RESOLVED, AS IT IS HEREBY RESOLVED,
that upon its agreement, the
Administrative Council approved the
Proposal on the adoption of the
pertinent provisions of RA 11313 or the
Safe Spaces Act of 2019 to the existing
CvSU IRR on RA7877 Otherwise Known
as Anti-Sexual Harassment Act of 1995.

4. CvSU ANTI-GENDER-BASED SEXUAL HARASSMENT
IMPLEMENTING RULES AND REGULATIONS
Cavite State University values and upholds the dignity of every individual and
guarantees full respect for human rights of all members of the CvSU community.
All forms of gender-based sexual harassment are deemed improper and
unacceptable.
Cavite State University shall maintain an enabling ,gender fair , safe , inclusive
and healthy learning and working environment for the CvSU community.
Hence, CvSU Implementing Rules and Regulations on Republic Act No.7877 is hereby
expanded to include the Safe Space act of 2019 where it states that anyone can be an
offender , regardless of age , sex, or status.

7. Sexual Harassment Defined
CSC Resolution No.01-0940
Defines sexual harassment as an
act or a series of acts , involving
any unwelcome sexual advances,
request or demand for a sexual
favor , or other verbal or physical
behavior of a sexual nature ,
committed by a government
employee or official in a work-
related ,training or education
related environment of the
person complained of.

18. Asking about sexual fantasies,
preferences, or history

and smacking lips

20. In a work-related environment ,
sexual harassment is committed
under the following circumstances:
1. Submission or rejection of the act of
series of acts is used as a basis for any
employment decision(including ,but not
limited to , matters related to hiring ,
promotion , raise in salary , job security,
benefits and any other personnel action)
affecting the applicants or employee; or
2. The act of series of acts have the
purpose or effect of interfering with the
complainant’s work performance , or
creating an intimidating ,hostile or
offensive work environment ;or

harassment is committed under the

harassment is committed against one who is

one whose education , training ,
apprenticeship , internship or tutorship is
directly or constructively entrusted to , or is
provided by , the offender, when:
1. Submission to or rejection of the act or
series of acts as a basis for any decision
affecting the complainant , including , but
not limited to , the giving of a passing
grade , the granting of honors or a
scholarship , the payment of a stipend or
allowance , or the giving of any benefit ,
privilege or consideration , or
31. What are the possible effects of
sexual harassment?
■ There are many possible effects of sexual harassment on
students . A student experiencing sexual harassment may
disengage from the curriculum and all school-related activities .
They may skip or drop classes.
■ Psychological effects may include anxiety, depression , disrupted
sleep , loss of appetite, inability to concentrate, lowered self –
esteem , loss of interest in regular activities , social isolation and
feeling of sadness , fear and or shame.
■ Some students may abuse drugs and/or alcohol to cope . In
extreme cases, students may think about or even attempt
suicide.
33. Acts that Constitute Administrative
Offenses.(CSC,ResolutionNo.01-0940
dated May 21,2011)
The offense of sexual harassment :
1. Grave Offenses-punishable by dismissal from
the service
2. Less Grave Offenses-punishable by
suspension of one month and one day to the
six months for the 1st offense and dismissal
from the service for the second offense.
3. Light Offenses-punishable by reprimand for
the offense ; suspension from one to thirty
days for the second offense and dismissal
from the service for the third offense.
