Cooperation For Foreign
Information Access
This program provides grants to institutions of higher
education and public or nonprofit libraries to develop
innovative techniques or programs using new electronic
technologies to collect information from foreign sources.
The grants may be used to access, collect, organize, preserve,
and widely disseminate information on world regions and
countries other than the U.S. that address our nation’s
teaching and research needs in international education
and foreign languages.

Access to the World and Its Languages

This program provides grants to institutions of higher education, consortia of such institutions, or partnerships
between nonprofit educational organizations and
institutions of higher education. The grants may be used to
plan, develop, and carry out programs to strengthen and
improve undergraduate instruction in international studies
and foreign languages.

Access to the World and Its Languages
Overseas Programs
Under the Fulbright-Hays Act, IEPS administers four overseas
programs that provide a variety of grants to individuals and
institutions of higher education for projects in foreign
languages and area studies.

Fulbright-Hays Doctoral Dissertation
Research Abroad
This program provides grants to institutions of higher
education to fund doctoral students to conduct research
in other countries in modern foreign languages and area
studies for periods of six to 12 months.

Fulbright-Hays Faculty Research
Abroad
This program provides grants to institutions of higher
education to fund faculty to maintain and improve their
area studies and language skills by conducting research
abroad for periods of three to 12 months.

Fulbright-Hays Group Projects Abroad
This program provides grants for overseas projects in
training, research, and curriculum development in modern
foreign languages and area studies by teachers, students,
and faculty engaged in a common endeavor. Projects may
include short-term seminars, curriculum development,
group research or study, or advanced intensive language
programs. Eligible applicants are institutions of higher
education, state departments of education, private nonprofit
educational organizations or combinations thereof.

Fulbright-Hays Seminars Abroad
Program and Special Bilateral
Projects
This program provides opportunities for U.S. educators in the
social sciences and humanities to participate in short-term study
and travel seminars abroad for the purpose of improving their
understanding and knowledge of other cultures.There are
approximately seven to 10 seminars with 14 to 16 participants in
each seminar annually. Seminars are four to six weeks in duration.

Domestic International Education
Programs
Under Title VI of the Higher Education Act, IEPS administers 10
domestic programs that provide a variety of grants to institutions of higher education, nonprofit organizations, and individuals for projects in foreign languages, area or international
studies, and international business.

American Overseas Research Centers
This program provides grants to consortia of institutions of higher
education to establish or operate overseas research centers that
promote postgraduate research, exchanges, and area studies.

Business and International Education
This program provides grants to institutions of higher education who enter into an agreement with a trade association,
business or both to improve the academic teaching of the
business curriculum and to conduct outreach activities that
expand the capacity of the business community to engage
in international economic activities.

Business Education
This program provides grants to schools of business for
curriculum development, research, and training on issues
of importance to U.S. trade and competitiveness.

awards to colleges and universities to assist graduate students in
foreign language and either international studies or area studies.

This program provides a single grant to assist a consortium
of colleges and universities to establish an institute designed
to increase the representation of minorities in international
service, including private international voluntary organizations and the Foreign Service of the United States.
