Street Dog (SD) Project
in Donetsk

Why did we do it?
Large number (15 000) of stray dogs on the
streets of the city of Donetsk and their massive
euthanasia by the municipal enterprise

Project Goal:
To develop and implement humane and effective solution to
the SD problem in cooperation with the municipal
government
(reduction of SD number by 30%, from 15 thousand in 2011
to 10 thousand in 2013).

Main Project Activities:
1. Implementing CSV method of regulation of the SD
population (Capture. Sterilization. Vaccination.
Chipping. Clipping and Releasing animals to their
natural habitat)
2. Establishing veterinary care for the SD.

3. Building the first shelter with decent conditions for the maintenance of the
SD in Ukraine.

  2. Project Stray Dog is part of the in Targeted assistance program area
  3. Methodology of the World Society for the Protection of Animals was used to design the survey. Thus, the survey was repeated 3 times and thanks to it we have the dynamics of dog population in Donetsk for three years. Neither Kyiv, capital of Ukraine, nor Moscow, capital of Russia can boast about the same.
  4. Needs asessment: after this evaluation we were assured that danger of becoming a victim of the aggressive behavior of the SD is the most acute problem for Donetsk citizens: 82% see them regularly and 5% were bitten Method justified: CSV was justified by the citizens as the next popular after putting animals into animal shelters But CSV method is effective when 70% of female gods are sterilized and there are no new animals to join the old SD population
  5. Blue line: sterilization of the 70% of SD before the end of 2012 г. Will lead to 28%reduction of the population in the next year – 2013 (WHICH PROJECT REACHED),and almost 50% reduction after 5 years. But this is true with the premises that population is not joined by the pet dogs. Even very modest influx of pet dogs into the street (about 1000 dogs anualy,) is sufficient to eliminate the effect of the project; and influx of 5000 individuals annually will lead to annual sharp increase of the SD population. How probable is such an influx? 39% of Donetsk citizens have at least one dog; every tenth citizen has more than one dog. Only 15% of citizens reported that they sterilized at least one of their dogs. большинство из участников исследования просто не видит в этом необходимости. Именно непонимание смысла и цели этой процедуры приводит к такой высокой доле нестерилизованных животных. Ни финансовый фактор, ни отсутствие в городе необходимых учреждений, барьерами не являются. Для примера, в Донецке только 2% владельцев домашних животных сказали о том, что причина отказа от стерилизации – затраты времени и денег; и ни один из респондентов не указал в качестве причины отсутствие учреждений, в которые можно было обратиться с этой проблемой.
  6. В зарубежной практике комплексное решение проблемы бездомных животных достигается путем внедрения триады: «ЗАКОНОДАТЕЛЬСТВО — ОБУЧЕНИЕ НАСЕЛЕНИЯ — ГУМАННОЕ УМЕНЬШЕНИЕ ЧИСЛЕННОСТИ» Гуманное уменьшение численности животных в Донецке уже происходит, для этого выбран метод ОСВ. Законодательная составляющая программы должна обеспечить юридическую ответственность хозяев за своих питомцев (идентификация животных, запрет на бесконтрольное размножение, ответственность за жестокое обращение с животным). Информационная и образовательная кампания среди населения является необходимым компонентом для того, чтобы привить навыки ответственного отношения к животным, тем самым постепенно уменьшая приток выброшенных животных на улицы.
