Cultural Regeneration is a Cameroonian non-profit that uses music to fight corruption. It partners with Jeunesse Musicales International and the World Bank Institute on the "Fair Play" project, which engages youth in composing and producing anti-corruption music videos. The top three videos selected receive a live performance opportunity. The project aims to change attitudes towards integrity and accountability. Corruption has severe negative impacts in Cameroon and beyond. However, music has historically inspired social change, making it a suitable vehicle to spread an anti-corruption message to youth. Initial results include increased positive values and over 100,000 Cameroonian youth reached.

The presentation covers both the topics “COMMUNITY RADIO – RADIO ACTIVISM AND GRASSROOTS RADIO” and “RADIO AND THE WORLD WIDE WEB”. Contents of this presentation include the background of the organization; specifically in its radio and Internet experiences as an effective means of reaching out to the community; the breakthroughs of the organization on its media projects and it’s pioneering activities in the field of Youth Media. VOTY has been given free airtimes by radio stations that truly believe in our advocacies and mission to the Filipino Youth. This is a proof of how worthy our cause has been throughout the years. VOTY believes that the synergy of radio and Internet would create a more powerful impact. Both technologies would compliment one another in providing better services and realizing the organization’s goals. Radio should not be threatened by emerging technologies like podcast, and this paper would precisely prove that. Young people have always been a powerful, moving force. They are no longer potentials but people that already made things possible.

Empowerment initiative. This year, the theme for International Youth Day is “Safe Spaces for Youth”.
This refers to civic spaces, physical public spaces and digital spaces which allow young people to engage
in decision making, participate fully in their communities and interact virtually with others across
borders. In order for young people to be able to effectively contribute to social and economic
development, it is crucial that these spaces are inclusive of all youth.
In many countries in the Asia-Pacific region, as in the rest of the world, youth are effectively excluded
from decision making and political forums, and their access to and participation in public spaces is
restricted. This is particularly true for young women and other marginalised youth, and further
entrenches existing social tensions and inequalities.

INTRODUCTION:
Jeunesse Musicales International is the World’s largest youth and musical
Network with 66 years of working experience. With its headquarters in Belgium,
it has current member organizations in 45 countries, contacts organizations in
another 35 countries with CULTURAL REGENERATION being its representative in
Cameroon and the Central African Region.
MISSION:
It has as mission to help young people develop through music using its
international projects like Jazz Camps, Ethno Camps, Young Audience, World
Youth Choir, Imagine Festivals and FAIR PLAY.
PROGRAMME DESCRIPTION:
Jeunesse Musicales International (JMI) collaborating with the World Bank
Institute gets its members worldwide to partner with the project so as to get
young music minds involved in the project. It begins with the creation of the
project’s website where every information concerning the project can be gotten.
The youths are involved using the means available. In Cameroon, we go to
school, churches, Radio and T.V Stations,posters,use the internet (emails) and
also by word of mouth. Young musicians and bands who catches the vision move
straight to work by composing and coming up with video tracts on anti-
corruption. The videos are then uploaded to the project’s website for online
voting. At the end of this process, the best three videos are selected by the Jury
being put in place by JMI and the World Bank Institute. They are given the
opportunity to perform a live concert in a chosen country organized by JMI and
the World Bank Institute. Furthermore they are also given an opportunity to a
studio production which put them on an advantage to meet and share ideas with
World Class established music Icons. At this point, they are exposed to
international media hence an occasion for them to be heard and seen world wide
meeting up with JMI’s mission to develop young people through music. The
target group of the project are the youths because they are considered to be
leaders of tomorrow. Therefore they should be schooled to shun corruptive
practices.
PURPOSE AND NEEDS:
The main purpose of the project is to change the mind set of the population of
the world towards embracing basic virtues like integrity, transparency,
accountability and honesty in order to guarantee societies where each individual
could perform his/her innate responsibility to God and to humanity.
PROBLEM STATEMENT:
3. There is so much tears in the eyes of individuals and families due to the
devastating effects of corruption. Individuals especially in rural areas have been
denied access to good health, potable water, goad roads and quality education
because they do not have someone to speak for them in government offices.
Corruption causes unemployment, poverty and general hardship, a function of
the fact that the wealth of our nation is being embezzled by just a few powerful
capitalists politicians, administrators, the civil society and even the clergy. A case
in point is Africa where 60 % of the population still live below the poverty line
while their leaders live in affluence and magnificent with thousands of dollars in
their bank accounts. In Cameroon for instance, according to the recent IMF
report for 2011, 40 % of its inhabitants are unemployed while a couple of
leaders languish in various prisons across the country for embezzling billions of
FRS CFA stocked in foreign banks. However, corruption is manifested in every
area of our life i.e. in schools, government offices, banks, hospitals, shops, family
just to name a few.
RATIONALE:
From time immemorial, music has always been a vehicle of mobilization towards
behavioral change and change of mentality. The pivotal role of music in the
dismantling of appetite in South Africa cannot be over emphasized. Equally,
music has been instrumental in the breaking down of socio-cultural and racial
barriers in the history of America. It can therefore not be denied that with the
vision FIAR PLAY has and being consistent and systematic as it is, stands a great
chance of breaking the vice of corruption to a very wide margin and inspire
positive change. Culreg could not resist being a tool in this success story.
RESULTS:
- There have been increased love and peaceful coexistence as individuals
tend to realize the essence of living.
- It has promoted basic values of truth and better accountability.
- A great number of Cameroonian youths were touched about 100.000 of
them.
- The corruption song is now very popular in Cameroon as youths who were
able to catch the corruption message stick to it. The corruption song was
sang in English, French and the local pidgin languages respectively so that
every Cameroonian could get the corruption message.
