Citizens of the Philippines who are at least 18 years old and have resided in the country for at least one year and in their voting district for at least six months can exercise their right to vote without needing to meet literacy, property, or other requirements. The Congress must establish systems for secret ballots and absentee voting for Filipinos abroad, as well as a procedure for disabled and illiterate citizens to vote without assistance from others. Until a new procedure is in place, existing laws and Election Commission rules will apply to protect voting secrecy for these groups.
