Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

labuhan Indonesia (Pelindo) II. Hari itu,
Lino memenuhi panggilan KPK. Menge
nakan setelan jas hitam dengan kemeja
putih, Lino datang sendirian. Dia me
nenteng berkas tanpa menggunakan tas.
Menurut Juru Bicara KPK, Johan
Budi SP, kedatangan Lino itu terkait
dengan dugaan penyimpangan dalam
pengadaantigaquaycontainercrane(QCC)
pada tahun 2010, yang diperuntukkan
bagi tiga pelabuhan di bawah Pelindo II,
yaitu Pelabuhan Panjang (Lampung),
Pelabuhan Boom Baru (Palembang), dan
Pelabuhan Pontianak.
Selepas diperiksa selama 11 jam,
Lino pun memberikan laporan ke
Menteri BUMN, Dahlan Iskan, via SMS.
Sudah menjadi kebiasaan Lino, setiap
ada masalah atau ada keberhasilan terkait
dengan tugasnya dalam menakhodai
Pelindo II, ia selalu memberikan laporan
kepada menteri terkait, seperti Menteri
BUMN dan Menteri Perhubungan, EE
Mangindaan. Kali ini pun Lino harus
melaporkan hal ihwal pemeriksaannya
di KPK. “Ya, aku kan minta penjelasan,
kan saya atasannya, lalu dia SMS.
Dari penjelasannya memang tidak ada
masalah,” kata Dahlan Iskan.
Dalam laporan itu, Lino men
jelaskan bahwa sejak memimpin Pelindo
II tahun 2009, dirinya berhasil me
ningkatkan kinerja di beberapa pe
labuhan sehingga labanya meningkat. Ia
juga melaporkan, pengadaan beberapa
peralatan di beberapa pelabuhan itu
harus mengambil jalan pintas, seperti
melakukan penunjukan langsung, karena
pelelangan yang dilakukan selalu gagal.
Namun, prestasinya itu berujung pada
tuduhan penyimpangan, yang membuat
nya diperiksa penegak hukum. Karena
itulah, ia menyadari banyak orang tidak
suka pada keberhasilannya. “Biasalah,
di Priok itu kan banyak yang nggak suka.
Orang kirim surat kaleng, surat ngelapor,
itu biasa,” kata Lino setelah keluar dari
Gedung KPK, Kuningan, Jakarta.
Lino menegaskan, semua pe
labuhan yang diberikan peralatan baru,
keuntunganya jadi berlipat. Pelabuh
an Panjang, misalnya. Pada 2009 pen
dapatannya di bawah Rp 100 milyar,
dengan keuntungan Rp 30 milyar. Setelah
ada kebijakan penambahan peralatan,
seperti crane untuk bongkar muat, tahun
lalupendapatannyahampirRp400milyar,
untungnyadiatasRp100milyar.Aktivitas
di pelabuhan juga lebih lancar, tidak ada
kapal yang menunggu terlalu lama.
Kepada Gatra, pada Rabu dua
pekan lalu, Lino juga mengakui adanya
perintah darinya untuk melakukan pe
nunjukan langsung dalam proyek penga
daan crane berkapasitas 40 ton itu. Alasan
nya, kebutuhan yang mendesak di tiga
dermaga tersebut. “Kalau tidak ada te
robosan, tidak pernah dimulai,” katanya.
Awalnya, Pelindo II memang mem
buka tender. Namun, hanya satu yang
memasukkan penawaran, yaitu PT Barata
Indonesia. Perusahaan BUMN yang
bergerak di manufaktur industri ini juga
memberikan penawaran di atas harga
owner estimate, terlalu tinggi dari yang
disyaratkan panitia pelelangan.
Karena khawatir tidak ada pe
nawaran melalui tender, Lino pun me
mutuskan untuk mengundang per
usahaan dari luar agar memberikan
penawaran harga dan spesifikasi crane
yang dibutuhkan. “Kita minta semua
onderdilnya dari Jerman,” kata Lino.
“Soal penunjukan langsung, itu juga
diperbolehkan oleh aturan perusahaan.”
Ketika itu ada tiga perusahaan
yang memasukkan penawaran: Wuxi
Hua Dong Heavy Machinery Co. Ltd
(HDHM), dan Shanghai Zhenhua
Heavy Industries Company Limited
(ZPMC), keduanya dari Cina. Penawar
satu lagi Doosan dari Korea Selatan. Di
antara ketiga perusahaan itu, HDHM-
lah yang memberikan penawaran paling
murah. HDHM juga menyodorkan pe
nawaran crane twin lift atau dua lengan
yang harganya masih di bawah harga
persyaratan. Singkat cerita, HDHM pun
dinyatakan sebagai pemenang, dan di
minta memasok QCC twinlift yang di
tawarkannya.
Setahun kemudian, tender pun
kembali dilakukan untuk pengadaan crane
yang sama. HDHM kembali menjadi
pemenang, meski harganya lebih tinggi
US$ 1 juta. Namun, perusahaan ini tetap
memberikan harga yang paling murah di
antarapesertatenderyanglain.“Jadi,tidak
ada kerugian negara. Yang ada proyek itu
memberikan keuntungan. Kalau ada yang
mau disalahkan ya, saya tanggung jawab,”
ujar Lino.
Lino menuduh, semua persoalan
belakangan ini adalah hasil kerja orang-
orangyangtidaksukakepadanya.Diapun
menunjuk dalang di belakang masalah
ini, selain serikat pekerja juga mantan
Direktur keuangan Dian M. Noer. “Saya
tahu, karena dia sudah memberikan
keterangan di KPK,” ujar Lino.
Dian memang pernah bermasalah
dengan Lino terkait dengan pengadaan
crane itu. Saat itu, sebagai direktur
keuangan, Dian menolak membayar
sebesar US$ 3 juta kepada HDHM atas
pembelian QCC yang dibeli Pelindo
II. Menyikapi penolakan itu, Lino pun
bergerak sendiri. Ketika Dian sedang
cuti, Lino memerintahkan pembayaran.
Setelah itu, Dian pun dicopot.
Soal tuduhan bahwa dirinya men
jadi dalang masalah ini, Dian M. Noer tak
mau menanggapi secara panjang lebar.
“Terserah dia mau ngomong apa,” katanya.
Dian tak mau menjelaskan alasan dia tak
mau membayar tagihan pengadaan QCC,
saat itu.
Dari Nota Dinas Direktur Ke
uangan pada Juni 2010, yang salinan
nya didapat Gatra, alasan Dian tak mau
membayar ketika itu karena proyek
tersebut tidak sesuai dengan prosedur
dan bisa menimbulkan gugatan hukum di
kemudian hari, karena proses pengadaan
yang lemah.
Pencopotan direktur keuangan
terjadi lagi setahun kemudian. Ketika itu
Cipto Pramono, yang ditunjuk sebagai
direktur keuangan merangkap direktur
personalia dan umum, mengundurkan
diri karena menolak membayar tagihan
PT Telkom, sebagai pelaksana proyek
layanan teknologi komunikasi informasi
(ICT). Pengunduran diri Cipto diikuti
peletakan jabatan sekitar 33 karyawan
setingkat manajer di tubuh Pelindo II.
Namun Direksi Pelindo II meng
anggap mereka mengundurkan diri dari
status karyawan Pelindo II. Lewat surat,
33 orang itu pun diberhentikan. Surat
keputusan PHK langsung dikirim ke
rumah masing-masing. “Padahal kita
hanya meletakkan jabatan, tidak ada yang
berniat resign,” kata Hendra Budhi, salah
satu pejabat yang dipecat.
Kejadian ini memicu kekisruhan
di dalam tubuh Pelindo II. Sekitar 912
karyawan dari 2.500 pegawai mengajukan
mosi tidak percaya. Serikat Pekerja
Pelabuhan Indonesia (SPPI) II juga
mengirim surat kepada Menteri Dahlan
Iskan agar Lino dicopot. Beberapa bukti
mereka sodorkan. Di antaranya, masalah
penggunaan fasilitas kendaraan yang
dipakai secara pribadi oleh istri RJ Lino,
Betty Sastra. Juga penggunaan uang
perusahaan untuk biaya pengobatan
adik RJ Lino, Yan Lino, di Rumah Sakit

Pelabuhan Jakarta, senilai Rp 95 juta.
Gerakan ini sempat menjadi
perhatian media masa pada Desember
lalu.Memantikrumoradanyapemogokan
besar-besaran yang melumpuhkan
dermaga bongkar-muat. Saat dimintai
konfirmasi Gatra ketika itu, Lino hanya
menjawab,“Lihatsajasemuaprosesdisini
berjalansepertibiasa.Tidakadakomplain
dari pemakai jasa di sini.”
Laporan itu ternyata juga sudah
ditindaklanjuti Deputi Kementerian
BUMN Bidang Infrastruktur dan
Logistik. Hasilnya, Kementerian
BUMN memerintahkan kepada direktur
dan komisaris agar melakukan prinsip
good corporate governance di lingkungan
Pelindo II. Namun, dari pantauan SPPI
II, rekomendasi itu tak pernah disikapi
dengan serius. “Padahal laporan kita, dari
hasil kajian Kementerian itu, 80% benar,”
kata H. Kirnoto, Ketua Serikat Pekerja
Pelabuhan Indonesia II.
Sebenarnya tidak hanya masalah
solidaritas yang membuat beberapa
karyawan papan tengah tadi mengundur
kan diri. Permasalahan di Pelindo II
ternyata sangat pelik. Di balik kinerja RJ
Lino yang gemilang, ada beberapa bagian
yang membuat para karyawan khawatir
terhadap masa depan perusahaan. Salah
satu kekhawatiran itu terkait dengan
proyek pembangunan dermaga baru
bernama Proyek Kalibaru yang bernilai
Rp 46 trilyun.

super masif, yang nantinya diberi nama
New Priok, itu dilakukan melalui kredit
modal kerja (KMK). Selebihnya akan
ditutup dari kas perusahaan dan skema
kerja sama operator pelabuhan yang
akan menyewa lahan Kalibaru. Strategi
ini dianggap bisa membebani keuangan
perusahaan. Lino sesumbar bisa keluar
dari masalah finansial pendanaan
pembangunan Kalibaru, karena akan
segera mendapat pinjaman dari sindikasi
bank internasional. “Kita usahakan cair
bulan depan,” kata Lino.
Selain Proyek Kalibaru, beberapa
pengadaan barang di lingkungan
Pelindo II juga bermasalah. Contohnya,
pengadaan 10 mobile crane kapasitas 20
ton dan 60 ton, yang harusnya dibagi ke
beberapa pelabuhan, ternyata mangkrak
di area terbatas Terminal 2 Tanjung
Priok. Menurut Lino, sepuluh mobile
crane itu kini lebih diberdayakan di Priok.
“Untuk digunakan di lapangan, bukan di
dermaga,” katanya.
Namun, Gatra melihat sendiri
sepuluh mobile crane dengan harga total
Rp 45,6 milyar itu hanya diparkir. “Sudah
menganggur setengah tahun,” kata
seorang pegawai di Pelabuhan Tanjung
Priok. Ia juga bercerita, crane yang bisa
berpindah ini sempat diberdayakan pada
Kamis lalu, namun fanbelt-nya putus dan
aki tekor karena tidak kuat mengangkat
arus. Sumber itu juga menceritakan,
sebelumnya pada saat commisioning test,
kawat crane juga putus ketika digunakan
untuk mengangkat beban 20 ton.
Proyek lain yang mangkrak, yang
disebut dalam dokumen yang diterima
Gatra, adalah pengadaan simulator
crane and ship untuk Pusat Pendidikan
Kepelabuhanan (P2K) senilai Rp 23
milyar. Alat pelatihan ini mangrak karena
saat diuji tidak berfungsi sebagaimana
mestinya. “Performance-nya belum seperti
yang kita harapkan. Alat ini kan simulator.
Harus se-real mungkin gerakannya. Saya
sudah bilang kepada teman-teman untuk
mengembalikan saja ke PT Len Industri,”
ujar Lino.
Hal lain yang membuat karyawan
protes terhadap kebijakan Lino adalah
penunjukan staf ahli. Kebijakan macam
ini dilarang dalam Surat Menteri BUMN
Nomor S-375 Tahun 2011. Di surat itu,
Dahlan meminta jabatan staf ahli dan staf
khusus ditiadakan sejak 1 Januari 2012.
Namun, Lino tetap saja mempekerjakan
staf ahli direktur utama bidang keuangan
bernama Farid Haryanto. Farid, yang
disewa dengan tarif US$ 25.000 per
bulan, juga tercatat sebagai staf khusus
Wakil Presiden Boediono. Ia pernah
menjabat sebagai komisaris PT Pos
Indonesia, namun mundur setelah tak
mau melaporkan harta kekayaannya.
Farid tak mengangkat teleponnya
ketika dimintai konfirmasi Gatra. Pesan
singkat juga tak dijawab. Seorang pejabat
di kantor wakil presiden, yang meminta
namanya dirahasiakan, menjelaskan,
penunjukan Farid sebagai staf ahli adalah
wajar.Sebab,sebagaiahlikeuanganlulusan
Wharton School of The University of
Pennsylvania --Boediono juga pernah
sekolah di sini-- Farid punya banyak akses
ke kalangan banker dan manajer investasi.
“Pak Farid diminta membantu urusan
finansial yang rumit terkait dengan usaha
pendanaan pembangunan pelabuhan
yang perlu dana besar,” kata sumber itu.
Selain penunjukan staf ahli, sistem
karier di Pelindo II juga banyak dikeluh
kan karyawan. Lino memang sering
menempatkan orang tanpa memper
hatikan jejang kariernya. Seperti pe
nunjukan Nina Insania, yang awalnya
bekerja di lembaga pendidikan PPM

hanya semacam strategi awal.“Kita breeding
finance saja. Ini company sangat solid. Laba

Saat ini KMK didapat dari Bank BNI
dan Bank Mandiri. Jumlahnya sekitar Rp
4 trilyun, dan sifatnya stand by loan. Dari
pinjaman Rp 4 trilyun, BNI memberikan
Rp 2 trilyun dan sisanya dari Bank Mandiri.

“Seingat saya, Bank Mandiri kasih kredit
investasi juga,” kata Direktur Utama Bank
Mandiri, Budi Gunadi Saikin, kepada Putri
KartikaUtamidariGatra.
Mutiari, Analis Kredit Bank BNI,
menegaskan bahwa dana pinjaman tersebut
tidak secara spesifik menyebutkan harus
dipakaisebagaikreditmodalkerja.“Inibukan
aturan mutlak. Tapi sesuai kesepakatan

menyiapkan utang dari sindikasi bank
internasional, dengan dana yang akan
diperoleh bisa mencapai Rp 14 trilyun.
Dengan pinjaman itu Lino yakin terminal
pertama di Kalibaru, seluas 400 meter
persegi, akan rampung sesuai dengan
target. Selama ini serikat pekerja khawatir
proyek ini akan berhenti di tengah jalan,
karena duit Pelindo II tak akan sanggup
untukmengembalikanutangsebesaritu.

memaklumi bila serikat pekerja khawatir
terhadap skema pembiayaan proyek yang
dilakukan secara akrobatik atau tidak linear
ini.“Ini karena informasi yang mereka terima
tidak sempurna,” kata Faisal. “Mereka tidak
menyadari bahwa pendanaan ini harus
melalui akrobat. Karena tidak ada bantuan
daripemerintah.”
Karena itulah sudah dua kali
manajemen bertemu dengan serikat
pekerja untuk memberikan pemahaman
tentang skema pembiayaan dari proyek
NewPriok.

fasilitas setara dengan dewan direksi.
Nina bahkan juga mendapat fasilitas les
bahasa Inggris. “Ini kan perusahaan besar,
dengan klien global, apa salahnya saya
diberi fasilitas ini,” kata Nina, yang kini
menjabat sebagai Direktur Utama IPC
Corporate University, anak usaha PT
Pelindo II.
Lino juga pernah merekrut salah
seorangkaryawandiTerminalPetiKemas
(TPK) Koja, anak perusahaan Pelindo
II, dan menunjuknya menjadi Senior
ManajerPeralatandiPelindoII.Namanya
HaryadiBudiKuncoro,diaadikBambang
Widjojanto, salah satu pimpinan KPK.
PenunjukanFaridhinggaHaryadisempat
menimbulkan kecurigaan di kalangan
karyawan, jika Lino sedang membentengi
diri dengan orang-orang kuat.
Nama Haryadi juga termasuk salah
satu orang yang dianggap mengetahui
proses pengadaan tiga QCC tadi. Hal ini
dijelaskan dalam audit Badan Pengawasan
Keuangan dan Pembangunan (BPKP).
Secara jelas, audit itu menunjukkan
adanyapenyimpangan.Selainpenunjukan
langsung, BPKP menemukan bahwa
sejak awal HDHM dan ZPMC tidak lulus
persyaratan administrasi.
Namun panitia tetap membuka
sampul penawarannya, bahkan tetap
dilakukan klarifikasi dan negosiasi harga.
Selain itu, Lino sempat menyatakan
dengan membeli QCC twinlift dari
HDHM, Pelindo II mendapat keuntung
an, karena harga yang lebih miring. “Kita
mendapat harga paling murah di dunia,
tidak mungkin rugi,” ujarnya.
Dari audit BPKP terlihat harga
yang ditawarkan HDHM, khususnya
untuk twinlift, malah lebih mahal dari
penawaran awal PT Barata. HDHM
menyodorkan harga total US$ 16,9 juta,
sedangkan Barata mematok US$ 14,3
juta. Selain itu juga ada kejanggalan saat
HDHM memasukkan penawaran QCC
twinlift yang akhirnya disetujui untuk
pengadaan QCC jenis ini. Modus per
ubahan ini menimbulkan dugaan adanya
penggelembunganharga,yangberpotensi
menyebabkan kerugian hingga Rp 82
milyar.
Haryadi sendiri kini diplot Lino
menangani perusahaan baru anak Pelindo
II, yaitu PT Jasa Peralatan Pelabuhan
Indonesia (JPPI). Saat ini, JPPI belum
resmi berdiri. Nantinya, JPPI diarahkan
untuk menampung transformasi tugas
dari unit bidang peralatan Pelindo II.
Haryadi yang dihubungi Gatra beberapa
kali tidak mau melanjutkan beberapa
percakapan di telepon.
Sementara itu, Bambang
Widjojanto sendiri merasa dijebak karena
pertanyaanGatra tiba-tibamenyinggung
soal adiknya yang berada di tengah
pusaran masalah di Pelindio II dan kini
sedang diselidiki KPK. “Saya tidak ada
urusan dengan itu. Saya menjaga betul
integritas saya. Kamu menjebak saya, dan
mudah-mudahan itu ditulis,” katanya
kepada Andi Anggana dari Gatra.
Bambang juga menegaskan, sebagai
pimpinan KPK dirinya tetap akan men
junjung hukum ditegakkan meski adiknya
sendiri terbukti terlibat. “Kalau memang
adik saya terlibat, timpe saja nggak ada
urusan.Sayaakanmundurdarikasusnya,”
katanya tegas.
Kabarnya, dari sumber Gatra yang
mengetahuiprosespenyelidikankasusini,
Bambang memang tidak akan dilibatkan
dalam kasus ini bila beranjak ke proses
penyidikan. Sementara bila masalah ini
berlanjut, bisa saja RJ Lino akan lebih
banyak memarkir Volkwagen Caravelle
tunggangannya di pelataran KPK.
“Berbuat baik di negeri ini memang tidak
mudah,” begitu kata Lino.

diberikan tergolong corporate loan. Artinya,
pinjaman itu boleh digunakan untuk kebutuhan
