2. Executive Summary
• 1. Initial Situation: Bad education in high schools, lack of motivation of
young -> educational system in Germany is in federal responsibility -> no
unique approach, few innovative solutions -> public schools can not
overcome the problem -> no offer by private schools either as no financial
interest -> insufficient qualification of young -> High unemployment &
many vacancies -> major economic and social problem for Germany and
EU
• 2. Solution: Offer a private school with intense coaching-programs that will
catch-up the necessary education and prepare for the job
• 3. Implementation: The summer school program will be paid by the
company where the student will do his education – these expenses will be
reimbursed by the government
• 4. Advantages: Rising the qualifications and boosting the motivation of the
young. Decreasing unemployment and empowering the economy
• 5. Next Steps: Prepare the operative phase starting in October 2013,
3. 1. Problem
• 430.00 young people (15-24) unemployed(= 9,1%)
• 198.000 places not occupied at the end of the school-year
• 75.000 places remain unoccupied
• Reasons:
– Mostly due to inadequate qualification (high-school education catastrophic)
– Additionally young people not motivated to take jobs with harder conditions
• Problems:
– Companies can not reply to new projects and thus suffer opportunity-costs
– Slow extinction of smaller companies due to lack of employees to replace the retired
– Economic and social disadvantages for the whole country
– Major problem for European Union: 20 % unemployed – Spain even 45% of youths
• Many companies offer services to match the two groups. Primarily by internet
databases. The real problems for unemployment and open places are not
addressed by the private sector. Governmental programs are not efficient

The “Bundesinstitut für Berufsbildung “ – the national institute for technical
education considers the following steps to be best to solve the problem. The

• Oct: Establish partnership with NGOs (e.g. Teach First, Rock your live) and
media. Search for Summer School Location – first contact with companies
• Nov: Promotion of the program at schools. Negotiations with companies
• Dec: Decision about the companies and location
• Jan: Concrete preparation of the summer-school in June. Decision on the
people in charge. Administrative procedures
• Feb: Selection of the 50 Finalists based on mid-term grades and
applications. Final selection of the 20 students by individual discussion
