Risk is essential for proper child development and play. However, risk aversion in the US has led to decreasing play value in playgrounds over time. Due to fears of litigation and a misunderstanding of risk versus danger, playgrounds now emphasize safety over engaging play experiences. This paper argues for a national play policy based on risk management rather than avoidance to ensure children's healthy development through challenging play opportunities. International examples show how playgrounds can incorporate risk safely to provide high play value.
