 35
imprese con capitale cinese lavorano sul suolo turkmeno.
Sarebbe importante anche considerare i progetti che la Cina ha di costruire una
rete di oleodotti e gasdotti per comunicare con l‟Iran, attraverso il Turkmenistan e con
altri paesi dell‟Asia Centrale, fino ad arrivare alla Cina.
-La Cina e il Kazakhistan:
I rapporti sino-kazaki si peculiarizzano per la crescente affidabilità che ciascun
attore attribuisce al partner. Nel 2008, il Kazakistan e la Cina hanno stabilito lo
sviluppo congiunto delle riserve di petrolio e gas nella cornice continentale del Mar
Caspiovii
.

Dobbiamo considerare che il Kazakhistan è diventato una potenza emergente e,
inoltre, è considerata come la capitale economica della regione. Il governo kazako
possiede il 15% delle riserve mondiali di uranio,miniere d‟oro, ingenti riserve di gas, di
petrolio e la sua enorme capacità sull‟estrazione di idrocarburi.
Pero tutto questo la Cina è diventata il maggior investitore in Kazakhistan
comprando materie prime a cambio di manifatture a basso prezzo.
I rapporti politici sono ogni giorno più stretti. Durante il Summit della SCO ad
Astana nel mese di luglio 2005, la Cina ed il Kazakistan firmarono un “accordo di
parternariato strategico”. Motivo fondante dell‟accordo era il forte sostegno di Pechino
al “principio di stasi politica” in opposizione a quello di cambiamento di regime
sostenuto dagli Stati Unitiix
.
-La Cina e l’Uzbekistan:
La Cina è divenuta il primo partner economico dell‟Uzbekistan. Questo Paese è
diventato un‟area importatissima anche perché i gasdotti tra il Turkmenistan e la Cina
transita in territorio uzbeko.
Pechino ha iniziato ad investire nella diplomazia culturale e nel suo programma
di aiuti, inaugurando, con la partecipazione del presidente Hu Jintao un Istituto
Confucio pilota nell‟Uzbekistan nel 2004; lanciando programmi per la formazione di
politici e funzionari dell‟Asia Centrale e promettendo costruzione di infrastrutture per
facilitare la viabilità tra la Cina e questi paesi.
-La Cina e il Tagikistan:
Come nelle altre repubbliche dell‟Asia Centrale, i rapporti del Tagikistan con la
Cina sono consolidati dalla presenza economica cinese nel Paese nella sfera delle
materie prime minerarie. Il Tagikistan rimane il quarto maggiore esportatore di cotone
nel mondo, dove tra i principali mercati di sbocco vi è la Cina.
Conclusioni
Attualmente l‟Asia Centrale ha una importanza fondata sulle ricchezze naturali
della regione e anche vitale per la sicurezza regionale. Nel “centro de la Terra” si svolge
un gioco di influenza che nessun paese vuole perdere. La presenza cinese è ogni giorno
più presente nella regione centro-asiatica dove, con il ritiro graduale degli USA, la

mancata diplomazia europea non connessa a un livello politico-decisionale e la
competizione con Mosca, sta diventando il principale partner dell‟Asia Centrale. La
Cina ha compiuto molti passi importanti nell‟esercizio responsabile del suo soft power
sostenendo la crescita economica in Asia Centrale. La tradizionale avversione di
Pechino a interferire nella politica interna degli altri paesi e la sua capacità per
sviluppare una diplomazia economica, ha permesso alla Cina di accumulare una grande
influenza in tutta l‟area centro-asiatica, al punto, come diceva la professoressa Barbara
Onnis, di parlare di una centralità ritrovatax
.
