It is my pleasure to recommend Wafter Eisner for employment with your company. From January through
May 2014, Walter was an intern at Lhe City of Marquette in the Community Development Department. I have
been his direct supervisor during this Lime.
Walter assisLed us in several Geographical lnfbrmation Systems (GIS) mapping projects. His first project was
the Rental Housing Map, in which he Look all of the lire deparlment rental certificate data and broke down the
data to create polygons by rental inspector, rental complex, etc. The second project that Walter worked on was
the Zoning Orders Book Map. This map is a requirement of our Zoning Ordinance for which the location of
all variances, conditional uses, planned unit developments, and designations of Class A Non-conformance
must be identified and linked to the assigned number of the requests. Wailer worked with the data and created
the map to meet the Zoning Ordinance requirements.
The third project was recreating an overlay district map for our hospital overlay zone. The city only had a hard
copy of the map and Walter re-created a digital version of the map and made it so we can also add the data to
our Zoning Map.
In between the projects, Walter has been working on several maps for the city’s Community Master Plan that
we are currently updating. He had created a relief map, upper and lower harbor maps, and a land activity map.
The land activity map was the most time consuming as Walter had to identify all of the current land activity
uses for the parcels within the City of Marquette and the city-owned parcels outside of our jurisdiction, which
totals roughly 6,500 parcels.
Walter showed good knowledge of the ArcMap GIS program, and when he came across obstacles with the
program he was quick to learn how to overcome them. Two of our maps will have to he updated monthly, so
Walter wrote out the procedures to keep them updated. He did such a detailed job that I have decided to add
his work to our new department Procedure Manual.
As you know, it is important for a person to be organized, especially when you are working with many
projects. Walter not only completed his projects in a timely manner, he also kept all of the files and map
projects in a very organized manner.
Based on his performance at the City of Marquette, I have no hesitations in recommending him for
