AATFNigeria has established a regulatory framework and committees to oversee modern biotechnology and biosafety. Confined field trials have been conducted for biofortified cassava, cowpea, and sorghum. Communication activities aim to raise awareness, provide information to stakeholders, and encourage debate. Workshops, press events, and field days have helped sensitize parliamentarians, media, and the public. While progress has been made dampening anti-GMO sentiments and passing biosafety legislation, inadequate funding remains a challenge to communication efforts.

Ghana has comprehensive biosafety legislation in place to regulate genetically modified crops. The legislation allows for handling of GM crops up to commercial release. Burkina Faso is the only country in West Africa currently growing a GM crop (Bt cotton) commercially. Ghana developed its biosafety laws over many years with input from various stakeholders and assistance from international partners. The laws establish a regulatory framework and approval process to ensure the safe development and release of GM crops based on scientific evidence and risk assessments. Further research is still needed to guide biosafety guidelines.

Biodiversity Informatics in South Africa, as in other parts of the world, is a young and dynamic field of science, which translates into an enormous challenge for biodiversity scientists. Understanding mechanisms for information sharing in this landscape has been successful over time. The South African National Biodiversity Institute, houses the GBIF Node, and supports a knowledge-management platform, which makes biodiversity data freely and openly available. The South African Biodiversity Information Facility (SABIF) is a major publisher of biodiversity data, making >11.5 million biodiversity data records available, from a growing network of more than 15 organisations, to the global scientific community. Data standards such as the Darwin Core, and protocols such as TAPIR and the Integrated Publishing Toolkit have been used. Data sharing takes place through both funded and non-funded mechanisms, to initiate digitization activities. A comprehensive policy framework has also been put in place by SANBI, to enable data sharing which takes into account intellectual property rights, citations and sensitive data. The scope of data of types being mobilized is increasing through the Foundational Biodiversity Information Programme with species, specimens, observation, images and molecular data being mobilised, and made accessible. The Information Architecture is evolving to support these data types and to ensure that relevant data can be accessed efficiently in support of science, policy and decision making.

The Nagoya Protocol on Access and Benefit sharing is an international agreement that became effective in 2014, whose objective is "the fair and equitable sharing of the benefits arising from the utilization of genetic resources". It requires users to obtain authorization from the country of origin before accessing a genetic resource and to negotiate the terms and conditions of its use.
While the intention of the Protocol is to contribute to the sustainable use of biodiversity, its application to the field of infectious pathogens has resulted in increased bureaucracy, which makes it difficult to share strains and sequences. This red tape hampers innovation in the field of vaccines against FMD and other transboundary diseases (FAST) and it is ultimately detrimental for disease control and pandemic preparedness.
The Pandemic Influenza Preparedness (PIP) framework could be used as example of a framework that facilitates rapid sharing of virus strains, sequences and information. The veterinary scientific community and the international organizations needs to come together to define a similar innovative framework for FAST animal pathogens and ultimately exclude them from the scope of the Nagoya Protocol.

Ghana has comprehensive biosafety legislation in place to regulate genetically modified crops. The legislation allows for handling of GM crops up to commercial release. Burkina Faso is the only country in West Africa currently growing a GM crop (Bt cotton) commercially. Ghana developed its biosafety laws over many years with input from various stakeholders and assistance from international partners. The laws establish a regulatory framework and approval process to ensure the safe development and release of GM crops based on scientific evidence and risk assessments. Further research is still needed to guide biosafety guidelines.

Biodiversity Informatics in South Africa, as in other parts of the world, is a young and dynamic field of science, which translates into an enormous challenge for biodiversity scientists. Understanding mechanisms for information sharing in this landscape has been successful over time. The South African National Biodiversity Institute, houses the GBIF Node, and supports a knowledge-management platform, which makes biodiversity data freely and openly available. The South African Biodiversity Information Facility (SABIF) is a major publisher of biodiversity data, making >11.5 million biodiversity data records available, from a growing network of more than 15 organisations, to the global scientific community. Data standards such as the Darwin Core, and protocols such as TAPIR and the Integrated Publishing Toolkit have been used. Data sharing takes place through both funded and non-funded mechanisms, to initiate digitization activities. A comprehensive policy framework has also been put in place by SANBI, to enable data sharing which takes into account intellectual property rights, citations and sensitive data. The scope of data of types being mobilized is increasing through the Foundational Biodiversity Information Programme with species, specimens, observation, images and molecular data being mobilised, and made accessible. The Information Architecture is evolving to support these data types and to ensure that relevant data can be accessed efficiently in support of science, policy and decision making.

The Nagoya Protocol on Access and Benefit sharing is an international agreement that became effective in 2014, whose objective is "the fair and equitable sharing of the benefits arising from the utilization of genetic resources". It requires users to obtain authorization from the country of origin before accessing a genetic resource and to negotiate the terms and conditions of its use.
While the intention of the Protocol is to contribute to the sustainable use of biodiversity, its application to the field of infectious pathogens has resulted in increased bureaucracy, which makes it difficult to share strains and sequences. This red tape hampers innovation in the field of vaccines against FMD and other transboundary diseases (FAST) and it is ultimately detrimental for disease control and pandemic preparedness.
The Pandemic Influenza Preparedness (PIP) framework could be used as example of a framework that facilitates rapid sharing of virus strains, sequences and information. The veterinary scientific community and the international organizations needs to come together to define a similar innovative framework for FAST animal pathogens and ultimately exclude them from the scope of the Nagoya Protocol.

Bram Verhoef, Head of Machine Learning at Axelera AI, presents the “How Axelera AI Uses Digital Compute-in-memory to Deliver Fast and Energy-efficient Computer Vision” tutorial at the May 2024 Embedded Vision Summit.
As artificial intelligence inference transitions from cloud environments to edge locations, computer vision applications achieve heightened responsiveness, reliability and privacy. This migration, however, introduces the challenge of operating within the stringent confines of resource constraints typical at the edge, including small form factors, low energy budgets and diminished memory and computational capacities. Axelera AI addresses these challenges through an innovative approach of performing digital computations within memory itself. This technique facilitates the realization of high-performance, energy-efficient and cost-effective computer vision capabilities at the thin and thick edge, extending the frontier of what is achievable with current technologies.

Dandelion Hashtable: beyond billion requests per second on a commodity server
This slide deck presents DLHT, a concurrent in-memory hashtable. Despite efforts to optimize hashtables, that go as far as sacrificing core functionality, state-of-the-art designs still incur multiple memory accesses per request and block request processing in three cases. First, most hashtables block while waiting for data to be retrieved from memory. Second, open-addressing designs, which represent the current state-of-the-art, either cannot free index slots on deletes or must block all requests to do so. Third, index resizes block every request until all objects are copied to the new index. Defying folklore wisdom, DLHT forgoes open-addressing and adopts a fully-featured and memory-aware closed-addressing design based on bounded cache-line-chaining. This design offers lock-free index operations and deletes that free slots instantly, (2) completes most requests with a single memory access, (3) utilizes software prefetching to hide memory latencies, and (4) employs a novel non-blocking and parallel resizing. In a commodity server and a memory-resident workload, DLHT surpasses 1.6B requests per second and provides 3.5x (12x) the throughput of the state-of-the-art closed-addressing (open-addressing) resizable hashtable on Gets (Deletes).

Apps Break Data
How information systems are built or acquired puts information, which is what they should be about, in a secondary place. Our language adapted accordingly, and we no longer talk about information systems but applications. Applications evolved in a way to break data into diverse fragments, tightly coupled with applications and expensive to integrate. The result is technical debt, which is re-paid by taking even bigger "loans", resulting in an ever-increasing technical debt. Software engineering and procurement practices work in sync with market forces to maintain this trend. This talk demonstrates how natural this situation is. The question is: can something be done to reverse the trend?
Mutation Testing for Task-Oriented Chatbots
Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

The expansion of AI services necessitates enhanced computational capabilities on edge devices. Temporal Event Neural Networks (TENNs), developed by BrainChip, represent a novel and highly efficient state-space network. TENNs demonstrate exceptional proficiency in handling multi-dimensional streaming data, facilitating advancements in object detection, action recognition, speech enhancement and language model/sequence generation. Through the utilization of polynomial-based continuous convolutions, TENNs streamline models, expedite training processes and significantly diminish memory requirements, achieving notable reductions of up to 50x in parameters and 5,000x in energy consumption compared to prevailing methodologies like transformers.
Integration with BrainChip’s Akida neuromorphic hardware IP further enhances TENNs’ capabilities, enabling the realization of highly capable, portable and passively cooled edge devices.
