Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Forsvarschefens rolle og ansvar i forhold til materielplanlægning
Forsvarschefen er ansvarlig for og godkender det såkaldte prioriteringsdirektiv på
materielområdet, som prioriterer erstatningsanskaffelser og anskaffelser af nye kapaciteter.
Direktivet udarbejdes på grundlag af de politiske aftaler om forsvaret og – for efterfølgende år
– forsvarets udviklingsvirksomhed.
Forsvarschefen godkender ligeledes den mere detaljerede planlægning af materielanskaffelser
og materieldrift, der sker på grundlag af prioriteringen.
Forsvarschefen har ansvar for opstillingen af de militærfaglige krav til nyt materiel og dermed
indflydelse på beslutninger om materielanskaffelser.
Forsvarschefen har ansvar for gennemførelsen af materielvedligeholdelsen i forsvaret.

Forsvarschefens rolle og ansvar i forhold til økonomistyring mv.
Forsvarschefen er ansvarlig for budgettet for Den Værnsfælles Forsvarskommando med
underlagte myndigheder, enheder, stabe og skoler mv. (herunder produktion og indsættelse
af styrker).
Forsvarschefen skal have den værnsfælles og værnsspecifikke stabsstøtte, der er nødvendig
for at kunne formulere den militærfaglige rådgivning, som bl.a. vil skulle ligge til grund for den
overordnede planlægning og økonomistyring, herunder af støtteproduktionen. Hertil kommer
den stabsstøtte på det økonomiske område, der er nødvendig for at varetage budgetansvaret.
Forsvarschefen vil i kraft af sin funktion som den øverste militærfaglige rådgiver skulle
inddrages og på den måde have direkte indflydelse på den del af støttevirksomheden, som det
operative område trækker på. Forsvarschefens militærfaglige rådgivning vil således være en
væsentlig faktor i planlægningen og ressourceallokeringen til støttevirksomheden til bl.a.
forsvarets udsendte styrker samt i afstemningen af planer og den efterfølgende
gennemførelse mellem det operative område og støtteproduktionen.
Overordnet planlægning og ressourceallokering sker i departementet inden for rammerne af
de politiske aftaler om forsvaret og udmøntningen heraf i finanslov mv. På det grundlag
udarbejder departementet udkast til den mere detaljerede planlægning i form af flerårigt
budget og plan/årsprogram samt årlige resultatkontrakter, som forhandles og indgås med
koncernens myndighedschefer, herunder forsvarschefen.
Forsvarschefen vil bistået af sin stab omsætte sin økonomiske ramme til handleprogrammer,
som vil være styrende for underlagte enheder stabe og skoler.
Forsvarschefen vil således være ansvarlig for Den Værnsfælles Forsvarskommandos samlede
budget og opgaveløsning og vil i den forbindelse skulle sikre, at underlagte myndigheder,
enheder, stabe og skoler m.v. løser de pålagte opgaver inden for de ressourcemæssige
rammer og bidrager til løbende at effektivisere opgavevaretagelsen og ressourceanvendelsen.

Strategiske materielprojekter
Strategiske materielprojekter kan både være erstatningsanskaffelser og nyanskaffelser.
Der vil typisk være tale om projekter, hvis omfang (i forhold til forsvarets samlede kapaciteter
og/eller økonomisk), risiko eller betydning i øvrigt er af en sådan karakter, at der er grund til
at sikre en tæt styring samt kobling til det politiske niveau, herunder for at sikre den relevante
forligskredsinddragelse.
Forsvarsministeriets departement vil bl.a. sikre styringen ved at varetage formandskabet i
styregrupperne for de pågældende projektorganisationer. Der kan også etableres en særskilt
organisation, som det aktuelt er tilfældet med Nyt Kampfly Program, som er en del af
departementet. Det beror på en konkret vurdering i hvert enkelt tilfælde.
Forligskredsen orienteres løbende om hvilke projektorganisationer, der etableres i forbindelse
med strategiske materielprojekter.

Forventede effekter på antallet af militære chefstillinger i ledelsen af forsvaret
Det er forventningen, at den øverste ledelse vil omfatte ca. 9 generalstillinger mod 14 i den
nuværende struktur (inklusiv chefen i den kommende Specialoperationskommando).
Det svarer til en reduktion i antallet af stillinger på generalsniveau på ca. 35 %.
De øvrige militære stillinger i ledelsen af forsvaret vil også blive reduceret, idet det er
forventningen, at reduktionen af militære chefstillinger vil være procentuelt højere end
reduktionen af øvrige militære stillinger. For militære chefstillinger opstilles derfor en
målsætning om en reduktion på ca. 30 %, mens reduktionen af øvrige militære stillinger
forventes at være på mellem 15 og 20 %.
Den endelige fastlæggelse af antallet vil bero på den endelige organisering, ligesom
stillingernes niveaumæssige indplacering vil skulle aftales med den forhandlingsberettigede
organisation.

Forsvarets Auditørkorps
Den militære anklagemyndighed, Forsvarets Auditørkorps, er organiseret med to instanser,
hvor auditørerne modsvarer statsadvokaterne og politidirektørerne, og generalauditøren
modsvarer rigsadvokaten. Forsvarsministeriet gennemfører i samarbejde med
Justitsministeriet en analyse af, hvilke muligheder der er for at styrke uafhængigheden i
behandlingen af militære straffesager, herunder eventuelt gennem en overførsel af opgaver til
den civile anklagemyndighed. Analysen skal beskrive de afledte konsekvenser heraf, herunder
organisatoriske, ansættelsesmæssige, lovgivningsmæssige, økonomiske mv. Der skal i
analysen desuden foretages en vurdering af den fremtidige geografiske placering af Forsvarets
Auditørkorps.
Analysen forelægges forsvarsforligskredsen i juni 2014 til politisk beslutning.
