The document discusses defining gap funding and its role in addressing the shortage of early-stage capital available to transition university research and startups to commercialization. It presents a model of the innovation capital landscape that shows a gap between traditional sources of funding and the needs of research institutions. Gap funding programs created by research institutions are uniquely positioned to address this gap. The document defines four primary types of gap funds - translational research, proof of concept, startup formation, and startup growth funds - that target different stages of the innovation process.
This document discusses using financial incentives to increase HIV testing uptake and reduce risk behaviors among men in South Africa. It presents data from two organizations, Desmond Tutu HIV Foundation and Indlu Yegazi, that provide incentives for HIV testing. Men receiving incentives through these programs had higher rates of first-time testing, overall testing, and HIV positivity. The document reviews theories of behavior change and economics that may explain why incentives are effective. It also evaluates the ethics of using incentives and models the potential cost-effectiveness of incentive programs through averting new HIV infections. The author concludes that incentives appear effective for increasing testing but their ability to promote sustained behavior change requires more research.

This dissertation explores factors influencing cycling uptake as a form of active transport among emerging adults in Edinburgh. A mixed methods approach was used, including interviews with upstream, midstream, and downstream individuals to identify 21 factors within personal, social, and environmental themes. A subsequent online questionnaire considered these factors more broadly. Results found inconsistencies between policymakers and emerging adults, with few gender differences but significant differences across the stages of change model for 12 of the 21 factors, suggesting initiatives addressing these could increase cycling uptake. The study provides insight but has limitations due to sampling, and more research is needed across locations to better inform transport policies and campaigns.

The 2011 edition of The National Biometrics Challenge updates the 2006 National Science and Technology Council (NSTC) report of the same name. This new report provides an overview of current challenges related to strengthening the scientific foundation of biometrics and improving identity-management system capabilities. It clarifies biometrics-related priorities for Federal agencies and provides context for non-governmental entities considering collaborations with agencies as private-sector partners. This report’s recommendations are based on analyses provided in two key National Research Council reports, a National Science Foundation workshop and two workshops organized by the NSTC Subcommittee on Biometrics and Identity Management specifically designed to gather input for this report.
