    Blue Ribbon Program Three BlueRibbon Benefits 1. Discounts. Once you finish your first 3 courses you are eligible for a $500 per course discount for your next three classes. 2. Referrals. If you recommend someone to Capitol, they apply, are accepted and enroll in a course, you will receive 1 free course. 3. Cancellation Assistance.
