Стосовно загальної кількості порушень режиму припинення вогню, зафіксованих
СMM ОБСЄ уздовж лінії зіткнення за період із 19 лютого до 4 березня 2018 року,
суттєвої різниці, якщо порівняти з попереднім двотижневим звітним періодом, не
відзначено.
Однак Місія фіксувала локальні спалахи насильства, зокрема в районі Попасної
Первомайська на заході Луганської області. Саме тут протягом першого тижня звітного
періоду було сконцентровано майже 90 % усіх вибухів, спричинених вогнем з
озброєння, яке повинно бути відведеним відповідно до Мінських домовленостей.
Наступного тижня більшість таких вибухів було зареєстровано у районах на південь і
південний схід від Світлодарська. Така зміна, ймовірно, зумовлена тим, що протягом
цього періоду можливість здійснення Місією моніторингу в нічний час у районі
Попасної була обмежена.
23 лютого, перебуваючи на передовій патрульній базі поблизу Попасної, спостерігачі
чули 10 вибухів, оцінених як постріли зі 120-мм міномета. Команда Місії тимчасово
залишила передову патрульну базу, на якій дотепер нікого немає. Див. оперативний

Озброєні чоловіки в прикордонних з Російською Федерацією районах Луганської
області, які не контролюються урядом, неодноразово відмовляли в доступі до
чотирьох місць. До одного з таких місць поблизу Вознесенівки Місія не може
потрапити з 15 лютого, а до селища Сєдового, що на півдні Донецької області, — з
квітня 2017 року. Більш того, з початку року по наших безпілотних літальних апаратах
10 разів стріляли зі стрілецької зброї, зокрема двічі протягом звітного періоду. Під час
одного з інцидентів 26 лютого, безпосередньо перед нападом камера на БПЛА
зафіксувала 4 самохідні гаубиці, розміщені з порушенням ліній відведення у
непідконтрольному урядові н. п. Сарабаш Донецької області.
28 лютого сторони ще раз підтвердили свою відданість дотриманню режиму
припинення вогню, починаючи з 00:01 5 березня. Місія повідомлятиме про рівень
дотримання у тих місцях, де спостерігачі матимуть безпечний і безперешкодний
доступ, а результати їхніх спостережень буде відображено у щоденних звітах СMM,
які доступні трьома мовами (англійською, українською та російською) на сайті ОБСЄ:
